Vageline, Director Re: Temporary Parking Lot at Planning and Zoning Departmeng South Miami Hospital At the ERPB meeting of October 19, 2010 the members of the ERPB asked about the parking lot being constructed at 7211 SW 62 Street across from the South Miami Hospital. This report attempts to describe the work being done and put it in context of ERPB review. The South Miami Hospital is currently planning construction for the expansion of the Emergency Room Building on the campus. The preparation for the construction has been underway for a period of time. As a place is prepared for the construction of the expanded building, existing parking needed to be moved off campus to allow for the - placement of a staging area for the building on campus. In addition, the construction trailer used for the construction needed to be placed such that it would not be in the way of the proposed work. I The parking lot site at 7211 SW 62 Street is being prepared for the placement of the construction trailer for the expanded Emergency Room Building. The construction trailer is to be in the northeast corner of the property. The hospital construction staff will be using the property for parking. The parking lot will also be used by hospital employees as needed. There will be no public parking on this site. The parking will be controlled by a gate near the entrance to the parking lot. The access point to the parking lot is the same curb cut as served the original building on the property. The curbing located in the parking lot is minimal to control the parking of cars. Wheel stops are used at the ends of i the parking spaces. There is no irrigation on the property. It is planned to use stone in the areas that are to remain pervious. The parking lot will be used for this purpose for the better part of 4 years. The ERPB will soon see the plans for the expanded Emergency Room Building as a formal application. As the construction proceeds, the construction of the new portions of the building will be first. This will be followed by the construction of the renovation of the existing portions of the building to remain. The parking lot is planned to retain the green fabric on the chain link fences surrounding the property while in use. STATUS UPDATE: On December 7, 2010 the Environmental Review and Preservation Board (ERPB), approved as presented the design request for the new construction, modification and expansion of the Emergency Department and Surgical Services, also known as the Pavilion Building Clinical Expansion. The ERPB granted preliminary approval as presented on November 2, 2010 BACKGROUND: South Miami Hospital requested modifications to the adopted 2002 South Miami Hospital PUD narrative and Concept Plan (Planned Unit Development— Hospital Zoning District), in December 2009, and was deemed to be a minor change on January 14, 2010. Because of this, the modification and expansion of the Emergency Department and Surgical Services, collectively known as the Pavilion Building Clinical Expansion was allowed to proceed. This is Project Two: ,Pavilion Building Clinical Expansion, as approved in Resolution No. 188-02-11537 (copy attached) on December 3, 2002 by the City Commission. 7211%SW 62 Avenue ERPB-11-006 presented on March 15, 2011 Exterior Renovations — Physical Barrier Page 2of2 STAFF ANALYSIS: As a part of the site preparation, the applicant is requesting approval of the temporary staging area for the new construction of the Pavilion Building Clinical Expansion. The newly proposed scope includes a second trailer on the site and a physical barrier, across the front of the property that faces SW 62 Avenue. The attached plans refer to a six foot high chain link fence with a hedge. The fence and shrub detail illustrate the intent. Refer to the attached plans for detailed information pertaining to the exact location and the specific work to be performed at the subject site. It is important to note that no signage is proposed and that this staging area is in support of the Clinical Expansion project. RECOMMENDATION: Final Approval with the following conditions: 1) Consistent with City Commission Resolution No. 188-02-11537 for the South Miami Hospital in 2002; 2) Shall comply with the FBC requirements; 3) Signage is not a part of this application; and, 4) Any comments and/or suggestions from the Board. The ERPB granted preliminary approval as presented on November 2, 2010 BACKGROUND: South Miami Hospital requested modifications to the adopted 2002 South Miami Hospital PUD narrative and Concept Plan (Planned Unit Development — Hospital Zoning District), in December 2009, and was deemed to be a minor change on January 14, 2010. Because of this, the modification and expansion of the Emergency Department and Surgical Services, collectively known as the Pavilion Building Clinical Expansion was allowed to proceed. This is Project Two: Pavilion Building Clinical Expansion, as approved in Resolution No. 188-02-11537 (copy attached) on December 3, 2002 by the City Commission. 7211 SW 62 Avenue ERPB-11-006 presented on March 1, 2011 Exterior Renovations — Physical Barrier Page 2 of 2 STAFF ANALYSIS: As a part of the site preparation, the applicant is requesting approval of the temporary staging area for the new construction of the Pavilion Building Clinical Expansion. The newly proposed scope includes a second trailer on the site and 'a physical barrier, across the front of the property that faces SW 62 Avenue. The attached plans refer to a six foot high chain link fence with a hedge. The fence and shrub detail illustrate the intent. Refer to the attached plans for detailed information pertaining to the exact location and the specific work to be performed at the subject site. It is important to note that no signage is proposed and that this staging area is in support of the Clinical Expansion project.
