lished.a central purchasing
system in Glendale.
"I'm very impressed with
the city of Coral Gables," he
said. "It's a very beautiful
community. It has much to
offer from the standpoint of
quality of life and has--an
excellent reputation. It is a
city that provides many ser-
vices and is basically a stand
alone. city and all that
appealed to me."

up in the city administration.
"He started out in pro-

to become 'a city manager
and hold that position for

adding that he felt comfort-
able working with Pounds.
"I'm still litigating against
the city because I consider
his hiring retaliation, but I
don't have a problem work-
ing with him," Benedit said,
adding it was actually A relief
to have another set of eyes
looking at the city's bidding
and contracting process.
"Now I don't have that
responsibility anymore. Basi-
cally,' I. will advise him of
-what I think are misproprie-
ties, but he will have to make
the final decision."
Pounds — who will make
$90,000 a year, less than the
$110,000 offered to Carolan
— was probably warned
about Benedit beforehand,
according to an e-mail from
him to Adler sent in Novem-
ber thanking her for the
interview.,
"I also wanted to reiterate
something that I mentioned
during the interview in
regard to dealing with diffi-
cult situations involving
employees," Pounds wrote.
"It goes with the territory
with the work that I did as a
city administrator to deal
with difficult employees and
citizens.
"I have worked with diffi-
cult situations involving fire-
fighters, police officers and
city employees in general,
not to overlook all the per-
sonalities I dealt with who
were mayors and commis -.
sion members," Pounds
wrote. "I believe I can calm
down that situation that we
discussed within the pro-
curement division. In fact, I
have a few ideas that I think
could work in this situation."
Pounds declined to share
those ideas with The Miami
Herald, but said he learned
