RESOLUTION NO.
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI, FLORIDA, CALLING ON THE
MIAMI -DADE BOARD OF COUNTY COMMISSIONERS TO
OPPOSE ANY EXTENTION TO THE URBAN DEVELOPMENT
BOUNDARY AT THE PRESENT TIME, TO ENCOURAGE INFILL
DEVELOPMENT AND ADHERANCE TO THE COUNTY
DEVELOPMENT MASTER PLAN AS CURRENTLY ADOPTED,
INCLUDING THE ADOPTED 2003 EAVALUATION AND
APPRAISAL REPORT; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Mayor and City Commission of the City of South Miami
recognize that The City South Miami is impacted significantly by Miami -Dade County's
Planning, Zoning, and County Comprehensive Development Master Plan (CDMP)
policy; and,
WHEREAS, The City of South Miami wishes to work with its sister
municipalities and Miami -Dade County, in a regional manner, for fair, wise, and
mutually beneficial policies; and,
WHEREAS, The City of South Miami is aware that Miami -Dade County is under
increasing pressure to extend the Urban Development Boundary (UDB) further south and
west in order to allow greater, and sometimes intense, development activity to occur; and,
WHEREAS, The City of South Miami considers extension of the UDB at this
time to have significant negative impacts for both itself and the region, including
increased traffic, inadequately funded or unfunded increased costs for the provision of
potable water, waste water, storm water, schools, parks and open space, county and
municipal services including police, fire, and social services; and,
WHEREAS, The City of South Miami prioritizes comprehensive development
policies that ensure continued FDOT funding of transit projects and,
WHEREAS, The City of South Miami has reviewed the Department of
Community Affairs recommendations against expansion of the UDB at this time and,
WHEREAS, The County's adopted 2003 Evaluation and Appraisal Report (EAR)
of the CDMP recommends against extending the UDB, and reports infill housing land to
be in adequate supply through at least year 2020, eliminating the need to extend the UDB
at this time; and,
WHEREAS, Municipalities are still engaged in their own state - mandated EAR's
and should have adequate time to finish without so major an amendment to the County's
CDMP hanging in the balance; and,

WHEREAS, Miami -Dade County is legally obligated to participate with state
and federal efforts to restore the Greater Everglades Ecosystem, which could be
significantly impacted if the UDB is moved, and proper analysis of those impacts is not
complete and should not be preempted; and,
WHEREAS, the Mayor and City Commission call upon Miami -Dade County to
oppose any extension of the UDB at this time, and alternatively to adopt policy to
encourage infill development in accord with the currently adopted CDMP and EAR:
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA;
Section 1. The City of South Miami hereby advises Miami -Dade County and
its Board of County Commissioners that it opposes any change to the Urban
Development Boundary at this time, and urges Miami -Dade County to do the same, for
the reasons outlined above.
Section 2. The City of South Miami hereby advises Miami -Dade County and
its Board of County Commissioners that it supports county policy that encourages infill
development and adherence to the CDMP as currently adopted, including the adopted
2003 EAR, currently being drafted into code.
Section 3. The City Clerk shall provide executed copies of this resolution to
the Miami -Dade Mayor, each member of the Miami -Dade Board of County
Commissioners, as well as each municipal City Clerk in Miami -Dade County for the
purpose of distributing copies to members of their respective governing councils.
Section 4. This resolution shall take effect immediately upon approval.

RE: Miami -Dade County Urban Development Boundary
Dear Mayor Feliu:
As you know, City of South Miami passed Resolution Number 38- 05- 1201'7 in 2005
opposing movement of Miami- Dade's ulban development boundary (I- IDES). As you may
be aware, three new applications seeking movement of the UDB will c;om (.3 I)efore the
MiamkDade County Commission on Ao.ril 241'' for a final vote.
We write today to ask for your support in providing written and oral cornmer is to the
Miami -Dade County Commission on April 24'" once again opposing move ni-snt of the
UDB and the exacerbation of sprawl.
During our extensive outreach, thousands of res: idents within Miami-D' ide County
overwhelmingly recognized that it is premature to move the UDS. D1s1)inI,5,(I approval of
these applications to move the UDB will) raise casts and set precedenis, wh c h have
immediate and long term consequences for quality of life throughout kliami- )ade.
These costs are not mitigated by decoy ioffers by developers and do not serte the City of
South Miami. It is the responsibility of Miami -Dade County to impleme it thi sound
planning policies outlined in its comprehensive plan and protect the ex:istincl community
and the Everglades.
Miami -Dade County planning staff, the South Florida Water ManagemE!nt [Ndrict, and
the Department of Community Affairs (dCA) have all strongly advised the C ;ounty
Commission that potable water supply ig not available to accomrnodat: the!3 E!
applications. County staff and the DCA have reiaeatedly objected to al;prawil of these
applications citing numerous inconsistencies with Miami- Dade's comp ?her -Ove plan.

WHEREAS, the County's adopted 2003 Evaluation and Appraisal Report
(EAR) of the CDMP recommends against extending the UDB, and reports infill
housing land to be in adequate supply through at least year 2020, which finding
contradicts the need to extend the UDB at tlus time, and moreover, supports
elimination of the current UDB expansion plan; and,
WHEREAS, the city, like other municipalities within Miami -Dade County,
is currently engaged in its own state - mandated EAR; and

WHEREAS, the city and the other municipalities should be provided
adequate time to complete their state - mandated EAR processes prior to the County
issuing a major expansion of the UDB or a major revision to the county's existing
CDMP; and,
WHEREAS, the South Miami -Dade Watershed Study and Plan, a
comprehensive study underway jointly by the South Florida Regional . Planning
Council, the South Florida Water Management District, and Miami -Dade County,
will not be completed until late 2005, is intended to provide data essential to any
consideration of moving the UDB or amending the CDMP, and should not be
preempted; and,
WHEREAS, Miami -Dade County is legally obligated to participate with

WHEREAS, the Mayor and City Commission call upon Miami -Dade

CITY COMMISSION OF THE CITY OF SOUTH MIAlMI, FLORIDA.;
Section 1. The above - referenced whereas clauses are incorporated by
reference into this resolution.
Section 2. The City of South Miami hereby advises the Board of County
Commissioners in and for Miami -Dade County that the city opposes any change to
the Urban Development Boundary at this time, and urges Miami -Dade County to
do the same, for the reasons outlined above.
Section 3. The City of South Miami hereby advises Miami -Dade County
and its Board of County Conunissioners that it supports county policy that
encourages infill development and adherence to the CDMP as currently adopted,
including the adopted 2003 EAR, currently being drafted into code.
Section 4. The City Clerk shall provide executed copies of this
