Aubrun Grants Writer & Administrator Date: March 13, 2009 Re: Federal Stimulus Plan Funding Update Update: The Federal Stimulus Plan has transitioned into the American Recovery and Reinvestment Act of 2009, and was signed into law by President Barak Obama on February 17th. The Act is intended to provide a stimulus to the economy in the wake of the economic-downturn. The Act includes federal tax cuts, expansion of unemployment benefits and other social welfare provisions, and domestic spending in education, health care, and infrastructure. With Regard to infrastructure, the City is eligible for funding related to Transportation and Transit projects. We have attended a number of State -wide and County -wide meetings and video conferences that have taken place to establish the policies and procedures for eligible projects and desired scope of services that will lead to job creation and foster economic stimulus at the local level. As part of federal eligibility requirements, the City is responsible for obtaining Local- Agency Program (LAP) Certification. Moreover, our projects have to be "shovel- ready" within 90 days of obligation. The City has been noticed to attend special and emergency meetings at the Florida Department of Transportation (FDOT), and the Metropolitan Planning Organization (MPO). As requested, staff has submitted the Priority Projects' List for Transportation and Transit, respectively and well within the required timeframe. During the Stimulus Planning meeting held on Friday, February 13th, the FDOT Secretary informed participants that the state will act as the lead agency responsible for funds, which will be payable by reimbursement process. However, no matching funds will be required. Action Taken: In line with submission deadlines, Staff submitted the requested Priority Projects' List for the City to FDOT and the MPO. City staff was directed to expedite the LAP Certification process, and has submitted all required documentation to FDOT. During the Emergency MPO Board meeting, held on Friday, February 20th, the City Manager presented our City's Priority Projects' List on the record. As a result of that meeting, the MPO Board incorporated our project as part of the Amended 2030 Long Range Transportation Plan and the 2009 Transportation Improvement Program. The MPO Board also decided to allow every municipality to have a percentage of the County -wide local portion by using a formula based on population rate (Attachments I & II). The City of South. Miami's share will be $253,166 for Transportation (Sunset Drive Improvements- West at SW 63`d Ave. to SW 69"' Ave.) and $112,432.00 for Transit (Sunset Bus Shelter /Bay). The latter will be ratified by the MPO Board, on March 26th. In addition, for any municipality that fails to utilize their share of funds, their share will be recaptured and reissued.
