Resolution: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA REQUESTING FOR MIAMI -DADE COUNTY TO PROVIDE INFRASTRUCTURE IMPROVEMENTS AT THE INTERSECTION OF SW 56TH STREET AND SW 62ND AVENUE; PROVIDING FOR AN EFFECTIVE DATE. Background: In response to the City's request for needed drainage and roadway improvements at the above referenced intersection, the Miami -Dade County Public Works Department (MDC) provided the City with a preliminary design plan showing roadway and drainage improvements for review and approval (see attached Exhibit "A" plan). The preliminary design plan was then presented to our City Commission on November 25, 2008 for review and approval. Thereafter, on December 22, 2008, review comments from former Commission member were provided to MDC, which MDC responded to via email on January 27, 2009 (see attached email). At this time, in order to move forward with the proposed improvements, MDC is requesting for project approval from the City based on the attached Exhibit "A" and MDC responses to review comments from former Commission member. In addition, MDC has indicated this to be a time sensitive matter, due to the potential risk of budget cuts in the programmed expenditures for these improvements. Please note that these improvements will be performed by MDC at no expense to the City within MDC public right -of -way. MDC has also been informed on the City's request to include traffic light signalization improvements at the intersection. Reason /Need: The improvements to the intersection consist of drainage, curb and gutter, milling and resurfacing of the intersection, widening of the north leg to accommodate the exclusive right turn lane, pedestrian ramps /landings, regrading of existing swale at the intersection and signing and pavement markings. Cost: N/A Funding Source: Miami -Dade County to fund proposed intersection improvements. Page 2 of 2 1 RESOLUTION NO.: 2 3 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF 4 SOUTH MIAMI, FLORIDA REQUESTING FOR MIAMI -DADE COUNTY TO PROVIDE 5 INFRASTRUCTURE IMPROVEMENTS AT THE INTERSECTION OF SW 56TH 6 STREET AND SW 62ND AVENUE; PROVIDING FOR AN EFFECTIVE DATE. 7 8 WHEREAS, the Mayor and City Commission wishes to provide infrastructure improvements to 9 the intersection of SW 56th Street and SW 62nd Avenue, and 10 11 WHEREAS, the Mayor and City Commission agree to the proposed intersection improvements as 12 per the attached Exhibit "A" plan provided by Miami -Dade County, and 13 14 WHEREAS, the proposed improvements to the intersection of.SW 56th Street and SW 62 "d 15 Avenue consist of drainage, curb and gutter, milling and resurfacing of the intersection, widening of the 16 north leg to accommodate the exclusive right turn lane., pedestrian ramps /landings, regrading of existing 17 swale at the intersection and signing and pavement markings per the attached Exhibit "A" plan. 18 19 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE 20 CITY OF SOUTH MIAMI, FLORIDA THAT: 21 22 Section 1: The City of South Miami formally requests for Miami -Dade County to provide 23 improvements to the intersection SW 56th street and SW 62nd Avenue as per the attached Exhibit "A" 24 plan. 25 26 Section 2: That Miami -Dade County performs the proposed infrastructure improvements for 27 the intersection of SW 56th Street and SW 62nd Avenue per Exhibit "A" plan. 28 29 Section 3: That Miami -Dade County shall consider the following as additional request for 30 future consideration as part of the proposed intersection improvements: 31 • Construction of sidewalks in the immediate area of the intersection to facilitate pedestrian 32 crossing. 33 • Improvements to traffic light signalization 34 35 Section 4. The attached documentation is made a part of the resolution. 36 37 Section 5. Attached are review comments provided by City Commissioner J. Beckman on 12/11/08 Miller / 62nd Ave intersection reconstruction comments to Miami -Dade County Public Works. Traffic Division and Commissioner Carlos Jimenez 1. The area south of Miller Road is within the borders of the City. 2. The curbing and drainage are essential features. 3. Currently there are no sidewalks on the north side of Miller road. The new design does not appear to allow room of a future sidewalk at the northeast corner. It is suggested that sidewalks be included in the design so they can be constructed now or at a future date. It is also suggested that construction of sidewalks now in the immediate area of the intersection should be done to facilitate pedestrian crossing. Since there are no existing sidewalks on the north side of the intersection, we provided a concrete landing at northeast and northwest corners for the future connection. The landing on the northeast corner is for connection to future sidewalk on the north side of Miller Dr. only, and due to insufficient right -of -way at this corner, it can not be connected to future sidewalk on the east of SW 62 Ave. When future sidewalk on the east side of SW 62 Ave becomes feasible, then right -of way on the northeast 2/4/2009 Page 2 of 3 corner needs to be acquired. 4. The turn lanes on the north leg should not extend into the driveway area of the resident. The left -turn lane's extension on the north leg is the same as the existing condition.
