PROVIDING AN EFFECTIVE DATE.
Request:
The historic designation of a commercial building at 5700 Sunset Drive is part of a series of downtown
buildings recommended for designation by the Historic Preservation Board. The building at 5700 Sunset
Drive was constructed in and is historically known as the Crossroads Building. The attached Designation
Report contains a detailed history of the building and includes photographs. The attached report (p.4)
describes the following architectural significance of the building:
"The Crossroads Building is one of the most discernible landmarks in South Miami, not only because of its
location at the junction of two major arterial streets, but because of its innovative Modern architectural
expression. M. Tony Sherman and Associates designed the building in 1955, creating a memorable
monument to the future. With its cantilevered angular corner canopy, series of horizontal "fin" solar panel
windows, and its prominent tower, the building is iconic for the City of South Miami."
The City's preservation consultant concluded that the building is eligible For historic designation (p.6). In
addition, the property owner has submitted a letter supporting the designation.
Designation Actions:
The Historic Preservation Board at its September 24, 2007 meeting reviewed the Designation Report,
conducted a public hearing, and adopted a motion by a vote of 7 ayes 0 nay recommending that the
historic designation be approved. The Planning Board at its October 10, 2007 meeting, after a public
hearing, adopted a motion by a vote of 6 ayes 0 nay recommending that the historic designation be
approved.
Recommendation:
It is recommended that the historic designation and the placement of an "HP -OV" district over the
existing zoning district for the building at 5700 Sunset Drive be approved.

WHEREAS, Application No. PB -07 -027 was submitted to the Planning Department by the
Historic Preservation Board , said application requesting to amend the official zoning map of the City of
South Miami by overlaying an "HP -OV" Historic Preservation Overlay zoning district for property
identified as 5700 Sunset Drive and legally described as Lots 1 and 2 Less North 30 feet of Lot 2 and East
17 feet of Lot 3, less the North 30 feet, and Lot 82 and North one -half of Lot 81, less east 10 feet (Lot size
irregular) W. A, Larkins Subdivision, as recorded in Plat Book 3, page 198 of the Public records of
Miami -Dade County; and
WHEREAS, the Historic Preservation Board at its September 24, 2007 meeting reviewed the
Designation Report for 5700 Sunset Drive and recommended that the proposed site be designated historic;
and
WHEREAS, the proposed historic designation and rezoning is consistent with the goals and
policies and the future Land Use Map of the City of South Miami Comprehensive Plan; and
WHEREAS, on October 10, 2007 after public hearing regarding the application of the HP -OV
zoning to 5700 Sunset Drive, the Planning Board recommended approval by a vote of 6 ayes and 0 nay;
and
WHEREAS, the City Commission desires to accept the recommendations of the Historic
Preservation Board and the Planning Board and enact the aforesaid HP -OV zoning.
NOW, 'THEREFORE, BE IT ORDAINED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. That the City's Official Zoning Map shall be amended by placing the Historic
Preservation Overlay (HP -OV) zoning district over the existing underlying zoning use district for
property identified as 5700 Sunset Drive and legally described as Lots 1 and 2 Less North 30 feet of Lot
2 and East 17 feet of Lot 3, less the North 30 feet, and Lot 82 and North one -half of Lot 81, less east 10
feet (Lot size irregular) W. A, Larkins Subdivision, as recorded in Plat Book 3, page 198 of the Public
records of Miami -Dade County.
Section 2 . That the Designation Report for the building at 5700 Sunset .Drive as prepared by the
South Miami Planning Department is identified as Attachment "A" and is attached to and made part of
this ordinance.
Section 3 The Design Review Guidelines set forth in the Designation Report for the building at
5700 Sunset Drive and the provisions contained in the Land Development Code pertaining to review of

Section 4. If any section, clause, sentence, or phrase of this ordinance is for any reason held
invalid or unconstitutional by a court of competent jurisdiction, this holding shall not affect the validity of
the remaining portions of this ordinance.
Section 5 All ordinances or parts of ordinances in conflict with the provisions of this ordinance
are hereby repealed.
Section 6. This ordinance shall be effective immediately after the adoption hereof.

