The properties in question include 7150-7160 S.W. 62 Avenue, owned by Ms. Virginia Elias who is represented by Al Elias, and 6233-6235-6237 S.W. 72 Street (Sunset Drive), owned by Ms. Bettina Dick who is represented by Ms. Doris Hall. 2. Per your discussion at the February 4, 1997 City Commission Meeting and at your request, invitations were sent to property owners, their representatives and the representatives of Interval International, Inc., which invited the parties to meet with you and to discuss issues related to parking on the subject properties (copies of the letters are in the attached file). 3. Pursuant to your meeting on February 19, 1997, with Mr. Al Elias and representatives of the Interval International, Inc., (Ms. Hall did not attend), the following issues were established: a. unimproved portions of these properties are being utilized as a parking lot; b. such unimproved portions of these properties need to be paved and improved; c. the first step towards reaching a solution is to hold these talks to discuss the issues; d. prior actions regarding such unimproved portions were never legally resolved; and, e. as a general concern, off-street parking is a now problem in the City of South Miami. Mr. Elias proposed 3/4-inch asphalt, a slurry pipe for drainage, and a waiver for landscape requirements, since the Elias portion of this site is to be redeveloped in about 18 months. Conclusion: parties have met and will frame a solution and set a time certain for solution. 4. The date for a follow-up session to finalize the solution is pending. The lots are located just northwest of the intersection of Sunset Drive and SW 62nd Avenue. Lots that are to be used for parking cars within Dade County must receive approval from DERM to make sure that they pose no threat to the water table. Eduardo Vega,from DERM's Plan Review Session,said as far as the lots in question, it is"more than likely they did not[get approval].- Parking lots are required to provide necessary drainage and baffles,Vega said,to sep- arate oil from rainwater. Dudley Brown, also in DERM's Plan Review Session, was not familiar with the lots and also did not think they had received DERM approval. "I don't think they've talked to DERM,"he said. The lots'owners,Patina Dick and Al Elias,could be cited by the county if the lots do not meet the minimum requirements for environmental safety. Elias denied any wrongdoing and said that there is no pollution of the soil or water table on his lot. "If there is any pollution it's from the Chevron station,"Elias said,referring to the gas station located next to the lots. Dick could not be reached for comment. The lots are being used by Interval International employees until a more permanent parking facility can be built. "Interval needs a temporary parking situation for the next 10 to 12 months,"Elias said. "I've met with Interval and the city manager and we are moving ahead:' Elias has had to deal with parking problems on the property before.People were park- ing their cars on his lot without permission.Elias said he tried to prevent people from park- ing there and was confronted at gunpoint on two occasions. That is when he told the City of South Miami to start towing the cars. Nothing was done about the matter at the time.However,several city officials have indicated that a"spe- cial arrangement"was made in a previous administration. Current city manager L.Dennis Whitt refused to accept that answer and has scheduled meetings with the involved parties to get some -so ers of-his own. City Manager "City of Pleasant Living" DERM: Lots may ose a environmenta threat BY CHRO JUNM /RD Two vacant lots in South Miami being used as makeshift parking lots pose a threat to the water table,according to Metro-Dade's Department of Environmental Regulation and Management(DERM). The lots are located just northwest of the intersection of Sunset Drive and SW 62nd Avenue. Lots that are to be used for parking cars within Dade County must receive approval from DERM to make sure that they pose no threat to the water table. Eduardo Vega,from DERM's Plan Review Session,said as far as the lots in question, it is"more than likely they did not[get approval]." Parking lots are required to provide necessary drainage and baffles,Vega said,to sep- arate oil from rainwater. Dudley Brown, also in DERM's Plan Review Session, was not familiar with the lots and also did not think they had received DERM approval. "I don't think they've talked to DERM,"he said. The lots'owners,Patina Dick and Al Elias,could be cited by the county if the lots do not meet the minimum requirements for environmental safety. Elias denied any wrongdoing and said that there is no pollution of the soil or water table on his lot. "If there is any pollution it's from the Chevron station,"Elias said,referring to the gas station located next to the lots. Dick could not be reached for comment. The lots are being used by Interval International employees until a more permanent parking facility can be built. "Interval needs a temporary parking situation for the next 10 to 12 months,"Elias said. "I've met with Interval and the city manager and we are moving ahead." Elias has had to deal with parking problems on the property before.People were park- ing their cars on his lot without permission.Elias said he tried to prevent people from park- ing there and was confronted at gunpoint on two occasions. That is when he told the City of South Miami to start towing the cars. Nothing was done about the matter at the time.However,several city officials have indicated that a"spe- cial arrangement"was made in a previous administration.
