The existing clinic by the name "Animal Clinic" is proposing to install an awning with no signage, existing conditions and sign are to remain. The proposed awning is located in the "RO" Residential Office zoning district. The applicant is proposing to install a new awning with no signage. The awning is to be placed on the front facade of the existing one-story building, facing SW 62nd Avenue the west facade of the building. The proposed awning, as indicated on the site plan and photos, will be attached to the existing horizontal member of the building above the entrance. The proposed description of the material: Reflections 611N 150Z 2012 Blue and will be presented at the meeting. The applicant is seeking final approval from the ERPB. CALL TO ORDER Action: Mr. Trautman, Chairman called the meeting to order at 8:35 A.M. II. PLEDGE OF ALLEGIANCE Action: The Pledge of Allegiance was recited in unison. III. ROLL CALL Action: Mr. Trautman performed roll call. REQUESTS ARE AS FOLLOWS: 1) NEW CONSTRUCTION : PRELIMINARY: JERPB-07-0751 Applicant: Mr. Gustavo Fernandez Location: 7230 SW 63 Court South Miami, FL Request: Applicant is requesting preliminary approval for a new construction. Applicant Present: Bill Placiencia(Architect) Mrs. Cabrera read the item into the record. I ERPB Mins 9- 18 -2007 Pg 1 of 7 Action: Mr. Trautman questioned why the architect proposed a pitched roof. The architect responded that the owner preferred a pitched roof because it provides a greater residential feeling. The architect added that the pitched roof provides them the opportunity to use a metal roof for better protection during hurricane season. Mr. Bedell questioned if a cistern will be used to collect the storm water and used for irrigation purposes. The architect responded it was not discussed with the owner but it will be considered. He advised the applicant that he would need emergency overflows in the event the pipes were to clog. Mr. Balli advised that although the house has great details, the design was overwhelming. He added that there are too many gutters and does not find the need for wide gutters especially when it protrudes nearly four feet. The two feet by two feet band will require plenty of concrete and the allocated funds will be insufficient when compared to the required labor needed in order to produce the plate around the gutters. The two feet by two feet area could hold plenty of water however the two inch pipe could easily be clogged. It should be well proportioned in order to avoid complete water discharging into the gutters. Mr. Balli asked the applicant to reconsider adjusting the design. Mr. Chandler stated that he was baffled with the design and was concerned that a large garage door and a big parking space would be visible on the front facade. He added that the street entry gives the concept of a "McMansion." The proposed plan seems peculiar and the house itself is intrusive. Mr. Balli questioned the wide impervious surface in front of the garage. He suggested that the applicant could reduce the driveway access sixteen (16'-0") feet from the street. Mrs. Cabrera- Hernandez suggested the applicant separate the entrance walkway from the driveway. Mr. Trautman advised that the applicant's site plan illustrated a drain field however it did not show a reserved drain field. He suggested the applicant should consider including the reserved drain field in the plans before obtaining permits. Mr. Chandler questioned if the pond had a required maximum. Mrs. Cabrera-Hernandez replied that there is a maximum height for physical barriers. However if the pond was in question, a final response cannot be determined unless it is detailed in the plans. Mr. Chandler stated that it would be advantageous to divide the mass into two. In doing so, it will help with the reading of the entrance because, as shown, the garage projects from the house facade. He indicated he would rather see a smaller garage and a greater entrance. Mr. Trautman agreed with Mr. Chandler in that the garage within proximity of the opening front door was overwhelming. Mr. Chandler then stated that if the band could become more about the entrance it would help screen the garage door. Mr. Fernandez questioned if the applicant would consider changing the roof slope. The change may solve,a small part of the break between the horizontal banding and the roof. The house ERPB Mins 9- 18 -2007 Pg2of7 underneath will integrate more by re-emphasizing the horizontality of the home. Mr. Fernandez then stated that the palm