In accordance with our recent telephone discussions and your
transmittal of July 21st, please be advised that we have performed
calculations of the existing pervious/impervious ratios at the
above referenced project and the effect of the proposed mechanical
equipment pad on these ratios. A site survey sketch is attached.
The existing hospital site contains 401329 square feet. Of that
area, 5, 958 square feet is .pervious and 34, 371 is impervious.
Therefore,

LETTER OF INTENT/ NATURE OF HARDSHIP
HEALTHSOUTH LARKIN HOSPITAL
KITCHEN EXHAUST HOOD DUCT REWORK
INTENT
HealthSouth Larkin Hospital has been experiencing problems with its kitchen exhaust
hood make-up air. The problem is inherent with the design of the existing system. This
system was designed and constructed to receive the required exhaust hood make-up air
through wall louvers located in an exterior wall of the Hospital. With the addition of
the north wing and the increased air quality standards, these louvers were removed.
The lose of this outside make-up air has created the problem that the Hospital is
currently faced with. The kitchen is exhausting conditioned air from the Hospital,
consequently this additional demand is over taxing the Hospital's air conditioning
system; which has created a warmer then normal environment for the Hospital. The
kitchen experiences extreme heat during the summer, therefore making it unsafe and
an uncomfortable environment in which to work. Gresham Smith and Partners
recommends installing a make-up air supply unit that will supply the required amount
of air to the kitchen exhaust hood to correct this problem.
Our solution will require installing a make-up air handling unit in the NE comer of the
Hospital adjacent to the Emergency Room parking lot. The construction will consist
of building a concrete masonry unit screen wall with a stucco finish to match the texture
and color of the existing Hospital. The make-up air unit and associated ductwork will
be located on a new concrete pad.
HARDSHIP
The Hospital itself is located on a small parcel of land. The foot print of the Hospital
occupies the majority of the land making it exceed the allowable impervious area
adopted by the City of South Miami.
The design solution developed by Gresham Smith and Partners to correct the Hospital's
problems would reduce the impervious area by no more then 0.2%which is virtually no
impact on the impervious area.
Without a variance on the impervious area the Hospital will not be able to correct the
deficiency that exist in its Kitchen and comply with the other design requirements
established by the City.

This memorandum summarizes my phone conversation with Mr. Andrew Burell of Gresham,
Smith and Partners regarding his impervious coverage variance request for HEALTHSOUTH
Larkin Hospital (see my letter attached). I informed him of the proposed administrative variance
ordinance and explained to him how this ordinance could help his situation. I sent Mr. Burell
a copy of the proposed ordinance and the date it will come before the City Commission. Also
Mr. Buret] is well aware that the administrative variance ordinance has not yet been approved
by the City Commission.
