Subject : Status Report on Mobile Pet Grooming Business, 6410 SW 64 Avenue.
At the last meeting of the City Commission on January 20, 2009, Ms. Victoria Calvin expressed
concerns about operating her mobile pet grooming service in South Miami. The next morning on
January 21, 2009 the City Manager and staff members from the Finance Department, the Code
Enforcement Division and the Planning Department met with Ms. Calvin. At that time the
following issues were discussed and resolved:
(1) The issue of operating a home occupation for her business. Ms. Calvin has and will keep
a valid occupational license to run her business administratively from her home. It was
agreed that this license did not permit her to operate her business in the City or to park
her commercial vehicle at her address.
.(2) The issues of whether or not her commercial vehicle and the signage on the vehicle was
allowed in a residential area. It was agreed that the Land Development Code regulations
were difficult to interpret and needed to be amended. It was further agreed that the
Planning Board would be requested to review and update these regulations as required. A
resolution requesting consideration by the Planning Board is on the Commission agenda.
(3) The issue of whether or not a mobile pet grooming use was allowed in the City. The
Acting Planning Director explained that his original decision that this use would be
allowed was changed after a discussion with the City Attorney. It was explained that
because this use was not specifically listed in the Land Development Code an amendment
to the Code was required. It was agreed that the Acting Planning Director would initiate
the necessary amendment to permit this use in residential zones.
In the interim period Ms. Calvin offered to take several steps including additional landscaping in
order to block the view of her commercial vehicle when it is on her property.