SUMMARY
The Historic Preservation Board at its September 24, 2007 meeting reviewed an historic designation
report for the commercial building located at 5700 Sunset Drive. Following a public hearing, the Board
adopted a motion recommending that this building be designated an historic site.
APPLICABLE REGULATIONS
The Land Development Code provides that an historic designation recommendation must be enacted as a
zone map change. The "HP -OV Historic Preservation Overlay zoning district is superimposed as an
overlay over the existing underlying use zone. The procedures in the LDC require the Planning Board to
hold a public hearing on all designations recommended by the Historic Preservation Board. (Section 20-
5.17(E).
HISTORIC PRESERVATION BOARD ACTION
Attached is the Designation Report for 5700 Sunset Drive which was approved by the Board at its
September 24, 2007 meeting by a vote of 7 ayes 0 nays. At the Board's staff distributed a letter from the
property owner indicating support for the designation.
5700 SUNSET DRIVE: SIGNIFICANCE
The historic designation of a commercial building at 5700 Sunset Drive was constructed in 1955 and is
historically known as the Crossroads Building. The report contains a detailed history of the building and

The Designation Report also provides the following detail (p.8) on the nationally known architect M.
Tony Sherman, who designed the building:
"Tony Sherman is included in the "pantheon" of Mid - Century architects, whose
buildings express a whimsical departure from the traditional, and whose use of materials
and special geometries have earned him a well - deserved reputation."
The City's preservation consultant concluded that the building is eligible for historic designation (p.6).
STAFF OBSERVATIONS
(1) The designation report and the procedures followed by the Historic Preservation Board are in
accordance with the current LDC regulations governing historic site designations.
(2) The designation of historic sites is compatible with several Future Land Use Element goals and
objectives contained in the City of South Miami Comprehensive Plan:
S Objective 1.2 Preserve_ historic resources by experiencing no demolition or reconfiguration
of specified resources ........."
(3) The alteration, renovation, remodeling, or landscape change affecting the exterior of a designated -
historic building will require special approval in the form of a "certificate of appropriateness" (COA).
This approval requires a review by the Historic Preservation Board and final approval by the City
Commission. The Designation Report contains a section entitled Design Review Guidelines (pp. 8 -9)
which establishes architectural guidelines for the review of future certificates of appropriateness.
(4) The proposed designation will not require changes to any of the dimensional standards or permitted
uses currently applicable to the area's underlining SR(HD -OV) Specialty Retail, Hometown District
Overlay ) zoning district.
RECOMMENDATION:
It is recommended that the historic designation and the placement of an "HP-OW district over the
existing zoning district for the building at 5700 Sunset Drive be approved.

Statement of Siqnificance
The Crossroads Building is one of the most discernible landmarks in South Miami,
not only because of its location at the junction of two major arterial streets, but
because of its innovative Modern architectural expression. M. Tony Sherman
and Associates designed the building in 1955, creating a memorable monument
to the future. With its cantilevered angular corner canopy, series of horizontal
"fin" solar panel windows, and its prominent tower, the building is iconic for the
City of South Miami. Modern architecture (generally after 1945) has witnessed a
series of regional variations (e.g. Miami - Modern [MiMo]; and the Sarasota School,
but also nationally with such monikers as "Googie" "Populuxe ", and "Doo -Wop ".
All of these "styles" reference a break with the historicist past, reflecting a passion
for the "space- age ", and the influence of tedhnology. Although the Crossroads
Building has been altered to some degree; its basic mass, articulation of bays,
and many of the most significant components of its original design remain. The
Crossroads Building is the one singular example of Modern architecture within
the City of South Miami.
Contextual History:
Early History
The Crossroads Building is located in the W.A. Larkins Subdivision, which was
platted in 1915 by Wilson A. Larkins, over a decade before the incorporation of
the City of South Miami in March 1926. Larkins started a dairy farm and raised
cattle in this once isolated part of Dade County. Larkins also owned the general
store, and in 1898 had established a post office in what became the "Town of
Larkins ".
By 1917 the population of the town had reached approximately 350. By July
1918 nine plats had been filed, four of them east of the railroad and five of them
to the west. Much of the land remained in agricultural use.
In March 1926, sixty -nine qualified voters within the proposed corporate limits met
to change the name of their town from Larkins to the City of South Mires .
that time the boundaries, which covered approximateiy six square miles, were:
Red Road on the east; Ludlum and Palmetto. Road on the west; Bird Road and

