THE CAMBRIGDE LAWNS HISTORIC DISTRICT, PROVIDING AN EFFECTIVE
DATE.
APPLICANT'S REQUEST
The applicant is requesting a Certificate of Appropriateness for the exterior renovation and
remodeling which will include the addition of square foot floor area and a pool to a designated
single story historic building located within the Cambridge Lawns Historic District. All of the
renovation work will be on the west side and in the rear yard of the home. The recommendation
of the Historic Preservation Board will be transmitted to the City Commission for final approval.
PROPOSED RENOVATION
The applicant is proposing the following renovation /remodeling work:
(A) Expansion of the two existing rear spaces and master bath of the house, adding 325.33
square feet of living area;
(B) The reconstruction of an existing wood deck, to be located behind the new addition to
the home; the new deck will be smaller than the current deck (281 sq.ft. to 186 sq.ft.);
(C) The expansion of new living area (325.33 sq. ft.) and the new covered terrace (186.31
sq.ft.) will total 511.64 sq. ft. of new addition to the home;
(D) Construction of a 288 sq. ft. swimming pool in the rear yard;
(E) Relocation of a small condensing unit from the rear of the home forward to the east side
of the building.
SITE PLAN ANALYSIS
The staff has checked the renovation work and additions to assure compliance with all the
standards and requirements for the RS -3 zoning district. The additional living space which will
bring the total building coverage to 1,685.39 sq, ft. which is below the maximum allowed 1,800
sq. ft. The addition of the pool and expanded living space will result in 2,261 sq. ft. of impervious
coverage which is below the maximum allowed 2400 sq. ft.
HISTORIC BOARD ACTION
At its August 25, 2008 meeting the Board adopted a motion by a vote of 6 ayes 0 nays
recommending approval of the requested Certificate of Appropriateness with a number of
conditions requiring the applicant to make technical revisions to the submitted plans before being

sent to the City Commission for final decision. These revisions can be seen in the attached
minutes of the Historic Preservation Board (August 25, 2008) and in follow -up letters from staff
to the applicant. The applicant submitted revised plans in December 2008, however, a number of
revisions were needed. The applicant has now re- submitted revised plans (dated 1 -7 -09) which
contain all of the requirements ordered by the Historic Preservation Board.
RECOMMENDATION
It is recommended that the City Commission approve the "Certificate of Appropriateness" to
allow for the proposed renovation and addition work at the designated historic site at 6282 Miller
Drive, as shown on the applicant's plans marked "Exhibit "A" attached to this resolution.

12 WHEREAS The applicant, Carolyn Parada, has submitted Historic Preservation Board
13 Application No. HPB -08 -022 requesting approval for exterior renovation and remodeling which will
14 include the addition of square foot floor area and a pool to a designated single story historic building
15 located at 6282 Miller Drive within the Cambridge Lawns Historic District; and

17 WHEREAS, pursuant to Section 20- 5.19(E) of the Land Development Code, a "Certificate of
18 Appropriateness ", is required for applications affecting the exterior (renovation, repair, painting, signage,
19 demolition or landscaping) of properties designated historic; and
20
21 WHEREAS, Section 20- 5.19(E)(3) of the South Miami Land Development Code requires the
22 City Commission to conduct a public hearing on certificates of appropriateness and to approve, deny,
23 approve in modified form, or defer a subject application; and

25 WHEREAS, the Historic Preservation Board at its August 25, 2008 meeting adopted a motion
26 by a vote of 6 ayes 0 nays recommending approval of the requested Certificate of Appropriateness; and

28 WHEREAS, the Mayor and City Commission of the City of South Miami desire to accept the
29 recommendation of the Historic Preservation Board.

