He stated that there was an approval f6r the nursing school. Mrs. Beckman-1 asked the applicant about building a school for nursing. Mrs. Beckman then asked who approved the nursing school. Mrs. Beckman stated that She is concerned with Larkin Hospital seeking nori-profit status. The applicant responded that the hospital has no plans on seeking a non-profit status at this time and that regardless of the zoning category this board will not inhibit in any way should the hospital decide to obtain a non-profit status... She also stated that Larkin Hospital is consulting with South Miami Hospital to gain information regarding strategies to obtain'Unity of Title and additional measures in order to obtain a non-profit status. She then stated that we will lose our land, tax dollars and tax base from the hospital becoming a non-profit organization and it will be incumbent,of the residents to pick up the slack. She stated that she would like to see the hospital expand however there is a major concern of any future plans that Larkin Hospital may have of seeking a non-profit status. Mr. Cruz asked why Larkin Hospital pursued a Unity of Title. Mr. Proctor responded that they needed to show relationship between the proper-ties. The Chairman Closed the Public Hearing. Mr. Bill Riley (the applicant) stated that he is an attorney here on behalf of Larkin Hospital. He stated that there was a variance approval Mrs. Beckman asked the applicant about building a school for nursing. The applicant responded that this building is being used presently for storage, however there is a nursing school located on another one of their properties. Mrs. Beckman then asked who approved the nursing school. Mr. Brimo responded that the nursing school is a permitted use as teaching facilities are permitted use ancillary to the.main hospital building. Mrs. Beckman stated that her concern of Larkin Hospital seeking non-profit status. The applicant responded that the hospital has no plans on seeking a non-profit status at this time and that regardless of the zoning category this board will not inhibit in any way should the hospital decide to obtain a non-profit status. NAME ADDRESS SUPPORT/OPPOSE Beth Schwartz Oppose She stated that this is her neighborhood and that all the moves that Larkin Hospital has been making are leading up to a non-profit qualification. She also stated that Larkin Hospital is consulting with South Miami Hospital to gain information regarding strategies to obtain Unity of Title and additional measures in order to obtain a non-profit status. She then stated that we will lose our land, tax dollars and tax base from the hospital becoming a non-profit organization and it will be incumbent of the residents to pick up the slack. She stated that she would like to see the hospital expand however there is a major concern of any future plans that Larkin Hospital may have of seeking a non-profit status. We have made a very extensive study of the Dade County area and in particular, the south portion" of Dade. This study is enclosed with this letter and points out the critical shortage of hospital beds in this area with very little likelihood of the supply catching up with the demand for many years to come. We know of countless cases where people have to wait one or more weeks to be admitted to a hospital. .The other reason is that a study shows that the demand for convalescent home beds is not as acute as hospital beds and the convalescent home . supply may meet the demand much sooner than the demand for hospital beds. The enclosed plot plan indicates that the additional parking requirements for a hospital have been provided. Having a hospital in this area will be advantageous, inasmuch as it will provide needed additional services to the South Miami -population. A general hospital will also employ many more people than a convalescent home and therefore would be of much greater benefit to the community as a whole. The bed need is 6,494 and the adjusted bed need is 7, 143. The civilian population current for age 65 and over is 121, 200 and the projected , is 150,;000. Elderly patients are hospitalized more often, stay for longer periods of time and tend to use the ancillary services .to, a, higher degree. The survey by the Florida State Plan for 1968 found that the total bed .capacity for general hospitals in Dade County was 5, 169 and of these there were 3, 902 conforming to the various standards. On the basis of these figures, it can'be seen from the existing beds and the projected need - there is a shortage of some 2, 000 beds. POPULATION STUDY Dade County's population has shown phenomenal growth which projections indicate will continue for the next two decades. WHEREAS, a Convalescent Home is, permitted .in the C-1 zone usage only after a public hearing determining the suitability ! of the use on the site requested, and WHEREAS, DAVID A: BROOKS duly made application for such hearing and permission on the. lands hereinafter described,. and WHEREAS, the Planning Board of the City duly held a public hearing on said application on the 5th day of July, 1967, and recommends that the City Council permit such convalescent home on the subject lands, and WHEREAS, the City Council, after the holding of a duly advertised.public hearing, finds and determines that the site involved is suitable for the operation of a Convalescent Home . and that the surrounding area would not be adversely effected by such operation; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF CITY OF SOUTH MIAMI, FLORIDA: 1. The operation of a Convalescent Home on those lands. legally described as, to-wit: Lots 1,2,3,4,5,6,7,8,18,19,20, in LARKINS CENTER, according to the Plat thereof as recorded in Plat Book 27 at Page 67 of the Public Records 'of Dade County, Florida, is hereby declared to be a suitable use of said lands and such use shall be permitted. Permitted, however, that prior to issuance of a certificate of occupancy, approved landscaping shall be installed and maintained. ' 2. It is further provided, that in the event an applica- tion for such use is not filed with the City within 180 days of the ,date of •the .adoption.of this Resolution, then the per- mission granted hereunder shall become null, void and of no force and effect and the property shall revert to its prior zoning rights without further council action.
