There shall be and hereby is levied upon real property in the City of South Miami, Florida, a tax.of 5.2790 mills on the dollar for the fiscal year 2008/2009 for the operation expenses of the government of the City for the fiscal year beginning October 1, 2008, and ending September 30, 2009.
