It must be pointed out that according to counsel the Pension Boards maintains autonomy and reports directly the
commission.
This is not the time for politics as usual in South Miami, this is the time to come together to try and find a
solution.
On advice of counsel, I direct that the following Pension issues be placed on the agenda for the October 6th
including the following:
• Setting a timetable where by the City Manager is required to produce information requested by the
Pension Board Chairman as relates to employee data.
• Allowing time for the current Chairman Mr Banos and the former Chairman Mr. Cassel to
present their reports to the Commission at the Oct 20th meeting.
• Establish an ad hoc PANEL OF CITIZENS TO STUDY THE ALTERNATIVES TO THE PRESENT
PENSION. It should be a study group and as such not be subject to Sunshine law. This would be a fact
finding panel.However direction would be given for the city manager to cooperate fully with this panel
and to provide all necessary information regarding FRS and 401plans gathered to date.
• To set an executive session immediately to discuss pension issues as relate to collective bargaining.
• To appoint a Commission Member as a liaison with the Pension Board.
• To appoint a Commission Member as a Liaison with the adhoc panel. -
