Commissioner Beckman submitted the following items to staff as his proposed
changes to the Land Development Code:

• Ordinance to revise Section 20 -5.9 & Section 20 -6.1 - Variance Criteria
• Ordinance to delete Section 20- 3.4(B)(5) - Parking Garage in RO Zones
In response to Commissioner Beckman's request, the Planning Department submitted
the attached schedule (Exhibit "A "). The schedule shows steps and proposed dates for
each item. Please note that one of the items is on your agenda today for second
reading.
Concern No. 2:
To provide status of Public & Institutional (PI) Land Use Category study/ survey.
Action Taken:
As requested by Commissioner Beckman, the Planning Department submitted the
attached Exhibit "B" is a brief report on the PI Land Use Category. In addition to the
explanation of the ongoing study, the report specifically explain the "Educational
(Four Story)" and Governmental Buildings in the PI Land Use category. The
explanation addresses why South Miami Elementary School and the Senior Citizen
Center secured their current 3 stories and 6 stories, respectively.
Concern No. 3:
To provide update on scheduling a meeting with applicable agencies regarding
improvement to the Bird Road corridor.

Action Taken:
We have contacted and e- mailed County and Florida Department of Transportation
(FDOT) staff members to schedule the requested meeting. To date, the County's Public
Works Department has confirmed June 4th 2008 at 9:30 am. We are waiting for
FDOT's response. After attempts to contact FDOT staff via telephone failed the
attached documents indicated as Exhibit "C" was sent. As soon as all parties confirm,
we will inform the Commission.
Should you need additional information on any of the issues above, please do not
hesitate to contact me.

Re: Public and Institutional (PI) Land Use Category Study Status
The City Commission at its April 1, 2008 meeting adopted Resolution No. 51 -08 -12648 directing
the Planning Department and the Local Planning Agency (Board) to adjust the "PI" Public and
Institutional Future Land Use Map Category to reduce the maximum height limit from four
stories to two stories (or in the alternative, create a Religious Institution land use category).
In anticipation of being able to process this amendment, the Planning Department staff with
assistance from the City's Comprehensive Plan consultants has initiated a study of the properties
which would be affected by the changes. A total of ten properties currently with the "PI" Future
Land Use Map Category could be impacted. These include hospitals, churches, private
institutions, government buildings, and community centers. Data being collected for each
property includes:
• Height of existing buildings
• Building use, square footage
• Property ownership
• Notification —mail lists
• Impact of the amendment on streets, potable water, sewers, and solid waste facilities
serving each property
• Impact of amendment on development potential (increase or decrease) on each property
It is important to note that schools are placed in a different future land use category entitled
"Educational(Four Story) ",which allows buildings up to 4 stories in height. The underlining
zoning district for schools limits the maximum height of buildings to two stories. There are some
schools within the City which are three stories in height. This is a result of State law which
exempts schools from local zoning control.
There are also government buildings in the "PI" Future Land Use category which exceed the
maximum height limitation of four stories. An example is the Senior Citizens Center which is six
stories. The building was built in 1979 prior to the adoption of the Comprehensive Plan in 1989
which created the four story limitation.

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
SOUTH NIIAMI, DIRECTING THE LOCAL PLANNING AGENCY (PLANNING
BOARD) TO CONSIDER AMENDING THE SOUTH MIAMI COMPREHENSIVE PLAN
TO CREATE A NEW FUTURE LAND USE CATEGORY TO BE ENTITLED
"RELIGIOUS INSTITUTION ( TWO - STORY)" PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the Future Land Use Map (FLUM) of the Comprehensive Plan contains a
category entitled "Public Institutional" which permits uses such as public schools, municipal
facilities, churches, temples, synagogues and hospitals and sets forth a four story maximum
height limit for buildings; and
WHEREAS, there is concern that religious institutions which are located in and abutting
single family residential areas may be constructed to a height of four stories; and
WHEREAS, a solution to this concern would be to create a new Future Land Use Map
category specifically for religious institutions which would be limited to two stories in height.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF SOUTH MIAMI, FLORIDA:
Section 1. In order to establish a new Future Land Use Map category specifically for
religious institutions the Planning Department and the Local Planning Agency (Planning Board)
are hereby directed to draft and process the appropriate Comprehensive Plan amendment to create
a "Religious Institutional" land use category with a two story building height limitation or to
clarify and adjust the height limitation in the current Public Institutional Uses Future Land
Use catej!ory. .
Section 2. This resolution shall be effective immediately upon being approved.

