request should be denied. Chairman Fleischer stated that the Public Hearing
was closed and asked for a motion.

Dr. Austin presented his request to the Board together with a. Zoning
Petition bearing the signatures and addresses of nine persons residing
in the surrounding area, attesting they had no objections to the request
being granted. The names and addresses were read into the Minutes by
Chairman Fleischer. Dr. Austin presented to the Board two photographs
showing his present facilities and holding area for the animals .
Chairman Fleischer asked if there was anyone present who wished to
speak in favor of the applicant and there was not.
Chairman Fleischer asked if there was anyone present who wished to
speak in opposition to the applicant.
Mrs . Patsy Masters of 6040 S. W. 86th Street and Mrs . Cathy McCann
of 5820 S. W. 87th Street requested the Board deny the request of the
applicant because the present zoning of the property in question is
a buffer zone and granting the request would create a spreading of
C-3 zoning which would drastically effect the Master Plan. They
suggested that perhaps Dr. Austin could accomplish the necessary
changes to his property with a request for a variance instead of
rezoning to C-3 which they considered to be dangerous and unwise.
Mr. Coburn arrived at 8:00 P. M.
A discussion was had by the Board and Dr. Austin wherein it was
suggested to Dr. Austin that his hearing be deferred until the next
regular meeting of the Planning Board and that in the meantime he meet
with his architect to prepare a. new set of plans, perhaps two stories
if necessary, with the RO zoning he now has with the present set backs
and parking and landscaping which will conform to the zoning code.
MOTION: By Mr. Bra.m, seconded by Mr. Pendergrass, to defer the
request until the next regular meeting of the Planning
Board and Dr. Austin to bring with him a site plan showing
exact dimensions and required parking spaces.

Gentlemen:
it is believed the zoning changes required are justified for the
following reasons:
1 . The proposed addition is for Ithe purpose of putting all of
the Animal Clinic under roof. All runs will be inside instead
of outside as at present. New construction will be sound and
air-conditioned. Almost all of proposed expansion is already
surrounded by block wall and used as an open yard for holding
animals during the day. We will be much less noisy for our
neighbors with the new construction.
2. We are on city sewage line and thus do not need the space for
septic tank and drainage field as when building was originally

3. C-3 zoning borders propertyon North side.
4. Clinic was originally built under C-3 zoning which was changed
to R-0 several years after clinic was in operation.
5. Parking and landscaping requirements are not exceeded under
