02-17-09 Item 11I ORDINANCE NO. 2 3 AN ORDINANCE OF THE MAYOR AND CITY 4 COMMISSION OF THE CITY OF SOUTH MIAMI, 5 FLORIDA RELATING TO AMENDING THE CITY OF 6 SOUTH MIAMI CODE OF ORDINANCES, BY AMENDING 7 CHAPTER TWO, SECTION 2 -2.9 ENTITLED 8 "RESERVED" AND TO RE -TITLE THE PROVISION TO 9 "PROPOSED ANNUAL .BUDGET — SUPPORT 10 DOCUMENTATION "; PROVIDING FOR CODIFICATION, 11 SEVERABILITY AND AN EFFECTIVE DATE. 12 13 WHEREAS, the Mayor and Commission and City Commission deemed it necessary to 14 create an administrative budget procedure ordinance in order to provide detailed guidance to City 15 staff in preparing the City's annual budget; and, 16 17 WHEREAS, an ordinance which details the information which is to be included in and 18 accompany the annual budget submitted to the City Commission for review and approval ensures 19 fiscal accountability and benefits the public and the administration; and, 20 21 WHEREAS, the Mayor . and City Commission desire to amend Chapter 2 of the City's 22 Code of Ordinances to create the provision entitled: "Proposed Annual Budget - Support 23 Documentation" at section 2 -2.9 of the City's Code. •24 25 NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND THE CITY 26 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT: 27 28 Section 1, Section 2 -2.9 entitled "Reserved is hereby amended and entitled 29 "Proposed Annual Budget — Support Documentation" to read as follows: 30 31 Section 2 -2.9. Proposed Annual Budget — Support Documentation 32 33 (a) Purpose. 34 35 The purpose of this Ordinance is. to codify a method for preparing and submitting a proposed 36 budget for all governmental operations for review and approval by the Mayor and Commission. 37 38 (b) City Manager's Submitted Budget. 39 40 The proposed annual budget submitted by the City Manager as required by the City Charter, 41 Article IV, Section 2, shall include, at a minimum, the following information: 42 43 (1) A detailed estimate of the expense of conducting each department and expenditures for 44 corresponding items for the last two (2) fiscal years. 45 Page I of 3 Additions shown by underlining and deletions shown by over-mg. 1 (2) Expenditures for corresponding items for the current fiscal year, including adjustment .2 due to transfers between appropriations, and carry -over of encumbered funds. 3 4 (3) An explanation for increases or decreases of requested expenditures compared with the 5 current year and justification for any increases greater than three (3 %) percent. 6 7 (4) The total probable income of the City from taxes for the period covered by the estimate 8 and an itemization of anticipated revenues from all sources compared with previous two (2) 9 years. 10 11 (5) Summary schedules or graphs including at a minimum revenues by major source,. 12 expenditures by department and expense by type. 13 14 (6) The total amount of the outstanding City debt with a schedule of maturities of bond 15 issues and other indebtedness. 16 17 (7) The amount required annually, to pay the interest on the City debt. 18 19 (8) An explanation for any.proposed changes in the employee pay plan. 20 21 (9) A listing and explanation of all Capital Improvement projects contained in the proposed 22 year's budget cross - referenced to department budgets and the five -year Capital Improvement 23 Plan. •24 25 (10) Supplemental reports on each department containing at a minimum the program 26 goal, efficiency standards, explanation and data showing how well the department met the 27 program goal and efficiency standards during the current fiscal year with comparisons to the 28 previous two (2) fiscal years, explanation of the greatest challenges in meeting goals and 29 standards, explanation of efforts to increase the effectiveness and efficiency of the 30 department. An accounting of the total expense of running the department versus the total 31 revenue generated by the department. 32 33 (11) Such other information as may be required by the City Commission. 34 35 36 37 38 Section 2. All ordinances or parts of ordinances in conflict with the provisions of this 39 ordinance are hereby repealed. 40 41 Section 3. If any section, clause, sentence, or phrase of this ordinance is for any 42 reason held invalid or unconstitutional by a court of competent jurisdiction, this holding shall not 43 affect the validity of the remaining portions of this ordinance. 44 45 Section 4.
