Dennis Whitt Date: March 6, 1997 City Manager From: Bill Mackey, eal Y� Re: Larkins Unity of Title Director of Planning& Zoning LARKINS UNITY OF TITLE I have reviewed the correspondence from Buchanan Ingersoll, dated February 24, 1997. Their letter references an Exhibit"A"which legally describes three Parcels. Those three parcels are graphically indicated on my document entitled, "Attachment l." The Unity of Title Agreements indicate a variety of sub-areas. Those sub-areas are graphically indicated on"Attachment 2. The following information may be useful to you in determining the acceptability of this request: • Parcel 1 is a parking lot which provides 98 parking spaces (per site visit 02-23-93). In addition, there are three metered spaces located adjacent to the parcel (site visit 04-06-97). • Parcel 2 is comprised of the hospital building (112 beds) and 11 parking spaces. In addition, there are 5 metered parking spaces located adjacent to this parcel (04-06-97). • Parcel 3 is comprised of the annex building (10,214 sq. ft.) and was originally configured to provide 182 parking spaces(02-23-93). Currently, only 100 parking spaces are open to the public. In addition, there are three metered spaces located adjacent to the parcel (04-06-97). • The Plaza 7000 Building is not included in any legal descriptions contained in the letter. • The hospital building on Parcel 2 requires 196 parking spaces and the annex building on Parcel 2 requires 52 parking spaces; therefore the overall required parking is 248 spaces. The facility currently provides only 217 parking spaces, but was designed to provide 295. Conclusion: Parcel 1, Parcel 2, and Parcel 3 should not be separated, due to the fact that parking is already inadequate (as a result of the closed parking areas on Parcel 3). Even with all parking spaces available, Parcel 2 and Parcel 3 do not provide adequate parking without Parcel 1. It may be important to note that the Unity of Title Agreements which are referenced in the correspondence do not include Parcel 1. Thank you. c: Earl G. Once the Hospital had this variance approval, they were then able to proceed with applying for a Certificate of Need (CON) from the State of Florida Health and Rehabilitative Services (HRS). We are requesting a twelve month extension to this variance to allow the Hospital time to secure the required approvals from the State Healthcare Agencies, HRS and Agency for Healthcare Administration (AHCA - Plans and Construction Review). At this time, HEALTHSOUTH Miami Hospital has reached a maximum capacity within our present operative suites and support services for the operating room. In addressing how to approach adding two additional operative suites, HEALTHSOUTH Miami Hospital contracted with Gresham, Smith and Partners to study the Hospital 's present layout and patient flow within the building. They also reviewed every available option in order to accommodate the program requirements . Their study found that additional square footage must be added to the building. Specifically, Gresham, Smith and Partners recommended that HEALTHSOUTH build a four story addition of approximately 5,800 square feet, at the end of the East patient wing. The new addition would house two new operating room on the fourth floor, operating room support on the third floor, physical therapy and treatment on the second floor and medical support services on the ground floor. A mechanical penthouse will be located on the roof of the new operating rooms to support the mechanical requirements of this space. The proposed mechanical room on the ground floor would support the new mechanical equipment required to correct deficiencies in the existing mechanical system. Gresham, Smith, and Partners has also investigated the possibility of locating the required space in other locations of the building. The other options investigated are not feasible as they will force the Hospital to lose services that are mandated by the State of Florida in providing patient care. In order to go forward with the proposed building program, HEALTHSOUTH Miami Hospital is requesting a variance to build this addition to the rear of the existing Hospital. Any expansion project would require a request for a variance. Previously, in order to accommodate parking and ancillary services capability for the Hospital, the Hospital purchased land across the street and built parking and ancillary services facilities . With the current land available surrounding the Hospital,. and given the fact that the proposed project needs to be added to the existing facility, there is no other feasible way to accomplish this without being required to request a set back variance. In reviewing the future viability of the Hospital in meeting the type of patient care and surgery demand it is experiencing, and long term financial success, the proposed variance is requested. Without this expansion project, the Hospital would suffer a patient care services hardship and would be severely affected to financially grow or continue to exist in the future. This project will enable us to better insure employment in the future for its 427 employees with an annual payroll of approximately $9,000,000, and a property tax of approximately $300,000, of which $70,000 goes directly to the City of South Miami. At this time, HEALTHSOUTH Miami Hospital has reached a maximum capacity within our present operative suites and support services for the operating room. In addressing how to approach adding two additional operative suites, HEALTHSOUTH Miami Hospital contracted with Gresham, Smith and Partners to study the Hospital's present layout and patient flow within the building. They also reviewed every available option in order to accommodate the program requirements . Their study found that additional square footage must be added to the building. Specifically, Gresham, Smith and Partners recommended that HEALTHSOUTH build a four story addition of approximately 5,800 square feet, at the end of the East patient wing. The new addition would house two new operating room on the fourth floor, operating room support on the third floor, physical therapy and treatment on the second floor and medical support services on the ground floor. A mechanical penthouse will be located on the roof of the new operating rooms to support the mechanical requirements of this space. The proposed mechanical room on the ground floor would support the new mechanical equipment required to correct deficiencies in the existing mechanical system. Gresham, Smith, and Partners has also investigated the possibility of locating the required space in other locations of the building. The other options investigated are not feasible as they will force the Hospital to lose services that are mandated by the State of Florida in providing patient care. In order to go forward with the proposed building program, HEALTHSOUTH Miami Hospital is requesting a variance to build this addition to the rear of the existing Hospital. Any expansion project would require a request for a variance. Previously, in order to accommodate parking and ancillary services capability for the Hospital, the Hospital purchased land across the street and built parking and ancillary services facilities. With the current land available surrounding the Hospital, and given the fact that the proposed project needs to , be added to the existing facility, there is no other feasible way to accomplish this without being required to request a set back variance.
