Commissioner's Update:
Reporting on ADA Compliance (handicap parking stalls) in the City's parking garage.
Action Taken:
As a supplement to the ADA compliance report on municipal parking areas, staff
completed a review of the number of parking spaces at the municipal garage.
Attached is a brief (e -mail) report from the Building Official, Mr. Victor Citarella.
According to the report, the City's municipal parking garage is in compliance with the
number of handicap parking spaces required for the structure.

Pursuant to your earlier request, a review of the number of handicap parking spaces at the City of South
Miami's Municipal Garage, was completed by staff earlier this afternoon.
The review indicates that the original design drawings call for a grand total of 435 spaces, of which 9 are
handicap spaces, as per above attachment ...6221. During later interior construction of some of the
restaurant space(s) in the lower floor, this number was reduced by 27 spaces.
An actual on -site, physical count of the current number of spaces conducted today, shows a grand total of
408 spaces of which 9 are handicap spaces. This is the number required by Article 11 -4.1.2 of the Florida
Building Code, a copy of which is also attached above as ...7476 for your perusal.
Therefore, it is my opinion that the City of South Miami Municipal Parking Garage is in full compliance
regarding the required number of handicap spaces within the structure.

(5) General exceptions
(a) In new construction, a person or entity is not required
to meet fully the requirements of this code where that
person or entity can demonstrate that it is structurally
impracticable to do so. Full compliance will be con-
sidered structurally impracticable only in those rare
circumstances when the unique characteristics of ter-
rain prevent the incorporation of accessibility fea-
tures. If ful I compliance with the requirements of this
code is structurally impracticable, a person or entity
shall comply with the requirements to the extent it is
not structurally impracticable. Any portion of the
building or facility which can be made accessible

An accessible site shall meet the following minimum
requirements:
(I) At least one accessible route complying with .Section
11 -4.3 shall be provided within the boundary of the site
from public transportation stops, accessible parking
spaces, passenger loading zones ifprovided, and public
streets or sidewalks, to an ac ;essible building entrance.
(2) At least one accessible route complying with Section
11 -4.3 shall connect accessible buildings, accessible
facilities, accessible elements, and accessible spaces
that are on the same site.
(3) All objects that protrude from surfaces or posts into cir-
culation paths shall comply with Section 11 -4.4.
(4) Ground surfaces along accessible routes and in accessi-
ble spaces shall comply with Section 11 -4.5.
(5)Parking spaces:
11 -4.1.2 Accessible site and exterior facilities: new
construction.
