Ajibola Balogun, City Manager Date: September 23, 2008 Agenda Item: 44S Subject: FY 2008/2009 Budget and Pay Plan Adoption Ordinance: AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, ADOPTING A BUDGET OF $20,489,534 AND PAY PLAN FOR THE FISCAL YEAR 2008/2009; PROVIDING FOR SEVERABILITY; ORDINANCES IN CONFLICT; AND AN EFFECTIVE DATE. Request: Approval of the Budget for the fiscal year 2008/2009, as submitted by the City Manager, including the pay plan, in a total amount of $20,489,534. Independently identified as General Fund in the amount of $19,174,659, Hurricane Fund in the amount of $119,431 Storm Water Drain Fund in an amount of $508,000, Local Option Gas Trust Fund in an amount of $126,500, Peoples Transportation Tax Fund in an amount of $495,500 Self Insurance Fund in an amount of $24,000, State Forfeiture Fund in an amount of $6,000 and Federal Forfeiture Fund in the amount of $35,444. Additional Information: As was discussed during the City Commission meeting, on August 5, 2008, a whereas clause has been inserted to allow for the transfer of amounts encumbered during fiscal year 2007 -2008, but paid in fiscal year 2008 -2009, in accordance with Generally Accepted Accounting Principles and reflected in the 2008 -2009 budget. 1 ORDINANCE NO. 2 3 AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE 4 CITY OF SOUTH MIAMI, FLORIDA, ADOPTING A BUDGET. OF 5 $20,489,534 AND PAY PLAN FOR THE FISCAL YEAR 2008/2009; 6 PROVIDING FOR SEVERABILITY; ORDINANCES IN CONFLICT; AND 7 AN EFFECTIVE DATE. 8 9 WHEREAS, the City Manager has submitted a proposed budget together with a budget 10 message and supporting schedule including a pay plan; and 11 12 WHEREAS, recognizing the future liability of prior year commitments, amounts 13 encumbered during Fiscal Year 2007 -2008, but paid in Fiscal Year 2008 -2009 shall be 14 transferred in accordance with Generally Accepted Accounting Principals (GAAP) and reflected 15 in the 2008 -2009 budget.. 16 17 WHEREAS, pursuant to Chapter 200, Florida Statutes, the Mayor and City 18 Commission are required to adopt a tentative, and. thereafter, a final budget for the City. 19 20 NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY 21 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT: 22 23 Section 1. The Budget for the fiscal year, as submitted by the City Manager, 24 including the pay plan, as filed in the City Clerk's Office, in an amount .of $20,489,534 be and 25 the same is hereby approved. Independently identified as General Fund in the amount of 26 $19,174,659, Hurricane Fund in the amount of $119,431 Storm Water Drain Fund in an amount 27 of $508,000, Local Option Gas Trust Fund in an amount of $126,500, Peoples Transportation 28 Tax Fund in an amount of $495,500 Self Insurance Fund in an amount of $24,000, State 29 Forfeiture Fund in an amount of $6,000 and Federal Forfeiture Fund in the amount of $35,444. 30 31 Section 2. Any amount encumbered during Fiscal Year 2007 -2008, but paid in Fiscal 32 Year 2008 -2009 shall be transferred in accordance with GAAP and reflected in the 2008 -2009 33 budget. 34 35 Section 3. If any section, clause, sentence, or phrase of this ordinance is for any 36 reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not 37 affect the validity of the remaining portions of this ordinance. 38 39 Section 4. All ordinances or parts of ordinances in conflict with the provisions of this 40 ordinance are repealed. 41 42 Section 5.