makes a ninety degree turn at the front allowing for the integration of the walls, which in turn soften the front elevation. The applicant agreed. The applicant referred to sheet A-6 which indicates the location of a cross section of the pond. The pond will be close to the ground one (1') foot deep. Mr. Chandler replied that although nice, the applicant should consult with Mrs. Cabrera-Hernandez regarding the size of the pond. Mrs. Cabrera-Hernandez responded that after eighteen inches in depth it no longer considered a pond but rather a pool. Motion: Mr. Trautman moved to defer the application in order to provide the applicant ample time to review the recommendations made by the Board. Mrs. Mark seconded the motion. Mr. Trautman stated he appreciated the clarity of the design and that the applicant was at a beginning of a nice design. The applicant inquired if he could obtain a copy of the Board's recommendations. Mrs. Cabrera-Hernandez responded with an affirmative. Vote: 6 Approved 0 Opposed 3 Absent(Mr. Jude, Mr. Rivera, and Mrs. Morales-Fernandez) 2) NEW CONSTRUCTION: PRELIMINARY: JERPB-07-0771 Applicant: Mr. Giorgio Balli Location: 6048 SW 86 Street Request: Applicant is requesting preliminary Applicant Present: No applicant was present. approval for a new construction. • Mr. Balli recused himself from this item. Mrs. Cabrera read the item into the record. Action: The Board members questioned where the chosen colors will be used. Mrs. Cabrera- Hernandez described the designation for the exterior colors. Mr. Trautman questioned the color combination distribution. Mr. Bedell suggested the placement of a small window in the walk-in closet and Mr. Chandler also suggested the installation of a small window over the bathroom toilet. Mr. Chandler added that the home seems large, however, it sits on a large property with an extra two-thousand square feet that could be used. Mr. Trautman, Mr. Fernandez, and Mr. Chandler discussed the need to emphasize the front parapet (vertical element) at the front fagade. Mr. Chandler stated he was concerned that the shutters on the front elevation are not geometrically aligned with the window. The shutters have a different radius when compared to ERPB Mins 9- 18 -2007 Pg 3 of 7 tl the actual window. The arc covering the first panel is too high and is not shown elsewhere. Mr. Chandler recommended eliminating the arched shutter. Motion: Mr. Bedell moved to grant preliminary approval subject to the following recommendations: • Two windows shall be added to the east elevation. • Revise the front elevation at the entry way in order to provide a vertical element. • Reconfigure or eliminate the arched shutter on either of the front arched windows. • Implement staff's conditions. Mr. Chandler seconded the motion: Mrs. Mark questioned whether the size of the driveway was too large. Mr. Trautman and Mr. Chandler responded that the driveway was further back and had a narrow entry. Mrs. Cabrera-Hernandez inquired whether the colors were approved. The Board members responded that further clarification regarding the location of the color will be needed. Vote: 5 Approved 0 Opposed I Recused (Mr. Balli) 3 Absent(Mr. Jude, Mr. Rivera and Mrs. Morales-Fernandez.) • Mr.Balli returned to the Board at this time. • Mr. Perez entered at this time. 3) NEW CONSTRUCTION: PRELIMINARY: [ERPB-07-078] Applicant: Mr. Manuel Gutierrez Location: 7615 SW 62 Avenue Request: Applicant is requesting preliminary approval for a new construction. Applicant Present: Manuel Gutierrez and Mrs. Mariani Mrs. Cabrera read the item into the record. Action: Mr. Gutierrez advised the proposed project will be an orthodontist/dentist office. It will be a three thousand square feet facility with basement parking. Mr. Fernandez stated that the required parking was fifteen parking spaces and the plans identify nineteen spaces. He informed that because the project abuts the residential neighborhood a five feet rear setback was increased to an eight feet rear setback, providing a greater buffer. He inquired whether it would be possible to increase the rear setback beyond the eight feet by reducing the parking spaces. The architect responded that the business is always busy therefore they need the additional parking spaces. ERPB Mins 9- 18 -2007 r Pg4of7 Mr. Chandler inquired if the applicant was allowed to have one remote exit in the front if parking regulations require two remote exits. Mr. Trautman responded that the requirement Mr. Chandler referred to was for covered parking and