Jack Block Mayor, City of South .Miami. and Councilmen 6130 Sunset Drive South Miami, Fla. 33143 Gentlemen: .The reason for the requested change in zoning from a convalescent home to a general hospital is two-fold. We have made a very extensive study of the Dade County area and in particular, the south portion of Dade. This study is enclosed with this letter- and points out the critical shortage of hospital beds in this area with very little likelihood of the supply catching up with the demand for many years to -come. We know of countless cases where people have to wait one or more weeks to be admitted to a hospital. The other reason is that a study shows that the demand for convalescent home beds is not as acute as hospital beds and the convalescent home supply may meet the demand much sooner than the demand for hospital beds. The enclosed plot plan indicates that the additional parking requirements for a hospital have been provided. Having a hospital in this area will be advantageous, inasmuch as it will provide needed additional services to the South Miami population. A general hospital will -also employ many more people than a convalescent home and therefore would be of much greater benefit to the community as a whole. The bed need is 6,494 and the adjusted bed need is 7, 143 . The civilian population current for age 65 and over is 121, 200 and the projected is 150,:000. Elderly patients are hospitalized more often, stay for longer periods of time and tend to use the ancillary services to a higher degree. The survey by the Florida State Plan for 1968 found that the total bed capacity for general hospitals in Dade County was 5, 169 and of these there were 3, 902 conforming to the various standards . On the basis of these figures, it can be seen from the existing beds and the projected need - there is a shortage of some 2, 000 beds. POPULATION STUDY Dade County's population has shown phenomenal growth which projections indicate will continue for the next two decades. In 1950, the population of Dade County was slightly less than one-half million people, with the majority located in Miami and those areas immediately abutting Miami. From 1950 to 1960, the population nearly . .doubled, fanning out in all directions from Miami. Jack Block Mayor, City of South Miami and Councilmen 6130 Sunset Drive South Miami, Fla. 33143 Gentlemen: The reason for the requested change in zoning from a convalescent home to a general hospital is two-fold. We have made a very extensive study of the Dade County area and in particular, the south portion of Dade. This study is enclosed with this letter and points out the critical shortage of hospital beds in this area with very little likelihood of the supply catching up with the demand for many years to come. We know of countless cases where people have to wait one or more weeks to be admitted to a hospital. The other reason is that a study .shows that the demand for convalescent home beds is not as acute as hospital beds and the convalescent home supply may meet the demand much sooner than the demand for hospital beds. The enclosed plot plan indicates that the additional parking requirements for a hospital have been provided. Having a hospital in this area will be advantageous, inasmuch .as it will provide needed additional services to the South Miami population. A general hospital will also employ many more people than a convalescent home and therefore would be of much greater benefit to the community as a whole. The bed need is 6,494 and the adjusted bed need is 7, 143. The civilian population current for age 65 and over is 121, 200 and the projected is 150,000. Elderly patients are hospitalized more often, stay for longer periods of time and tend to use the ancillary services to a higher degree. The survey by the Florida State Plan for 1968 found that the total bed capacity for general hospitals in Dade County was 5, 169 and of these there were 3, 902 conforming to the various standards. ' On the basis of these figures, it can be seen from the existing beds and the projected need - there is a shortage of some 2,000 beds. POPULATION STUDY Dade County's population has shown phenomenal growth which projections. indicate will continue for the next two decades. In 1950, the population of Dade County was slightly less than one-half million people, with the majority located in Miami and those areas immediately abutting Miami. The actions of the Board are subject to the final approval of the City Council. All meetings of the Board are open to the public .and four members present constitutes a quorum. The Board is required to take minutes of its proceedings and the vote of each member is recorded. The public hearing before the Planning Board 'is a courtesy public hearing for which no notification or legal advertise- ment is required. As a matter of City policy, notices are mailed to affected property owners within a 500 foot radius of the property under consideration at the Planning Board hearing. Courtesy signs are posted on the property under considera- tion for a 15 day period prior to the advertised public hearing before the City Council and the courtesy public hearing before the Planning Board.