Executive Summary
Purpose
The Purpose of the Northside Charrette has been to gather a consensus from the various
stakeholders in the Study Area on how best to shape the future of their Neighborhood. This Report
should serve as a platform from which various parties can work over time - public and private, City
and County, commercial and residential. It is largely conceptual in nature - but speck enough to
guide the processes of amending Zoning and Land Development Codes and of developing strategies
to fund and advance capital projects.. .
Process
The Northside Charrette was held in June 2000. Sponsored by the City of South Miami, with
cooperation and participation from Miami -Dade County. It was the City's 4th charrette.
A charrette is a proven method for gathering consensus on complex town - planning issues. The
Northside Charrette looked at the study area well into the future: 10+ years.

A Continuing Process
Town Planning is a continuing process. All
stakeholders are invited to add their
comments to the process in the months
and years to come. The City of South
Miami has taken the lead in initiating this
charrette and the process that continues
from it. Comments should be directed to
the City's Planning Department. The City,
in turn, is in touch with its various
counterparts in Miami -Dade County and
with area businesses and residents in a
number of ways. It will endeavor to pass all
comments on to the affected decision
makers. Together, we continue to develop
a better Community we can all share.

On Saturday morning, in David
Fairchild Elementary's cafeteria,
with coffee, juice and pastries laid
on, the core work began.
Participants were broken into four
quadrant groups, based on where
their interests lay. So folks from the
southeast quadrant of the square
mile, for instance, sat and worked
together, giving a very local quality
to the deliberation.

enlarged photos of the area,

area for about 45 minutes.
Ideas were generated for the
YMCA property, Bird Road
and other specifics, from
participants whose interests
lay right at the doorstep, as
well as from those a little
further away, but still in the
neighborhood.
Next, groups put away their
larger maps and focused in
on their quadrant areas.
Along with the public, each
table had facilitators from the
ranks of the volunteer
professionals. Facilitators
assisted the groups to draw
their ideas on tracing paper
placed over blown up aerial
maps and scores of enlarged
photos from the area. They
were encouraged to draw
what they imagined and not
worry about how it might get
done for now.

By the end of the morning, a real sense of
excitement had joined the charrette. The
beginnings of ideas, hatched looking down
on aerials, took real shape when drawn onto
the photos and given human scale.
Facilitators with seasoned drawing skills
worked with the public, like police sketch
artists, to turn ideas into color renderings of
a community being imagined.
The City laid on sandwiches,
buffalo wings, vegetables and
soft drinks for lunch. Folks
pulled themselves away in
shifts for a bite and a drink,
usually carried back to their
tables so they could carry on
in the process. Meanwhile,
chairs were assembled at the
front of the room and groups
were given multiple time
checks to finish up their work.
They had large '/2° foam
boards on which to pin their
work and were asked to elect
a spokesperson from each
group.
Group Presentations
After lunch, everyone
assembled in the front of the
cafeteria. The spokespersons
from each group took it in turn
to present their group's ideas.
A little friendly competition rose to see who
had come up with the most worthwhile
ideas. Then something interesting occurred.
As each group presented, remarkable
similarities emerged from separate
considerations of the same issues. This was
consensus building right in front of your
face, and proved a powerful force.
The coordinator asked a dozen different
folks to take careful notes during the
presentations, to capture all the ideas in that
moment, when they were fresh, ripe and
clear. Later, those notes would be
consolidated as a thorough inventory and
used in the next step.
After the presentations, participants were
asked to stay involved and reassemble next
Friday, back at Hope
Lutheran Church, when
results would be presented
for the first time. They did
stay involved, developing
into somewhat of a family,
many attending the Tuesday
City Commission meeting,
where the Commission was
given a progress report,
then re- convening on Friday
at Hope Lutheran.

A Moveable Feast
So what began on Friday at
Hope Lutheran, moved on
Saturday to David Fairchild
Elementary, now moved to
the Sylva Martin Building at
South Miami City Hall.

well) During the next few
days, volunteer
professionals used the room
as command central - to meet, review the
sketches and notes from the Saturday
Workshop, and divide the tasks required to
distill the information into a cohesive
product. They produced detailed drawings
and consolidated lists of points. This was
collected into a PowerPoint presentation
which was presented and discussed the
following Friday at Hope Lutheran. And it
was the basis for this report.
