McDowell, Director Building, Zoning & Community Development City of South Miami 6130 Sunset Drive South Miami , Florida 33143 Dear Mr. McDowell: The foregoing application is necessitated inasmuch as the com- munity demand for expanded health care services has increased to the point that it is necessary to upgrade the current Larkin General Hospital facility. Such upgrading has to be performed within the confines of the existing property owned by the Hospital. Some of the improvements have been requested by the Joint Commission on Accreditation of Hospitals, as well as the State Department of Health & Rehabilitative Services. We have attempted to acquire additional property in the area; however, thus far, we have only been able to acquire one additional corner parcel . The areas of the Hospital such as nuclear medicine, ultrasound, endoscopy laboratory and radio- logy have experienced dramatic changes in space and personnel requirements, consistent with growth in technology. Given the need for expansion and taking into account the most cost effec- tive means of providing the additional services needed as well as modernizing the existing Hospital, Larkin General Hospital has developed the program outlined in the attached site plan. This proposed project will not increase the number of licensed beds at Larkin General Hospital, but will increase space for support services as enumerated above, as well as converting semi-private rooms to private rooms and adding additional private rooms. Larkin General Hospital will remain a 112 bed hospital. The Hospital' s space constraints were compounded by the con- demnation of some of our property for the expansion of S.W. 62 Avenue. The Hospital has taken into account the needs of the residents in the area and the submitted plan reflects a substantial increase in the landscaped area, and includes certain aesthetic improvements to the overall Hospital. The requested variances meet the intent of the newly adopted com- prehensive plan for South Miami. "DEDICATED TO THE ART OF HEALING" �I July 31, 1981 LARKIN GENERAL HOSPITAL' Mr. Carter N. McDowell Page Two As part of this project, the entire parking lot is being re- done and upgraded to come into compliance with the spirit of the new parking ordinance. These changes to the parking lot . will significantly improve the appearance and circulation while increasing the landscaped area. At the current time, there are many employees of Larkin Gen- eral Hospital that live in the area and are able to walk to work, thus somewhat reducing our need for parking spaces. With our close proximity to the new transit station as well as the proposed increase of our bus service in the immediate area, even larger numbers of our employees, patients and visitors will be able to avail themselves of public trans- portation and further reduce our requirement for parking spaces. The 6 foot setback on the South end of the building to permit the addition of an elevator is required because of the in- creased utilization of the Hospital. The adjoining property owner supports our application for this variance. The setback required on the North side of the Hospital creates no hardship to the community and the only affected property owner is the Hospital, who owns the parking lot to the North of the Hospital. One intent of this project is to enhance the aesthetic appeal of the building and grounds. We feel this will have a positive impact on the City of South Miami' s already growing medical center complex. These plans have been approved by the Health Systems Agency of South Florida' s Review Committee as well as their Board of Directors. The Office of Community Medical Facilities of the State of Florida Department of Health & Rehabilitative Services have reviewed and approved these plans and issued a Certificate of Need. Additionally, the Medical Facilities Architect for the State of Florida Plans and Construction section performed a de- tailed review of these plans with our architect. The State architect approved the schematic plans as appropriate in space utilization, patient and staff flow, and code compliance. Overall, the expansion of services, new construction, new equip- ment, renovations, upgrading and modernization program will re- sult in expenditures exceeding $3,000,000, will provide July 31, 1981 LARKIN GENERAL HOSPITAL A Mr. Carter N. Staff- recommends approval of all requests including the elimination of six landscaped islands . The reason for recommending approval of the variances to allow reduced landscaping and elimination of the required landscaped islands is that the proposed plan is a tremendous improvement over the existing condition , and the applicants have agreed to provide at least the same number of trees as would normally be required . The proposed plan also eliminates two driveways on S . W. 70th Street which will be important once the transit station opens . The variances for building setbacks . are because the existing elevators are hydraulic and cannot be rebuilt to serve another story without closing the hospital . Hence, the new elevators have to be either added on to the end of the corridors in the side setbacks or added to the front of the building , which. i-s less desirable . In addition , the side corner setback will be no worse than the Plaza 7000 building immediately across the street. Finally, the variance to allow a permanent canopy is a matter of aesthetics . The permanent canopy designed as part of the overall facade will undoubtedly be more attractive than a temporary canopy that is simply attached to the front- of the building . In addition , it will probably be safer in the event of a hurricane . Staff recommends approval of all requests including the elimination of six landscaped islands . The reason for recommending approval of the variances to allow reduced landscaping and elimination of the required landscaped islands is that the proposed plan is a tremendous improvement over the existing condition , and the applicants have agreed to provide at least the same number of trees as would normally be required . The proposed plan also eliminates two driveways on S . W. 70th Street which will be important once the transit station opens . The variances for building setbacks are because the existing elevators are hydraulic and cannot be rebuilt to serve another story without closing the hospital . Hence , the new elevators have to be either added on to the end of the corridors in the side setbacks or added to the front of the building , which is less desirable . In addition , the side corner setback will be no worse than the Plaza 7000 building immediately across the street. Finally, the variance to allow a permanent canopy is a matter of aesthetics. The permanent canopy designed as .part of the overall facade will undoubtedly be more attractive than a temporary canopy that is simply attached to the front of the building. McDowell , Director Building, Zoning & Community Development City of South Miami 6130 Sunset Drive South Miami , Florida 33143 Dear Mr. McDowell: The foregoing application is necessitated inasmuch as the com- munity demand for expanded health care services has increased to the point that it is necessary to upgrade the current Larkin General Hospital facility. Such upgrading has to be-per- formed within the confines of the existing property owned by the Hospital. Some of the improvements have been requested by the Joint Commission on Accreditation of Hospitals, as well as the State Department of Health & Rehabilitative Services. We have attempted to acquire additional property in the area; however, thus far, we have only been able to acquire one additional corner parcel. The areas of the Hospital such as nuclear medicine, ultrasound, endoscopy laboratory and radiology have experienced dramatic changes in space and personnel requirements, consistent with growth in technology. Given the need for expansion and taking into account the most cost effective .means of providing the additional services needed as well as modernizing the exis- ting Hospital , has given birth to the development program as outlined in the attached site plan. The Hospital 's space constraints were compounded by the condem- nation of some of our property for the expansion of S. W. 62 Avenue. The Hospital has taken into account the needs of the residents in the area and the submitted plan reflects a sub- stantial increase in the landscaped area, and includes certain aesthetic improvements to the overall Hospital. The entire parking lot is being redone and upgraded to come into compliance with the spirit of the new parking ordinance. The 1 foot encroachment into the required 25 foot intersection cross visibility area is necessitated, in that the ancillary tower is being constructed flush with the existing building and will be no closer to S. McDowell July 31, 1981 The variance on the South end of the building to permit the addition of an elevator is required because of the increased utilization of the Hospital. The adjoining property owner supports our application of this variance. The variance re- quired on the North side of the Hospital creates no hardship to the community and the only affected property owner is the Hospital, who owns the parking lot to the North of the Hospital. Overall, the expansion, upgrading and modernization program should result in construction of approximately $4 ,300,000 and will result in additional employment, business and professional opportunities to the area.