Miller Road on the north, and SW 104th Street and North Kendall Drive on the
south.
At that time, South Miami's immediate neighbor to the east was Coral Gables.
The first lots in Coral Gables were sold in 1921, and under the leadership of
George E. Merrick, continued to expand as more and more land could be
acquired. Eventually, even the Larkin's Homestead, located in the vicinity of the
current Cocoplum (Cartagena) Circle), was sold to Coral Gables, and the
development of South Miami moved west.
In 1933 the City's population increased to 1,500 residents, but the corporate limits
of the city were reduced to an area of approximately four square miles. In the
book "Florida: A Guide to the Southernmost State" produced by The Federal
Writer's Project under Roosevelt's New Deal and published in 1939, South Miami
was described in this way:
SOUTH MIAMI, 9 miles (1,160 population), originally named Larkins for an
early storekeeper, was given its present name the day after his death.
Several plants here pack tomatoes, truck crops, and citrus for shipment to
market. South of the town are abandoned limestone quarries filled with
clear water and used as swimming pools.
The evidence in the growth of the City of South Miami is reflected in its building
permits. In 1936 the city reported the value of new construction at $53,700. In
1948 the total reached $1,764,964 and during the first six months of 1949 the total
was $672, 885.
AFTER WORLD WAR II
The growth of the region following the war was akin to its meteoric growth during
the 1920s Real Estate Boom. During the war, Florida had become a massive
training ground for troops about to be sent overseas to battle, and when injured,
South Florida became the perfect location for recuperation. (The Miami - Biltmore
Hotel was the largest of the facilities in the area, having been converted into an
Army -Air Force Regional Hospital in 1942.)
On May 8, 1945, Edward R. Morrow broadcast live from Piccadilly Circus in
London, surrounded by an ecstatic throng celebrating Germany's surrender. The
long night was over. Yet, war in the Pacific with the Japanese still raged.
President Roosevelt had died less than four weeks earlier, and Harry S. Truman
took the helm. President Truman made the difficult decision to drop atomic
bombs on Hiroshima and Nagasaki Japan, which ended in Japun's surrender on
August 15, 1945. In this new world the United States would enter a period of
great prosperity, experience an unprecedented growth of suburbia, an
astounding building program for institutions of higher education, and the birth of
an entire generation, later to be nicknamed "Baby Boomers ".

Tens of thousands of GIs returned to the South Florida region to make it their
home. The GI Bill made it possible for them to attend school, and locally, the
University of Miami expanded exponentially to meet the demand. These soldiers
also needed housing, and the construction industry was booming.
Homeownership was made possible by the creation of the 1949 Federal Housing
Act, which authorized billions. of construction credits for developers and
liberalized home purchase terms with both the Federal Housing Authority and the
Veterans Administration. For example, the FHA lowered its mortgage rate to 5%
while the VA allowed a veteran to purchase a home with no down payment.
Many had a $60.00 a month mortgage payment, much cheaper than renting.
THE MID - CENTURY BOOM
With the nation's burgeoning economy, cities in America experienced a
resurgence of growth. Suburbs as well as cities grew, providing jobs and a
seemingly unlimited cash flow. South Miami was no different.
The corner of Red and Sunset Roads was the very heart of the city. While the
exact date of its adoption is unclear, the City of South Miami began to promote
itself as "The Crossroads —Where Town and Country Meet ",
In 1934, the corner opposite the Crossroads building became the location of the
Fuchs bakery. The bakery had purchased the 1926 Riviera Theater and adapted
it for its use as a commercial bakery. When Fuchs purchased the building there
was some opposition from residents, concerned about a commercial operation
in the center of the city.
Remarkably, in 1955 the area still contained single - family residences. The site
plan for the Crossroads Building indicates that there were three homes on their
construction site. They were described as: "a one -story rock house "; "a one story
CBS (concrete block and stucco) house "; and a "one -story Prairie house ".
A SHOPPING CENTER FOR SOUTH MIAMI
In 1955, with the Dadeland Mall yet to be built, the greatest shopping
opportunities still resided in Downtown Miami, and in Coral Gables, along a strip
on Coral Way, which would soon become known as "Miracle Mile." The Wiltex
Properties took their opportunity to create stores for South Miami, in what would
become the epicenter of the downtown's development.
Wiltex hired architect M. Tony Sherman, an accomplished and well -known
architect. to design a "state -of- the -art" shopping complex. The building would
have a series of shops on its two primary elevations, the east on Red Road, and
the north on Sunset Drive.

