APPLICANT'S REQUEST: The applicant is requesting a Certificate of Appropriateness (COA) for the installation of two wall signs on a designated historic site at 5900 Sunset Drive (Amster Properties - Dorn Buildings). The historic designation consists of three buildings; the subject COA request is for one of the buildings. STAFF ANALYSIS & HISTORY: The subject property, Dorn Brothers Buildings was awarded a historic plaque in 2008 by the City of South Miami, which plaque was placed facing SW 59 Avenue. In addition, the City Commission adopted Resolution No. 170 -08 -12767 on October 7, 2008, a Certificate of Appropriateness for two proposed wall signs to be installed at the subject property. At this time, the applicant is requesting consideration for another Certificate of Appropriateness in lieu of the previous approval by the City Commission, Resolution No. 170 -08- 12767. The existing historic designated two -story building is being occupied by the tenant Alfredo Agon, applicant in a corner bay on the first floor, facing SW 72 Street (Sunset Drive) and SW 59 Avenue, located within the Specialty Retail Hometown District Overlay (SR: HD -OV) Zoning District. The attached photographs illustrate the existing building fagades and the applicant's intent. PROPOSED SIGNAGE: The applicant is proposing to install two flat signs, each sign at a different wall on the building's fagade. One of the signs will be placed on the north wall, facing Sunset Drive. The sign will contain the name and logo for the business (Mile High Karate). The sign area at 24 in. by 154 in. is 25.6 sq. ft., not exceeding the maximum permitted square footage of a flat sign; 20% of the existing 220 sq. ft. fagade or a maximum of 44 sq. ft. The second sign will be placed on the east wall of the building, facing SW 59 Avenue. Consistent with the first sign, in other words, both signs are the same in size, material,, style, and color. Sign characteristics for both signs include PVC lettering, non- illuminated and red in color, as illustrated' on the plans by Sign -A -Rama. Pursuant to Section 20- 4.3(I)(5) All Other Zoning Districts, of the Land Development Code, the newly proposed flat signs comply with the guidelines. HISTORIC PRESERVATION BOARD ACTION: The Historic Preservation Board reviewed the applicant's proposed signage at its October 26, 2009 meeting. The Historic Preservation Board's main concern was the overall size of each of the signs and suggested options in order to reduce the newly proposed signs. The Board then adopted a motion by a vote of 4 ayes 1 nay recommending approval of the requested Certificate of Appropriateness with the following condition: 1. Reduce the overall length of each sign to one hundred and thirty inches (130 ") in length and reduce the height proportionately. RECOMMENDATION: It is recommended that the City Commission approve the "Certificate of Appropriateness" to allow for the proposed signage on a designated historic site at 5900 Sunset Drive (Amster Properties -Dorn Buildings) as shown on the applicant's plans marked Exhibit "A" attached to this resolution and subject to the conditions recommended by the Historic Preservation Board. If the request is approved by the City Commission, the newly proposed signs shall replace the approved application from 2008 for Signage installation, Resolution No. 170 - 08- 12767,.Certificate of Appropriateness. The recommendation of the Historic Preservation Board will be transmitted to the City Commission for final approval. On April 20, 2009, the applicant and tenant of the subject property, Alfredo Agon, filed a Historic Preservation Board (HPB) Application with the Planning' and Zoning Department at the City of South Miami. The signage company, by the name of All State Signs submitted sign detail plans.for review and approval from.the HPB. On April 27, 2009, the HPB deferred the application due to the applicant, not being present at the meeting. Two flat signs, at the north and east fagade, were being proposed at 18 inches in height by 96 inches in length, which _totals 12 square feet in area each, not exceeding the maximum permitted square footage of a flat sign; 20% of the existing 220 square feet fagade or a maximum of 44 square feet. On July 22, 2009, Alfredo Agon, replaced the request previously submitted on April 20, 2009, with a new request for one flat sign at the north wall facing SW 72 Street (Sunset Drive), plans prepared by All State Signs. On August 31, 2009, the HPB deferred the application due to the applicant not being present at the meeting. That sign would have contained the name and logo for the business (Mile High - Karate), with a sign area of 24 inches in height by 154 inches in length, which totals 25.66 square feet. The north sign will be facing SW 72 Street (Sunset Drive) and the east will be facing South Dixie Highway. The signage plans prepared by Sign -A -Rama are attached for review and approval from the HPB. The recommendation of the Historic Preservation Board will be transmitted to the City Commission for final approval. Upon the final approval of the Certificate of Appropriateness from the City Commission the applicant will proceed and submit plans to be processed for building construction permit with the Building Department at the City of South Miami. Pursuant to