APPLICANT'S REQUEST
The applicant is requesting a Certificate of Appropriateness for the exterior renovation and remodeling
which will include the addition of square foot floor area and a pool to a designated single story historic
building located within the Cambridge Lawns Historic District. All of the renovation work will be in the
rear of the home. The recommendation of the Historic Preservation Board will be transmitted to the City
Commission for final approval.
PROPOSED RENOVATION
The applicant is proposing the following renovation /remodeling work:
(A) Expansion of the two rear bedrooms and master bath of the house, adding 135 square feet of
living area;
(B) Relocation and reconstruction of an existing wood deck, to be located behind the new addition to
the home; the new deck will be smaller than the current deck (281 sq.ft. to 193 sq.ft.);
(C) Construction of a 200 sq. ft. pool and a 180 sq. ft. paver area in the rear yard;
(D) Relocation of a small condensing unit from the rear of the home forward to the east side of the
building.
SITE PLAN ANALYSIS
The staff has checked the renovation work and additions to assure compliance with all the standards and
requirements for the RS -3 zoning district. The additional living space which will bring the total building
coverage to 1629 sq, ft. which is below the maximum allowed 1800 sq. ft. The addition of the pool, a
paver area and expanded living space will result in 2009 sq. ft. of impervious.coverage which is below the
maximum allowed 2400 sq. ft.
The staff has also determined that the existing site plan must be modified as follows:
(1) the wood deck must be 5 feet from the property line; site plan must be modified to clearly
indicate the required side setback;

(2) the proposed pool must have side setbacks of 10 feet; site plan must be modified to clearly
indicate the required side setbacks;
(3) the condensing unit and concrete slab in its new location must have a minimum side setback of 5
feet; this unit is located on the east side of building and should be placed on the west side.
The site plan adjustments indicated above will avoid a request for'variances.
DESIGNATION REPORT (Cambridge Lawns)
Design Review Guidelines- (p. 131
(2) A. Guidelines for Mediterranean Revival style. Preserve the following characteristics:
o Irregular Plan Shape
o Broad areas of uninterrupted surfaces covered with textured or smooth stucco
o Cast stone or concrete ornament concentrated around windows and doorways
o Clay barrel the roof coverings
o Combination of roof types including flat, hip, or gable
General
The Secretary of the Interior's Standards for Historic Preservation Projects
With Guidelines for Applying the Standards (1979) as may be amended.
RECOMMENDATION
The above guidelines are applicable to all fagades of an historic building. The applicant's submitted plans
show a very general appearance of the rear structural addition. The applicant has been advised to bring
additional graphics /photographs to the meeting indicating existing conditions and illustrating the
proposed new rear fagade.
It is recommended that the Board approve the proposed renovation subject to: the submission of a revised
site plan with the corrections indicated above in Site Plan Analysis (1) thru (3); and the presentation of
renderings /photographs providing satisfactory demonstration of the compatibility of the new rear fagade.

Explanations of categories for Section 2
Maintenance or Repair: The act or process of applying measures to sustain the existing form integrity and
material of a building or structure and the existing form or vegetative cover of a site. It may include initial
stabilization work, where necessary, as well as ongoing maintenance and repair. (Samples of material may be
requested).
X Restoration: The process of accurately recovering the form and details of a property and its setting as it
appeared at a particular period of time by means of the removal of later work or by the replacement of missing earlier
work. All applications for restoration shall include elevations, site and landscape .plans (if necessary), and any other
supplementary. information that will support the proposed project.
Rehabilitation: The process of returning a property to a state of utility through repair or alteration which makes
possible an efficient contemporary use while preserving those portions or features of the property which are
significant to its historical, architectural, and cultural values. All applications for rehabilitation shall include:

proposed project.
Demolition: The process of destroying or tearing down a building or structure or a part thereof, or the process of

approval until such time that the plans are compatible with the conditions set forth in the August 25, 2008
in of the Historic Preservation Board (attached) and the City Commission approves your plans and
issues a Certificate of Appropriateness. This procedure was pointed out to you in the August 26, 2008
letter sent to you from the Planning Department (attached). The permit application and plans will be
returned to the Building Department.
Please prepare a set of plans for submission to the Planning Department so that a determination can be
made if the revised plans are compatible with all of the conditions of approval adopted by the Historic
Preservation Board (pp.2,3 of the minutes) and those listed in the August 26, 2008 letter. These conditions
must be shown on the revised plans, including the condition that plans must be sealed by, a Florida
registered architect.
The City can not process your application further until the revised plans are submitted and approved by the

