Request: Authorizing the City Manager to execute an agreement with Miami -Dade
County's Safe Neighborhood Parks
Reason/Need: The City of South Miami has been awarded a grant in the amount of
$100,000.00 from Miami -Dade County's Safe Neighborhood Parks. There
is a required match in the amount of $100,000.00, which has been
identified by Resolution No. 202 -07 -12587 utilizing account number 001-
2100- 519 -9920. The attached resolution will allow for the City Manager to
execute the agreement with Miami -Dade County's Safe Neighborhood
Parks Bond Program towards the purchase of the Dison Property.
Cost: $100,000.00 from the FY 2006 -2007 Contingency Carry-over
Funding Source: Miami -Dade County's Safe Neighborhood Parks Bond Program

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH
MIAMI, FLORIDA, AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT

BEEN IDENTIFIED BY RESOLUTION NUMBER 202 -07 -12587 UTILIZING ACCOUNT
NUMBER 001 - 2100 - 519 -9920 TOWARDS THE ACQUISITION OF THE DISON PROPERTY;
AND PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the Mayor and City Commission wish to accept the grant from Miami -Dade County's
Safe Neighborhood Parks (SNP) for the Acquisition of the Dison Property;
WHEREAS, the Mayor and City Commission agree to match funding in the amount from
$100,000.00 from the prior year's contingency reserve with account number 001 - 2100 - 519 -9920 under
Resolution No. 202 -07- 12587.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR. AND CITY COMMISSION OF THE
CITY OF SOUTH MIAMI, FLORIDA THAT:
Section 1: The City Commission authorizes the City Manager to execute an agreement with
Miami -Dade County's Safe Neighborhood Parks (SNP) towards the Acquisition of the Dison Property.
Section 2: The City Commission authorizes the City Manager to match funding in the amount of
and not to exceed $100,000.00 from the 2006 -07's Contingency Carry-over with account number 001-
2100- 519 -9920, in accordance with Resolution No. 202 -07- 12587.
Section 3: The attached exhibits are incorporated by reference into this resolution.

A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MIAMI, FLORIDA, RELATING TO
APPROVING THE LEASE - PURCHASE AGREEMENT WITH
THE TRUST FOR PUBLIC LAND TO PURCHASE THE
PROPERTY KNOWN AS THE . DISON PROPERTY;
AUTHORIZING THE EXPENDITURE OF $750,000.00. TO BE
EXPENDED AS FOLLOWS: $200,000.00 CARRYOVER FROM
PRIOR YEAR CONTINGENCY, $350,000.00 FROM CURRENT
YEAR CONTINGENCY AND $200,000.00 FROM FRDAP
MATCHING GRANT; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Mayor and City Commission of the City of South Miami
and the residents of the City have always found that parks are a top priority; and,
WHEREAS, the Dison property provides the City the opportunity to
increase the City's park land and residential access to park land and programming;
and,
WHEREAS, the Dison property is one of the remaining forest hammocks in
the City; and,
WHEREAS, the Mayor and City Commission desire to enter into the lease
purchase agreement with the Trust for Public Land to Purchase the Dison
Property.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA;
Section 1. The City of South Miami hereby approves the lease - purchase
agreement with the Trust for Public Land to purchase the property at known as -the
Dison Property, in the substantial form as attached hereto as exhibit 1, which
exhibit is incorporated by reference into this resolution. The legal description for
the Dison property is contained within exhibit 1.
Section 2. The City hereby authorizes the expenditure of $750,000 for
the initial lease payment.

Section 3. The property appraisal exceeds the purchase price and is
attached as Exhibit A.
This resolution shall take effect immediately upon approval.

D. Brief Grant Description: The Dison Property, located at 8021 SW 58' Avenue, is in the
City of South Miami within a quite residential neighborhood. The property is a vacant
parcel of land with some natural native vegetation and some established trees. In addition,
there is a large tract of uneven cleared land In the center of the property. No natural bodies
of water are on the premises. At present time, residents and visitors are prevented from
entering or recreating on the site Transportation is accessible directly from 581" Avenue.
There are no known historical nor archeological resources associated with the property.
Any existing wildlife residing there would be the same as what is commonly available in
South Florida neighborhoods, such as birds, butterflies, squirrels, possums, etc.

the City -wide budget. In addition, the department will continue to explore
alternate funding sources, which will include public and private grants.

The City of South Miami will assume the costs, through the Parks and Recreation and
