SPECIAL CITY COMMISSION 2 AGENDA - March 30, 2009 March 17, 2009 Mr. Ramon Ferrer Area Manager Florida Power & Light Co., 9250 West Flagler Street, CEA/GO Miami, Florida 33174 Dear Mr. Ferrer: RE: SOUTH DADE MUNICIPAL COALITION REGARDING SITING OF TRANSMISSION LINES ALONG U.S. I CORRIDOR We, the undersigned, representing our respective South Miami Dade Municipalities that either directly abut US -1 or through which US -1 traverses, strongly object to FPL's pending proposal which may recommend US -1 and the adjacent Busway or Metrorail right -of -way, from SW 144th Street to Downtown Miami, as the future route to install transmission lines from the Turkey Point Nuclear Power Plant. US -1, the Metrorail and the Busway are substantial, yet incomplete investments in the transportation infrastructure for the developable area of the southern half of Dade County. We fear that installing a major transmission in this corridor would either limit the planning options for transportation, physically and visually impact the significant residential and commercial areas or the corridor, and result in further encouragement of the westward expansion of development. We feel that the location of such lines along an expressway corridor would be far less impactful to the community surrounding it. If the US -1 Corridor would be selected, the actual routing of the lines could be anywhere within a mile wide area along US -I. None of these choices are acceptable unless the lines were placed underground. Because of the high density of commercial activity and the nature of the residential community along U.S. 1, we foresee extremely difficult project cost decisions looming. The corridor continues to be the focus for traffic, employment, and commercial enterprise in our communities. With the advent of new ideas about urban mixed -use development, US -1 plays a significant role in our future development and growth. However the installation of the proposed high power transmission lines directly interfere and significantly diminish the potential for mixed use developments that would be attractive higher density residential communities along the corridor. The proposed transmission lines are not consistent with; in fact significantly interfere with the smart growth use the county and our municipalities are developing. Since Hurricane Andrew all made heavy investments, both in dollars and sweat equity, to add green canopy along this corridor through the planting of thousands of trees. Greening the roadway has made the driving experience more pleasurable while producing important environmental benefits in a region that has far less green space than it should. The sight of a 100 - foot, heavy -duty transmission line at our "front doors'.' will seriously undercut our efforts at beautification and degrade the quality of life enjoyed by visitors and residents alike. On behalf of our municipalities and our constituents, we are prepared to take whatever action may be necessary to fight the proposal to use the US 1 corridor, and we urge you to eliminate it as an option.