Section 20- 4.3(1)(5) All, Other Zoning Districts, of the Land Development Code, the following are the regulations for flat signs: FLAT SIGNS with a total aggregate sign area, not to exceed twenty (20) percent of the area of any building face; for the purposes of sign regulation, there shall be considered to be only four (4)- facades to any building; no single sign shall exceed two hundred (200) square feet in area. Direct illumination is permitted. The recommendation of the Historic Preservation Board will be transmitted to the City Commission for final approval. Ms. Cabrera - Hernandez stated that the subject property, Dorn Brother's Buildings was awarded a historic plaque in 2008 by the City of South Miami, which plaque was placed facing SW 59 Avenue. In addition, the City Commission adopted Resolution No. 170 -08- 12767 on October 7, 2008, for a Certificate of Appropriateness for two proposed wall signs to be installed at the subject property. At this time, the applicant is requesting consideration for another Certificate of Appropriateness in lieu of the previous approval by the City Commission, Resolution No. 170 -08- 12767. Ms. Cabrera - Hernandez continued to say that on April 20, 2009, the applicant and tenant of the subject property, Alfredo Agon, filed a Historic Preservation Board (HPB) Application with the Planning and Zoning Department at the City of South Miami. The signage company, All State Signs, submitted sign detail plans for review and approval from.the HPB. On April 27, 2009, the HPB deferred the application due to the applicant not being present at the meeting. Two flat signs, one each at the north and east fagade, were being proposed at 18 inches in height by 96 inches in length, which totals 12 square feet in area each, not exceeding the maximum permitted square footage of a flat sign; 20 % of the existing 220 square feet fagade or a maximum of 44 square feet. Ms. Cabrera - Hernandez stated that on July 22, 2009, Alfredo Agon, replaced the request previously submitted on April 20, 2009, with a new request for one flat sign at the north wall facing SW 72 Street (Sunset Drive), plans prepared by All State Signs. On August 31, 2009, the HPB deferred the application due to the applicant not being present at the meeting. That sign would have contained the name and logo for the business (Mile High - Karate), with a sign area of 24 inches in height by 154 inches in length, which totals 25.66 square feet. Ms. Cabrera - Hernandez stated that on October 12, 2009, Alfredo Agon, again replaced the request previously submitted on July 22, with a new request for two flat signs one each at the north and east fagade. The north sign will be facing SW 72 Street (Sunset Drive) and the east sign will be facing SW 59 Ave. The recommendation of the Historic Preservation Board will be transmitted to the City Commission for final approval. Upon the final approval of the Certificate of Appropriateness from the City Commission the applicant will proceed and submit plans to be processed for building construction permit with the Building Department at the City of South Miami. The existing historic designated two -story building is being occupied by the tenant Alfredo Agon, applicant in a corner bay on the first floor, facing SW 72 Street (Sunset Drive) and SW 59 Avenue, located within the Specialty Retail. Hometown District Overlay (SR: HD= OV) Zoning District. -2- Ms. Cabrera - Hernandez said that the applicant is proposing to install two flat signs, each sign at a different wall on the buildings fagade. One of the signs will be placed on the north wall, facing Sunset Drive. The sign will contain the name and logo for the business (Mile High - Karate). The sign area at 24 in. by 154 in. is 25.6 sq. ft., not exceeding the maximum permitted square footage of a flat sign; 20% of the existing 220 sq. ft. fagade or a maximum of 44 sq. ft. The second sign will be placed on the east wall of the building, facing SW 59 Avenue. Consistent with the first sign, both signs are the same in size, material, style, and color. Sign characteristics for both signs include PVC lettering, non - illuminated and red in color, as illustrated on the plans submitted by Sign -A -Rama; Pursuant to Section 20- 4.3(I)(5) All Other Zoning Districts, of the Land Development Code, the following are the regulations for flat signs: FLAT SIGNS with a total aggregate sign area, not to exceed twenty (20) percent of the area of any building face; for the purposes of sign regulation, there shall be considered to be only four (4) facades to any building; no single sign shall exceed two hundred (200) square feet in area. Mr. Hochstim stated that he felt that the color of the logo should be blue not red. Mr. Hochstim did have a question about the height of the lettering and preferred to have the lettering made smaller. Mr. Castilla stated that he too felt that the size of the sign should be reduced. He suggested that the color red be switched to a dark blue to blend with the building. Mr. Castilla inquired about the name of the business Perfect Balance Martial Art. -3- Mr. Alfredo Agon, the applicant, stated that this is the same company but he is co- branding. He spoke about the red color lettering and stated that the color is part of the co- branding logo. It defines the franchises