SOUTH MIAMI, FLORIDA RELATING TO THE ISSUANCE OF A CERTIFICATE OF

EFFECTIVE DATE.
APPLICANT'S PROPOSAL
The applicant, Maria Barcena (Maria -Maria Skin /Body) is requesting a Certificate of
Appropriateness for the installation of a hanging sign on a designated historic site at 5851 Sunset
Drive (Shelley Building 5837 Sunset Dr.). The applicant is proposing to place a hanging sign in
the arcade at the first floor level. The sign will indicate the location of Maria -Maria Skin &
Body, a new business occupying the entire second floor of the building. Attached is a drawing of
the hanging sign and two location photographs. The sign area is 30" x 14" which is below the
maximum permitted size (3 sq.ft.)of a hanging sign.
HISTORIC BOARD ACTION
The Historic Preservation Board reviewed the applicant's proposed sign at its March 31, 2008
meeting. It is the policy of the Planning Department and the Historic Preservation Board that
should only be used to "identify" a business and its location and that phone numbers and
advertisement slogans should not be permitted. At the Board's request, the applicant agreed to
remove the phone number and advertisement slogan from the lower part of the sign. The Board
then adopted a motion by a vote of 7 ayes 0 nays recommending approval of the requested
Certificate of Appropriateness.
RECOMMENDATION
It is recommended that the City Commission approve the "Certificate of Appropriateness" with a
modification as follows: removal of telephone number and the bottom two lines, as recommended
by the Historic Preservation Board.

11 Preservation Board Application No. HPB -08 -014 requesting a Certificate of Appropriateness approving
12 the installation of a hanging sign in the first floor arcade on a designated historic site at 5851 Sunset

15 WHEREAS, pursuant to Section 20- 5 -19(E) (3) of the Land Development Code, a "Certificate
16 of Appropriateness" is required for applications affecting the exterior (renovation, repair, painting,
17 demolition or landscaping); and

19 WHEREAS, Section 20- 5.19(E)(3) of the South Miami Land Development Code requires the
20 City Commission to conduct a public hearing on certificates of appropriateness and to approve, deny,
21 approve in modified form, or defer a subject application; and

23 WHEREAS, the Historic Preservation Board at its March 31, 2008 meeting adopted a motion by
24 a vote of 7 ayes 0 nays recommending approval of the requested Certificate of Appropriateness; with a
25 condition as follows: removal of telephone number and the bottom two lines; and
26 WHEREAS, the Mayor and City Commission of the City of South Miami desire to accept the
27 recommendation of the Historic Preservation Board.

APPLICANT'S REQUEST

the Historic Preservation Board will be transmitted to the City Commission for final approval.
PROPOSED SIGNAGE
The applicant is proposing to place a hanging sign in the arcade at the first floor level. The sign will
indicate the location of Maria -Maria Skin & Body, a new business occupying the entire second floor of
the building. Attached is a drawing of the hanging sign and two location photographs. The sign area is
30" x 14" which is below the maximum permitted size of a hanging sign. The LDC regulation governing
hanging signs reads as follows:
LDC Regulations (Sec.20- 4.3(5) )
One (1) HANGING SIGN per establishment, not to exceed three (3) square feet in area each. Signs shall be uniform in
size and design within a single property, but may vary in lettering style and color, provided that they are compatible
and coordinated with other signs for individual establishments in the same development. Indirect illumination is
permitted.
RECOMMENDATION
It is the policy of the Planning Department that business signage should only. be used to "identify" a
business and its location, therefore it is recommended that the sign be approved with a modification as
follows: removal of telephone number and the bottom two lines.

Action: Mr. Youkilis advised that the applicant is proposing to place a hanging sign in the arcade at the
first floor level of the Shelley Building, an historic site. The sign will indicate the location of Maria -
Maria Skin & Body, a new business occupying the entire second floor of the building. The sign area is
30" x 14" which is below the maximum permitted size of a hanging sign of the LDC. It is the policy of
the Planning Department that business signage should only be used to "identify" a business and its
location, therefore staff recommended approval of the sign with the condition that the telephone number
be removed as well as the two bottom lines reading "Walk -Ins Welcomed" and "Where Quality and
Services are Priceless."
Mr. Kurtzman questioned the exact location of the proposed sign and its relation to the existing "Lucky
Paw" sign. The applicant replied that that the sign "Maria- Maria" will replace the
"Lucky Paw" sign. Ms. Shelley requested to see a copy of proposed sign colors and the applicant
provided the Board with a business card illustrating the desired colors.
Motion: Mr. Kurtzman moved and Mr. Ruiz seconded to approve the requested signage installation with
the condition that the telephone number be removed as well as the two bottom lines reading "Walk -Ins
Welcomed" and "Where Quality and Services are Priceless."