The two -story building included a mezzanine floor. The first floor was separated
into space for twelve shops; the largest at the northeast corner. The second floor
was divided into office spaces. The shops on the first floor had a mezzanine level
towards the back of the store, for the display of merchandise.
The building contained one elevator, but more importantly was air- conditioned.
In 1955, air - conditioning was still considered a luxury, although more and more
homes began to be equipped with window units.
III. ARCHITECTURAL DISTINCTION
Sherman created a building unlike. any other. His architectural vocabulary
expressed a streamlined approach to design and the use of materials and
window configurations that were unique. Sherman's greatest opportunity for a
statement was at the junction of the two streets where he created a massive
tower that extended above the two stories. Originally the tower was faced with
vertical redwood planks. Baked enamel letters with neon shadow lettering
spelled out the name of the building, and the city's slogan: "Where Town and
Country Meet ". The sign also had a profusion of stars, edged in neon.
The corner was embellished with a very practical canopy. Instead of designing
a simple, projecting fixed awning, Sherman created an angular, cantilevered
cover that was also faced with the same redwood planks.
The Red Road side of the complex (the longest side) contained the central
entrance, with the name of the building spelled out on the first floor, and evenly
spaced, slender, vertical stainless steel shafts that rose above the edge of the
parapet. The uppermost floor of this and the Sunset Drive side featured a long
narrow, rectangular projecting frame for the windows, which were then
equipped with solar panels that added to the "modern" feel of the design.
Alterations
While there is usually some variation from the actual design drawings and the as-
built building, there are some alterations that can be documented. Over the
years, the storefronts on the ground floor have been altered to adapt to different
tenants. They include:

Clearly, some of the original details of Sherman's design have been lost ( or
never executed), but in our opinion the building still possesses sufficient integrity
to be considered for local historic designation.

Tony Sherman is included in the "pantheon" of Mid - Century architects, whose
buildings express a whimsical departure from the traditional, and whose use of
materials and special geometries have earned him a well - deserved reputation.

Eligibility for Designation
The proposed designation of the Crossroads Building at 5700 Sunset Drive, meets
the following criterion contained in the South Miami Land Development Code,
Section, 20.4.9 "Historic Preservation Standards:"
(a) Districts, sites, structures and objects of national, state and local
importance are of historic significance if they possess integrity of
location, design, setting, materials, workmanship, feeling and
association and:
(d) Embodies the distinctive characteristics of a type period, method
of construction or work of a master; or that possess high artistic
value, or that represent a distinguishable entity whose components
may lack individual distinction
Therefore, the Crossroads Building at 5700 Sunset Drive is recommended for local
historic designation.

Design Review Guidelines
In accordance with the procedures set forth in Section 20.5.19 of the City's Land
Development Code, any building permit for exterior alteration, renovation or
demolition of an existing structure which is designated historic, or is within a
designated historic district shall first require the issuance of a Certificate of
Appropriateness (COA.) The COA is issued after a review by the Historic
Preservation Board and City Commission.
The Historic Preservation Board shall adopt and may, from time to time, amend
the standards by which applications for a Certificate of Appropriateness may be
evaluated. In adopting these guidelines, it shall be the intent of the Board to
promote maintenance, restoration, adaptive uses appropriate to the property,
and compatible contemporary designs that are harmonious with the exterior
architectural and landscape features of neighboring buildings, sites, and
streetscapes.
In order to assist in the review process for the Crossroads Building at 5700 Sunset
Drive, the following design guidelines should be consulted.

designated as an historic site. At the Board's meeting staff distributed a letter from the
property owner indicating support for the designation. The commercial building is
historically known as the Crossroads Building. Staff's observations indicate that the
building is in accordance with the current Land Development Code regulations governing
historic site designations. It was recommended that the historic designation report for the
property located on 5700 Sunset Drive be approved.

