PROFESSIONAL EXPERIENCE: After a very brief effort to retire, which failed, I have served as
Deputy Director of the Florida International University Metropolitan Center (an Urban Research Center);
Assistant County Manager of Miami -Dade County (responsible for six mayor departments; and Chief of
Staff for Miami -Dade County Commission Carlos Gimenez. Commissioner Gimenez was recently re-
elected to a second four year term without opposition. My failed effort to retire has been a wonderful nearly
three years of helping institutions to perform at high levels.;
SENIOR VICE PRESIDENT, REGIONAL INITIATIVES — ACS State and Local Solutions, Inc.
(formerly Lockheed Martin IMS) FL. June 1995- November 2006
Coordinated activities in the State of Florida to accomplish business development objectives. Responsible
for expanding client base in governmental jurisdictions not served by ACS, developing new service
offerings and representing the company in all legislative matters. Utilized experience to support personnel
directly providing services to clients. During my tenure annual revenue in Florida grew to $200 million
from $3 million.
Lines of Business include Children & Family Services, Transportation Systems & Services, Municipal
Services, Workforce and Community Services, Information Management Services, Financial and Revenue
Services and State Healthcare Services. Examples of service offerings include child support payment
processing, electronic toll collection, workforce development and training, information technology
outsourcing, revenue enhancement programs, truck weigh in . motion programs and school readiness
provider payment programs.
CITY MANAGER - City of Miami Beach - March, 1992 - May, 1995
Chief Executive Officer fora thriving South Florida tourism and residential community of 95,000 residents,
with 1,400 employees and an annual operating budget of $130 million. Miami Beach underwent an
unparalleled renaissance of its tourism industry, fueled by the international popularity of its South Beach
Art Deco Historic area. Major achievements included development of an 800 room Loews Hotel, providing
parking in the historic district, implementation of programs to improve the fiscal health of the City,
energizing three redevelopment areas, creating numerous programs to bring targeted retailers to the City
and the redevelopment of the Lincoln Road entertainment district. Significant strides were made. in
diversifying the work force at all levels. The City Manager reports to the Mayor and six members of the
City Commission.
EXECUTIVE VICE PRESIDENT - Wometco Enterprises, Inc., September 1987 - March 1992
Responsibilities included management oversight for four major divisions including Wometco Food
Services, Wometco de Puerto Rico, the Miami Seaquarium and Bahamian operations. Wometco operations
include 12,000 vending machines, industrial catering at 50 sites, a tourist attraction with 600,000 attendees
annually, cable television system, and 35 Baskin Robbins ice cream outlets in the Caribbean. Wometco
Enterprises, Inc. annual revenues were approximately $116 million with 2,100 employees in eight states and
throughout the Caribbean. The Executive Vice President position reports directly to the Chairman of the
Board (Chief Executive Officer) and the President (Chief Operating Officer).
A major project was coordination of governmental development approvals for the Seaquarium Village
project. The review process included 25 government agencies, five public hearings and 50 presentations to
civic, environmental and economic development organizations. The development received unanimous
approval from the Miami -Dade County Commission and designation as one of the first Florida Quality
Development projects in the State of Florida.
EXECUTIVE DIRECTOR - City of Miami, Department of Off - Street Parking- June 1981
September, 1987
Responsible for an enterprise fund authority with 21,000 parking spaces located within the City of Miami.
Facilities included six parking garages, 50 parking lots, and 8,000 on- street meters. Additional
responsibilities included operation of a 1,700 -seat historic theater and a ten -story office /retail building
rented to private and government tenants. The Executive Director position reports to a five- member Board
of Directors; is responsible for management of a $50 million capital construction program; and negotiates
all agreements for public /private joint development activities. During a six -year tenure annual gross
revenues increased to $12 million from $3.8 million. Surplus revenues increased to $4 million from $2
million and spaces under management increased to 21,000 from 10,000 with no general fund property tax
support. Gusman Cultural Center utilization increased to 180 nights per year from an initial 40 nights. The
agency received numerous awards and national recognition from professional associations.
EXECUTIVE ASSISTANT COUNTY MANAGER - Metro -Dade County, Florida - February, 1977 -
June, 1981
Responsible for nine departments with 3,300 employees including:
• Office of Management and Budget which prepared the annual $1.3 billion operational and capital
budget.
• Productivity Analysis Unit which functioned as an in -house consulting team to assist departments
in monitoring goals and objectives and improving work methods.
• Property Appraiser Department which was responsible for assessment of 480,000 parcels valued at
$45 billion.
• Finance Department which included the Office of the Tax Collector, management of the multi-
billion dollar investment portfolio, and debt related activities.
• Office of Computer Services and Information Systems which was responsible for all information
technology including computer support for the 911 emergency telephone system and all police and
fire dispatch.
• Internal Audit Department which was responsible for audit of 300 capital projects, 250 federal
grants and 45 departments.
• Office of Employee Relations which included labor contract negotiations with ten bargaining units
representing 16,000 employees; diversity programs; employee training and development; and
compensation administration.
• Parks and Recreation Department with over 200 park sites, a comprehensive recreational program,
Viscaya Museum, the $34 million Metrozoo construction program and proprietary functions such
as golf courses, marinas, campsites, and food concessions.
• General Services Administration which included support services such as the telecommunications,
fleet management, risk management, building operations, construction management and
procurement.
General responsibilities included acting as County Manager during absences and liaison with elected
officials, civic groups, environmental organizations and the news media.

ASSISTANT TO THE COUNTY ADMINISTRATOR - Pinellas County, Florida - April, 1973 -
February, 1977
Responsible for the following departments:
• General Services Administration which maintained buildings valued in excess of $100 million.
• Purchasing Department including property inventory and the supply warehouse.
• Grant Development Department responsible for a $50 million infusion of federal funds.
• Historic Museum and Heritage Park.
• Functions of risk management, budgeting, and management improvement.
Responsibilities also included membership on a number of boards, development of the annual budget, and
economic analysis of legislation.
