NLC Leadership Commits To Working With
New Administration, Congress

The struggling economy
and economic recovery legis-
lation were the leading topics
of discussion at a recent lead-
ership planning meeting of
the NLC officers and board
of directors. During the meet-
ing, NLC officials expressed
their commitment to work
with the new Administration
and Congress on federal eco-
nomic recovery efforts and
other challenges facing our
nation.

agreement that the climate
within Congress and the new
Administration is one of
cooperation and collaboration
with cities. In recent meetings
with NLC, both the presiden-
tial transition team and
Congressional leadership
were eager to exchange ideas
and information with local

"The stimulus isn't Santa
Claus, it is an attempt to save

mind, the leadership reaf-
firmed the federal priorities for
NLC for the year, based on
NLC's Call to Action for
Economic Recovery and the
Agenda for the Nation.

House Adopts SCRIP Reauthorization

The House of Representatives
passed H.R. 2, the Children's Health
Insurance Program Reauthorization Act
of 2009 by a vote of 289 to 139 last
week. The bill, if adopted by the Senate
and signed by the President, would
reauthorize the State Children's Health
Insurance Program ( SCHIP) for four -
and -a -half more years and provide 11
million children living in low- income
households with health insurance. The
Senate has taken up a similar bill in
committee, but has not scheduled a vote
on the floor.
In a letter to the House, NLC
Executive Director Donald J. Borut
wrote, "We urge you to support H.R. 2
so that the nearly 7 million 'children
who are currently receiving SCHIP
benefits can continue to receive SCHIP
benefits and an additional 4 million
uninsured children, including the chil-
dren of legal immigrants, may receive
health care coverage as soon as they
need it. Additionally, your support of
the legislation will help ensure for state
and local governments the flexibility
they need so that children within their
states and cities have access to afford-
able and appropriate health care."
According to the bill's supporters,
the House bill would provide sufficient
funding to increase coverage from
about 6.6 million children in low -
income households to 11 million chil-
dren.
The bill would also restore health
insurance benefits to the children of
legal immigrants. Experts estimate that
400,000 to 600,000 immigrant children
affected by the previous restrictions
would be covered under this bill.
Under H.R. 2, the annual expense for
SCHIP would more than double from
its current level of $5 billion per year.
The bill authorizes $10.6 billion in FY
2009, $12.5 billion in FY 2010, $13.5
billion in FY 2011, and $15 billion in
FY 2012.
Despite bipartisan support for the
bill, a number of more conservative
members of Congress expressed con-
cern about expanding the program to
immigrants or an additional 4 million
children before the original goal of pro-
viding health care to all children resid-
ing in low income households was
achieved. But proponents of the bill
argued that children of legal immi-
grants are less likely to receive immu-
nizations and dental care than other
children and pregnant women who are
legal immigrants are less likely than
women who are citizens to receive pre-
natal care.

Committees Workshop
The City of Plantation will host an
advisory board workshop on January
30. The workshop will cover the do's
and don'ts of advisory boards, and
will explain how to resolve conflicts
and build relationships. Participants
will learn to channel conflict into con-
structive cooperation as well as solve
problems, save city dollars, build sup-
port and utilize citizen volunteer time
productively. Elected officials, advisory
board members, administrators and
anyone who works with their citizen
boards and committees should attend.
The workshop will be held from 12:30
p.m. - 4:00 p.m. Registration is $45. The
registration deadline is January 23.
Each year, the League holds four of
these workshops in different areas of
the state. If your city would like to host
a workshop, or to register for the Janu-
ary 30 workshop in Plantation, contact

FAST Fly -In
The Florida League of Cities' Federal
Action Strike Team (FAST) Fly -in to
Washington, D.C., is scheduled for
February 24 -26. City officials are
encouraged to attend. With a new
administration and Congress, this will
be an important opportunity to talk to
Florida congressional members on
key issues affecting Florida's cities.

The State Revolving Fund may receive
up to $400 million for wastewater and
stormwater treatment projects, and the
Section 319 NPS grant program will
receive up to $40 million for stormwater
retrofitting treatment projects. While
details are unknown, the Florida De-
partment of Environmental Protection
(DEP) would like to begin planning on
how it might use these funds when they
