SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF SOUTH MIAMI, FLORIDA RELATING TO THE ISSUANCE OF A
CERTIFICATE OF APPROPRIATENESS PURSUANT TO SECTION 20- 5.19(E)(3) OF

APPLICANT'S REQUEST
The applicant, :Danilo Coloma, is requesting approval of a certificate of appropriateness which
will allow for the replacement of front fagade windows and doors on a designated historic site at
5712 Sunset Drive (Crossroads Building 5700 Sunset). The recommendation of the Historic
Preservation Board will be transmitted to the City Commission for final approval.
PROPOSED RENOVATION
The applicant is proposing to replace the existing fagade on a vacant store at the first floor level
of the Crossroads Building. The proposed replacement will create a new fagade which will be
flush with the front building line. It will also match the facade building line on the two abutting
store fronts. The renovation will allow the applicant to add new square footage to the existing
store.
HISTORIC BOARD ACTION
The Historic Preservation Board reviewed the applicant's proposed sign at its March 31, 2008
meeting. The Historic Preservation Board agreed with staff that the proposed renovation would
provide a more consistent building frontage line. The Board then adopted a motion by a vote of 7
ayes 0 nays recommending .approval of the requested Certificate of Appropriateness with the
condition that the metal elements of the storefront should consist of black anodized aluminum
mullions to match adjacent storefronts.
RECOMMENDATION
It is recommended that the City Commission approve the "Certificate of Appropriateness" with
the condition recommended by the Historic Preservation Board.

11 WHEREAS The applicant, Danilo Coloma, has submitted Historic Preservation Board
12 Application No. HPB -08 -016 requesting approval of a certificate of appropriateness which will allow

16 WHEREAS, pursuant to Section 20- 5.19(E) of the Land Development Code, a "Certificate of
17 Appropriateness ", is required for applications affecting the exterior (renovation, repair, painting, signage,
18 demolition or landscaping) of properties designated historic; and

20 WHEREAS, Section 20- 5.19(E)(3) of the South Miami Land Development Code requires the
21 City Commission to conduct a public hearing on certificates of appropriateness and to approve, deny,
22 approve in modified form, or defer a subject application; and

24 WHEREAS, the Historic Preservation Board at its March 31, 2008 meeting adopted a motion
25 by a vote of 7 ayes 0 nays recommending approval of the requested Certificate of Appropriateness with
26 the condition that the metal elements of the storefront should consist of black anodized aluminum
27 mullions to match adjacent storefronts; and
29 WHEREAS, the Mayor and City Commission of the City of South Miami desire to accept the
30 recommendation of the Historic Preservation Board.

38 on the applicant's plans marked `Exhibit "A" attached to this resolution subject to the following

DESIGNATION REPORT
Desian Review Guidelines- Crossroads Building
The Historic Preservation Board shall adopt and may, from time to time, amend the standards by which
applications for a Certificate of Appropriateness may be evaluated. In adopting these guidelines, it shall
be the intent of the Board to promote maintenance, restoration, adaptive uses appropriate to the
property, and compatible contemporary designs that are harmonious with the exterior architectural and
landscape features of neighboring buildings, sites, and streetscapes. In order to assist in the review process
for the Crossroads Building at 5700 Sunset Drive, the following design guidelines should be consulted.
General
The Secretary of the Interior's Standards for Historic Preservation Projects
With Guidelines for Applying the Standards (1979) as may be amended.
Specific:
• Two articulated stories ( the building contains a mezzanine raising its height
• Corner Tower with Signage
• Angular, cantilevered corner canopy
• Storefronts, first story
• Narrow, projecting stucco band encompassing a series of windows with rectangular "fin"
solar panels

RECOMMENDATION
The "storefronts, first story" are listed as specific design element which is important to the historic
appearance of the building. The appli6ation's renovation would provide a more consistent building
frontage line. The applicant demonstrates the appearance of the replacement windows and doors on p.2
(A -1) of the submitted plans. The replacements appear to be consistent with existing glass windows and
doors seen on abutting stores fronts. It is recommended that the application be approved.