this basement was considered an open parking. Mr. Chandler expressed concerns regarding the three feet by ten inch (3'-10") drop without a handrail around the parking. The applicant explained that the design concept was to avoid the handrail and eliminate the rear entrance. The applicant mentioned that a hedge on the sides would be suitable in order to avoid the need of a rear entrance. He added that there are fences on the north, south, and west side of the property. Mr. Bedell advised the applicant to consider the landscape maintenance. Mr. Gutierrez responded with and affirmative adding that if a gate were installed it would restrict the rear area. It would be a better option instead of having rails everywhere. Mr. Chandler commended the architect for following Land Development Code when creating the design. Mr. Bedell stated that the roof is too high and should be reduced. Mr. Gutierrez responded that it was analyzed several times but if the roof were reduced in height the building will not have a presence considering that the neighboring properties are two-story buildings. Mr. Balli questioned the type of roof system that would be used. Mr. Gutierrez replied that he will use rafters. Mrs. Mark questioned the location of the dumpster. Mr. Gutierrez responded that a container with wheels exits next to the lounge and it will be collected by a private trash collector. Mrs. Mark inquired how the medical waste will be disposed. Mrs. Mariani, the applicant, responded that an individual collects the waste in a plastic bag which is taken from small box contained within the facility. Mrs. Mark expressed her concerns regarding the four air conditioning systems located at the rear. She recommended relocating the system to the north side in order to avoid noise concerns. Mr. Trautman responded that anything above thirteen decibels will not be heard. Mr. Bedell stated that the landscape architect has heavy landscaping. Mrs. Mark questioned if the parking area would be lit. Mr. Gutierrez responded affirmatively. Mrs. Mark stated that the applicant must illustrate a lit parking area on the plans before final approval. Motion: Mr. Trautman moved to grant preliminary approval for the project with the following conditions: • The lighting scheme shall be shown for the final presentation. • Provide a scheme for a barrier fence. • Staff's conditions. Mr. Bedell seconded the motion. Action: The applicant advised that the purpose for the awnings was to provide weather coverage for his patients. Mrs. Mark inquired if the request was for a renewal of a previously approved application that lapsed the six month time frame. The applicant responded affirmatively. Mr. Trautman stated that in the remarks section a statement he said was not included and would like for it to be included and reads as follows: "The second-story setback different from the first- story setback was a mistake and prescribing the shape of a house was not a good idea." REMARKS Mr. Perez advised that during the last City Commission meeting the Green Task Force ordinance was approved. The Task Force will be composed of seven (7) members one from the Planning Board, Environmental Review and Preservation Board, Historic Preservation Board, local developer, and two local residents plus a member of the City Commission. The City will be the first in Dade County with a Task Force and will probably be the first in the state to have a LEED ERPB Mins 9- 18 -2007 Pg6of7 certified home in a historic district. He advised that the Board must appoint a member to serve on the Green Task Force. Motion: Mr. Bedell nominated Mr. Chandler to serve on The Green Task Force Board. Mrs. Mark seconded the motion. BACKGROUND &STAFF ANALYSIS: This project was previously approved by the ERPB of December 19, 2006, with the following condition: 1. The applicant changes the plans to show the awning all across the entire front facade of the building and not the partial awning on the submitted plans. As per the regulations set forth in Section 20-5.11(L) of the Land Development Code, which states that final approval by the ERPB shall lapse after six (6) months if no permit is issued, except as may be extended by the ERPB for a period not to exceed six (6) months, the applicant applied for a building permit on July 18, 2007, but was disapproved because of this regulation. Therefore, the applicant is reapplying for approval from the Board at this time. For additional information, please refer to the attached meeting minutes, dated December 19; 2006.