that he owns. He showed the logo on a jacket which is different than the red color. Mr. Castilla stated that the lettering should be made smaller on both sides of the building and the color should be changed. Mr. Hochstim stated that the letters definitely needs to be made smaller so that it does not overbear the building. Ms. Shelley asked how the sign will be mounted to the building. She stated that anything you do on a Historic Building must be reversible. She inquired as to what type of material will be used, and had a concern that if silicone would be used how much damage would occur on the building. Ms. Shelley also wanted to know how many holes would be placed on the building due 'to the mounting to the sign. Mr. Castilla stated that silicone had been used on his building for signage and that it can be cleaned up after a sign is taken down. Mr. Castilla directed the question to the other Board members; as to what would be the correct size of a sign on this building. Mr. Hochstim interjected and asked what was the rationale of not using the logo that was being used on the jackets. Mr. Agon stated that corporate sent him one logo for the store front and another logo for the jackets. Ms. Shelley stated that the signage details are not dictated by corporate offices, but by Historic Boards. There is presence through this board as to what type of sign and color regulations would be set forth. Mr. Hochstim stated that the sign should be made smaller to 130 inches in length. Motion: Mr. Hochstim made a motion to approve the signage as far as colors and the design with the exception that the over all length of the sign should be reduced to 130 inches on the horizontal edge of the sign and the height reduced proportionally. HISTORIC DESIGNATIONS / PUBLIC HEARINGS: 5875 Sunset Drive (commercial two story building, 1926) 7211 -7221 SW 58 Ave. (Bougainvillea Tavern/Hanging Basket) Consider initiating historic designation process. Ms. Clyatt read into the record. Discussion: Mr. Vageline stated that this is a commercial building built in 1926 and if the Board wishes it can consider initiating Historic designation. This is a building adjacent to an existing designated building on Sunset Drive. Ms. Clyatt asked if this is the last one to be designated in the area. Mr. Vageline stated yes. Motion: Ms. Shelley made a motion to ask for the process to historically. designate the building located at 5875 Sunset Drive to commence. Seconded by Mr. Castilla Vote: 5 ayes, 0 nayes Motion passed as presented. Mr. Vageline stated that the next property located at 7211 -7221 SW 58 Ave. (Bougainvillea Tavern/Hanging Basket) would be considered in initiating a second look into a historic designation process. In the past, the property owner did not want to have this property designated historic. The property has been sold and there might be possibilities to have the new owners accept a historic designation. Ms. Clyatt stated that the designation would have been in 2006 but the owner of the property preferred not to have the site placed as historic. The two buildings were treated separately; the Hanging basket building and the Tavern. Mr. Castilla stated that the renter, owner of the Tavern was present. Speaker: Name Address Support /Oppose Nicolas Lecat 7221 SW 58 Avenue Supports Mr. Lecat stated that he is the tenant located in the tavern structure. He stated that he came to see what it would mean to have the property historical. Mr. Castilla inquired if both buildings are owned by one owner. Mr. Lecat stated that the property is owned by the Bacardi group and that both buildings are theirs. Mr. Vageline inquired on the address of the tavern which Mr. Lecat stated it was 7221 SW 58 Avenue. He went on to say that the other address is for the Hanging Basket's structure. Ms. Shelley asked about the Hanging Basket and why it would be considered Historic. Mr. Castilla answered and said that the building looked as though the building (Hanging Basket) was "newer" in structure than the Tavern. Ms. Clyatt stated that the last review of the property researched each building separately. Mr. Castilla asked Mr. Lecat what types of materials were used in the Tavern building. The building and the bar were made of Florida Pine. Mr. Lecat stated that there have not been any additional structures. Mr. Castilla stated that there should be a new study made about the land and buildings on the land and see if it could be impartial. Ms. Shelley asked if the study should be done separately instead as a whole with both buildings on the property. Mr. Castilla asked how long the research would take. Mr. Vageline stated approximately two months. 