HPB -07 -012: 5700 Sunset Drive
Mr. Youkilis advised that Ms. Uguccioni's research illustrated the building. was designed by
Tony Sherman & Associates. He had a reputation for designing unusual buildings during the
1940's and 1960's. He added that Ms. Uguccioni's report illustrates that the building has
historic characteristics making it eligible for a historic designation. Mr. Youkilis notified the
Board that staff received a letter from the owner Mr. Jepeway indicating his support for the
designation. Staff recommended approval for the historic designation.
Mr.Hochstim advised the building was Modern as opposed to Post Modern. Mr. Hochstim
questioned if staff's historic designation files of a property consist of original drawings /design.
For future reference it would be advantageous to place original designs in the file in the event a
modification would be made it will be ensured the historic preservation guidelines would be
followed. Mr. Youkilis responded that all the files are in microfilm and they are put in the file
for the record.
Ms. Dison commended the owner for his desire to keep the historic character of the building.

of Title is contingent upon a cessation of the conditions and/or criteria which originally
required the execution of the subject Unity of Title.

20 -5.17 Designation of historic sites.
(A) Report Required. Prior to the designation of an individual historic or archeological site,
an- investigation and formal designation report must be filed with the Historic Preservation
Board.
(B) Historic Preservation Board Recommendation. The Historic Preservation Board shall
make recommendations to the City Commission concerning all properties proposed as historic
sites, districts or archeological zones.
(C) Proposals and Preliminary Evaluation and Recommendation.
(1) Application for designation of individual properties and districts may be made to the
Planning Department by any member of the Historic Preservation Board, the
Environmental Review and Preservation Board, the City Commission, the City
administration or the property owner(s) of the subject property for designation.

(2) The Historic Preservation Board shall conduct a preliminary evaluation of available
data for conformance with the criteria set forth herein and may direct the preparation !
of a formal designation report by one of the members of the board. The Historic
Preservation Board may then meet as a body and develop recommendations to
transmit to the City Commission regarding designations.
(D) Historic Preservation Board Findings.
(1) If the board finds that the proposed designation meets the intent and criteria set forth
in this Code, it shall transmit such recommendation to the Planning Board and City
Commission with the designation report and any additions or modifications deemed
appropriate.
(2) If the board finds that the proposed designation does not meet the intent and criteria
in this Code, no further action shall be required, except that the board's action may be
appealed in accordance with the provisions of this Code.
(E) Planning Board Review.
(1) Following a favorable recommendation by the Historic Preservation Board, a proposed
designation shall be implemented by the adoption of an "HP -OV" Historic Preservation
Overlay zone for the property set forth in the historic designation report.
(2) The Planning Board shall determine if the designation is compatible with the goals
and policies of the Comprehensive Plan, and if the proposed historic site and/or district
regulations would change any existing zoning district regulations such as, for example,
permitted use, height, floor area ratio, yard setbacks or off - street parking. The review

shall be pursuant to the provisions set forth in Section 20 -5.5, Applications requiring
public hearings. The recommendation of the Planning Board on the proposed desig-
nation shall be transmitted to the City Commission.
(F) City Commission Public Hearing.
(1) Public Hearing Requirement. The City Commission shall hold a public hearing,
pursuant to the provisions set forth in Section 20- 5.5(G) and notice requirements of
subsection (2) and as required by the provisions of the City Charter, on each proposed
designation within sixty (60) calendar days of the recommendation by the Historic
Preservation Board and/or the filing of the completed designation report.
(2) Notice Requirement. At least ten (10) calendar days prior to the public hearing for each
proposed designation of an individual site, district or zone, the Planning Director shall
mail a copy of the designation report to the owner at the address listed on the most
recent tax rolls as notification of the intent of the City Commission to consider
designation of the property.
(3) Objections. Upon notification, any owner of a property proposed for individual
designation who wishes to object shall submit to the City Clerk's Office a notarized
statement certifying the objection to the designation.
