Traffic Calming along SW 76th Street (from SW 62nd Ave. to SW 59th Ave.)

Residents have ,expressed their concern for traffic intrusion and speeding along SW 76th Street
from SW 62nd Avenue to SW 59th Avenue and have requested that traffic calming measures be
implemented along this roadway corridor. In addition, a request for sidewalk installation was
also specified as part of this request along this same corridor.
Therefore, in order to address the complaints and concerns (see attached email) from residents,
it will be necessary to implement traffic calming improvements for the above referenced
roadway corridor. The traffic calming improvements may consist of installing a landscaped
median island (Gate -way treatment) and /or texturized pavement. Staff is presently working on a
conceptual layout plan where these devices could potentially be installed. However in order to
implement the traffic calming improvements, the City will need to retain the services of a
consultant to assist the City in performing the following as a minimum:
1. Conduct a public workshop to obtain public input to develop a proposed traffic calming
plan.
2. Conduct a traffic study and prepare a traffic calming plan.
3. Conduct a second public workshop to present a proposed traffic calming plan for public
acceptance.
4. Submit the proposed traffic calming plan to Miami Dade County.Public Works (MDC) for
review and approval.
5. Secure the City Commission's approval for adoption of the proposed traffic calming
improvement plan.
6. Prepare construction drawings and a construction cost estimate.
7. Submit construction drawings to MDC for review and approval.
8. Solicit bids for construction to commence project.
Please note that in reviewing prior traffic studies for this area it appears that the City conducted
a traffic study in 2003 titled "Downtown Engineering Traffic Study" by Kimley -Horn and
Associates (KHA), which recommended a traffic calming plan (see attached plan) for the area
bounded by SW 74th Street on the north, Red Road on the east, SW 80th Street on the South,
SW 62nd Avenue on west and a small portion bordering U.S. 1 just Southwest. However, it may
be necessary to have a consultant revise the traffic study prepared by KHA, since the traffic
data may be outdated and will no longer meet the requirements of Miami Dade County Public
Works. The proposed traffic calming devices for SW 76th Street as presented in the traffic study
prepared by KHA are similar to those as proposed by staff.
At this time, in order to move forward with implementing the plan, it is recommended that the
City retain the services of the consultant to conduct a public workshop with residents and
update the 2003 traffic study as necessary and then proceed with the process as outlined
above.
As for the sidewalk request, it could be installed as part of the traffic calming plan along the
north side of SW 76th Street along the roadway corridor

Jose - just wanted to touch base with you and see where you were in the process and pass some information on
to you.
I have been approached by the residents and I have asked them to please address their concerns directly to you
and the Mayor and City Commissioners because there are not enough hours in the day for me and I want the City
to know that everyone in the neighborhood is concerned and we need to have something done to ease the traffic
in our neighborhood. I hope you have received communications from the other residents. However, I wanted to
pass on some of the comments I received concerning the possible median proposal. The neighbors expressed
concern because they feel the existing median on 59th Avenue is dangerous. One of them walks through
there and says that is the most dangerous part of her walk and another drives through there and has to stop for
pedestrians. I have looked at this median again and I notice the problem with this particular median is that the
right of way on either side is landscaped and there is nowhere for a pedestrian to go to get off of the road when a
car comes by and there are no sidewalks.
I have had quite a few neighbors express that they felt a neighborhood meeting (a charette ?) with the City would
be beneficial and I have been told that one of the residents has called and left you a message concerning this. I
think it would help because you could explain to the residents all the ins and outs -- it would come from an official
of the City of South Miami, not just me.
FYI, last night around 8 p.m. there were 3 of us walking 3 dogs and coming from the American Legion crossing
59th Court when a mini van came south on 59th Court from SW 76th Street towards 78th Street at a minimum
speed of 45 miles an hour. It was frightening. We were close to the corner at 78th Street and we waved our
arms to slow down the vehicle down, The driver stopped and got out of the car -- also frightening, and then said
he was sorry, but he was delivering. So apparently, we are also having delivery drivers from the restaurants
ripping through the neighborhood. Please do whatever you can to speed up posting the new 25 mph speed limit
signs in our area -- then at least we can call on the police department for enforcement.

As a neighbor of Ms. Frow's, I too ask that consideration be given to this
matter. Perhaps traffic calming measures /implements on the end of the
streets at 76th street between 62 Ave and 59 Ave. Too often this area is
used as a cut through and traffic is truly speeding down our residential streets.

I have been a resident of the City of South Miami since 1987 at 7701 SW 60 Ave, S. Miami, Fl 33143. 1 love the
City and I love the development of the downtown area. HOWEVER, it has created a serious traffic problem in my
neighborhood and puts pedestrians at risk. The amount of traffic has significantly increased and the cars most
often are traveling too fast (if not downright speeding) especially when there are pedestrians walking on the edge
of the road (due to lack of sidewalks) or children playing in the neighborhood. Simply walking the dogs has
become risky business. We have changed our dog walking route several times in an effort to avoid traffic, but the
problem seems to be everywhere. We need sidewalks on main streets, particularly SW 76th Street between SW
62nd Avenue and SW 59th Avenue, and traffic calming devices in the residential area south of downtown South
Miami bordering SW 57th and SW 62nd Ave and SW 80th Street.
I would like to know what I can do, as a citizen, to move this matter forward.