Dear Ms. Parada:
This letter is to set forth the conditions of approval of the remodeling plan for your home in the
Cambridge Lawns Historic District. The Historic Preservation Board at its August 25, 2008
meeting reviewed your plan and voted to recommend approval with following conditions:
(1) Remodeling plans are to be revised to clearly indicate the actual footage of the side
setback of the wood deck;
(2) Remodeling plans are to be revised to clearly indicate the actual footage of the side
setbacks (both sides) of the pool;
(3) Remodeling plans are to be revised to show the A/C condensing unit and concrete slab
relocated from the east side to the rear or. west side of the property; side setback footage
is to be shown.
(4) Remodeling plans are to be revised to include a full page devoted to a photograph of the
existing rear portion of the building, and rendering of.the proposed rear of the structure
including materials to be used, color, types of replacement windows /doors; also include
wood deck design, deck steps, and required fence or railing. Details of the fence or
railing including color, height, and style to be shown as separate graphic.
(5) The revised plans shall include a full Zoning Comparative Chart showing all dimensional
data, lot coverage, impervious coverage, building square footage in two columns
Required and Provided;
(6) The remodeling plans should be reproduced at a standard size 2'x 3';
(7) Submit one set of the plans at 2'x 3' sealed by a Florida. Registered Architect ; 9 copies
required;
(8) Submit one set of the plans reduced to 11' x 17' is to be sealed by the Florida Registered.

V. Certificate of Appropriateness Applications
HPB -08 -019
Applicant: Carolyn Parada
Owner: Carolyn Parada (Architect -Jose Figol, R.)
Location: 6282 Miller Rd (Cambridge Lawns District)
Request: Renovation/Addition of Room and Pool
Action: Mr. Youkilis advised that the applicant is requesting approval for the exterior
renovation and remodeling which includes the addition of square foot floor area and a
pool to a designated single story historic building located within the Cambridge Lawns
Historic District. All of the renovation work will be in the rear of the home and are as
follows:
(A) Adding 135 square feet to the two rear bedrooms and master bath living area;
(B) Relocation and reconstruction of an existing wood deck, to be located behind the new
addition to the home; the new deck will be smaller than the current deck (281 square
feet. to 193 square feet.);
(C) Construction of a 200 sq. ft. pool and a 180 sq. ft. paver area in the rear yard;
(D) Relocation of a small condensing unit from the rear of the home forward to the east side
of the building.
The additional living space will bring the total building coverage to 1629 sq, ft. which is below
the maximum allowed 1800 square feet. The addition of the pool, a paver area and expanded
living space will result in total of 2009 square feet of impervious coverage which is below the
maximum allowed 2400 square feet. The existing site plan must be modified as follows:

(1) The wood deck must be 5 feet from the property line; site plan must be modified to
clearly indicate the required side setback;
(2) The proposed pool must have side setbacks of 10 feet; site plan must be modified to
clearly indicate the required side setbacks;
(3) The condensing unit and concrete slab in its new location must have a minimum side
setback of 5 feet; this unit is located on the east side of building and should be placed on
the west side.
It was recommended that the proposed renovations be approved subject to: the submission of a
revised site plan with the corrections indicated above in Site Plan Analysis (1) thru (3); and the
presentation of renderings /photographs providing satisfactory demonstration of the compatibility
of the new rear fagade.
The applicant advised that the reason for the renovation is due to the fact that additional closet
space is needed. The only thing that will change will be the size otherwise the deck will remain
the same, the same materials will be used.
Mr. Hochstim advised that the site plan shows this property is already at the 8 feet setback
requirements therefore it will meet the five foot requirement. He also advised that the deck step
requires four steps and a railing due to the number of steps that will be required. He questioned
the shape of the roof in that the elevation illustrates it will be a flat roof but the photographs show
it as 'a hipped roof. The applicant replied that the elevations sheet will be corrected at the time of
submitting for permit.
Mr. Youkilis advised that the site plan should be adjusted to show the railings and the five foot
setback requirement. He also. advised that the condenser unit illustrated on the east side of the
building must be relocated to the west side of behind the wood deck. The applicant agreed to
relocate the condenser unit to the west side of the property.
Motion: Mr. Hochstim moved to approve the Certificate of Appropriateness for the
renovation/remodeling and Mr. Ruiz de Castilla seconded following conditions:
(1) Remodeling plans are to be revised to clearly indicate the actual footage of the side
setback of the wood deck;
(2) Remodeling plans are to be revised to clearly indicate the actual footage of the side
setbacks (both sides) of the pool;
(3) Remodeling plans are to be revised to show the A/C condensing unit and concrete slab