5- Motion: Ms. Lahiff made a motion to proceed to re- evaluate the study and have a new study made on the property with the two buildings separate. Seconded by Mr. Castilla.. Vote: 5 ayes, 0 nayes. Motion passed as presented. VIII. NEW / OLD BUSINESS: Mr. Vageline stated that the house located at 6202 SW 56 Street was under the ownership of a mortgage company located in Texas. We have not met with the bank but the house is still secure. Silence from the owner. is not good. Ms. Clyatt wanted to know if it was the mortgage company that owned the house. Mr. Vageline stated the mortgage company does own the house and that they are located out of town. Ms. Clyatt wanted to know if a -letter was sent to them and was it sent certified. Mr. Vageline stated yes to both questions. Mr.Vageline stated that the second item under New /Old Business were the pictures of the Cambridge Lawns Historic Markers Project Dedication. These pictures and the video will be part of the State of the City Address and will be shown on the cable television station which the City utilizes. Ms. Clyatt asked to make sure that pictures would be given to The Villagers because they keep records. Call to order: Ms. Clyatt called the meeting to order at 7:30 p.m. 11. Roll Call: Roll call was performed. Board members present constituting a quorum: Ms Clyatt, Ms. Dison, Ms. Lahiff, Ms. Shelley, Mr. Kurtzman, and Mr. LaMonica Absent: Mr. Ruiz de Castilla and Mr. Hochstim City staff present: Ricardo Soto - Lopez, (Planning Director), Sanford A. Youkilis (Acting Planning Director), Lluvia Resendiz (Administrative Assistant). II[. Administration: The Board held a workshop to discuss the strategic planning for the future designation of historic sites. The Board divided the city map into sections and each member was designated d-a section-where they will visit the surrounding sites in search of properties which have the potential of being designated historic. Ms. Lahiff made a motion that two members of the Board request the Mayor to allow them to speak at the public hearing when the re- designation amendment to the LDC is presented for second reading at the June 10, 2008 Commission meeting. Ms. Dison seconded the motion. Vote: 5 Ayes 0 Nays. Mr. Youkilis advised that staff will request that the Villagers postpone the grant for an additional six months in order to get the project going. The project could be funded in the new fiscal year. The Planning Department will have surplus funds and Mr. Youkilis advised that he will request the City Manager to allow him to reprogram the surplus funds and do the project in this fiscal year. Certificate of Appropriateness Applications B PB -08 -018 Applicant: Alfredo Agon (Perfect Balance, Inc.) Owner: Harvey Amster Location: 5900 Sunset Drive (Amster Properties — Dom Buildings) Request: Installation of wall sign HPB Minutes May 27, 2008 Page 2 of 3 Action: Mr. Youkilis advised that applicant was requesting to place a wall sign which will read "Perfect Balance and Martial Arts" at 5900 Sunset Drive. The proposed non- illuminated flat sign is 15 square feet and does not exceed the regulations for wall signs in the LDC. It was recommended by staff that the sign be approved with.the conditions that the color red be replaced with another color. The. applicant, Alfredo Agon, requested a second sign on the east side to also read "Perfect Balance" in order to provide business exposure. Mr. Agon advised that the second sign he was requesting will be smaller in size than the first sign. Mr. Kurtzman questioned the window sign regulations and recommended that the applicant install a window sign on Dom Avenue in order to avoid the wall sign from impacting the building's structure. Mr.. Youkilis advised that a permanent window sign is permitted however the window sign is limited to 10% of the window space. The applicant requested that it be on the wall `because without the exposure the business will be difficult to identify. He requested that the Board take into consideration that within a year about six different businesses have come and gone in the Amster Building. After fiuther discussion the Board agreed to approve a second sign along Dorn Avenue with the condition that it be smaller. Ms. Clyatt suggested the red lettering be replaced with dark blue letters because she felt that the red Ietters do not compliment the building. Mr. LaMonica recommended that the applicant explore different font styles .in order to present a unified look. He felt that the proposed font was too strong, assertive, and loud. Ms. Shelley also felt that the font should be changed. Mr. Agon stated that he will incorporate the Board's recommendation and replace the red color lettering for dark blue. With regards to the font, the applicant kindly requested that -Mr. LaMonica provide him with - the font style he would like to seethe . proposed font replaced with. Ms. Lahiff suggested having the first sign flushed to the center to better compliment the center of the . building and that both signs are uniformed. Mr. Kurtzman replied --that the columns will prohibit the sign from being centered to the facade however. Mr. Kurtzman was also concerned about spacing. He felt that the sign should be symmetrically centered between the columns. Motion: Ms. Shelley moved to approve the Certificate of Appropriateness and Mr. Kurtzman seconded, with the following conditions: 1. Approval of a second sign to be affixed on the east faoade of the Amster Building (Dorn Avenue). 2. Replace the red colored letters with a dark blue color letters to match the awning. 3. Propose another font which should be more in character with the building's design and introduce the proposal to the Planning Department to make a recommendation to the City Commission. Vote:. 6 Ayes 0 Nays The applicant requested that the word "Personal- Training" be replaced with "Fitness." The Board agreed so long as the change is within the boundaries of the sign requirements.
