3 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
4 CITY OF SOUTH MIAMI, FLORIDA, OPPOSING THE PROPOSED
5 ROUTES ALONG U.S. HIGHWAY 1 OR THE LUDLAM TRAIL FOR
6 THE FLORIDA POWER & LIGHT TRANSMISSION LINE; PROVIDING
7 AN EFFECTIVE DATE.

9 WHEREAS, Florida Power & Light (FPL) is considering the construction of a
10 transmission line, which line will cross through parts of South Miami; and,
11
12 WHEREAS, this line is intended to increase capacity and connect the Turkey point
13 power station to downtown Miami and points north; and,
14
15 WHEREAS, FPL has identified two (2)possible routes for the proposed transmission line
16 that traverse the City of South Miami; and,
17
18 WHEREAS, one possible route is along U.S. Highway 1 ( "U.S. 1" route) and a second
19 potential route is the railroad corridor along the Ludlam trail through the City of South Miami
20 (the "Ludlam Trail Route ") ; and,

22 WHEREAS, the proposed U.S. 1 route would impose substantial adverse impacts on the
23 surrounding residents and businesses proximate to U.S 1 as well as South Miami Hospital and
24 schools along or proximate to U.S 1; and,
25
26 WHEREAS, the Ludlam Trail proposed route would impose substantial adverse impacts
27 on the. residents of the established City of South Miami neighborhoods and other residents of the
28 surrounding communities; and,

30 WHEREAS, the Ludlam Trail proposed route would adversely impact two (2) existing
31 Schools in South Miami.

33 WHEREAS, electric magnetic fields are produced by the current running through,"
34 transmission lines and as a result either of the proposed routes imposes an unreasonable burden
35 on the surrounding, residential, business and healthcare communities.

37 NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
38 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA;

40 Section 1. The Mayor and City Commission hereby states their opposition to the both
41 the U.S. Highway 1 and Ludlam Trail routes for the proposed transmission line proposed by
42 FPL.

Section 2. In the event that one of the routes through the City of South Miami is
ultimately selected that the Mayor and Commission formally request FPL to place the
transmission lines running through the City under ground to reduce the adverse impacts of
electric magnetic fields on the citizens and visitors to South Miami.
Section 3. The Mayor and City Commission encourage FPL to work with the
Department of Transportation to identify transmission line routes that minimize exposure to
electric magnetic fields.
Section.4. The Mayor and City Commission directs the City Clerk to transmit a
certified copy of this resolution to the Governor, Senate President, House Speaker, the Chair and
Members of the Miami -Dade County State Legislative Delegation, the Presiding Officer and
Members of the municipalities in Miami -Dade County and the Executive Director of the Miami -
League of Cities, and the Florida Department of Environmental Protection.
Section 5. This resolution shall take effect immediately upon approval.
