Mrs. Cabrera-Hernandez commented that the idea is to have the same color scheme on all the buildings that are owned by Larkin Hospital. Mr. Chandler questioned the color scheme of the building. The applicant replied that the trim of the building will be paint color#212-3. Mrs. Mark questioned if the front of the building will be painted the same color. The applicant responded that the front of the building is mostly glass and the name of the hospital is in lime stone. He further commented that if the front of the building were to be painted the color would be#111-2. Mrs. Mark questioned the intent of the project. The applicant replied the building will be repainted and adding an accent to the trim. The applicant commented that each building will be painted a similar color so that it could be identified. Vote: 4 Approved 0 Opposed REMARKS: Mr. Chandler commented that he had a brief conversation with Mayor Philip Stoddard in regards to the Board and the Mayor e-mailed several questions to ask the Board. Mr. Chandler questioned if the Board would mind having an early evening meeting as opposed to an early morning meeting. Mr. Chandler responded that the-Board is geared mostly toward professionals who would do business throughout the day. Mr. Bedell commented that most businesses are run throughout the day. Mrs. Mark commented that by.having an evening meeting contractors would have to postpone business and adjust their work schedules to attend a meeting, when instead during the morning they can come to the meeting submit and continue working throughout the day. Mrs. Mark questioned if staff recommended that the applicant reduce the sign and what is the maximum signage height allowed by code. Mr. Lightfoot responded that the Land Development Code requires for a sign to be six (6) inches in height and the signage height proposed varies from ten (10) inches to fifteen and one-half(15.5) inches. Mrs. Mark stated for the record that some of the businesses in the elevation plan are no longer in business. Mr. Chandler questioned if the applicant is replacing the lighting and signs. The applicant replied that only the awning and signs are being repaired. The applicant commented that he would like for the Board to reconsider the original signage' dimensions since the signage is not seen well from a distance. Mrs. Morales-Fernandez commented that there are small details under the companies' sign that are considered advertisement and not allowed. Mrs. Cabrera-Hernandez informed the Board that the previous details on the awning were approved by the ERPB. Mr. Trautman questioned if staff recommended for the letters of the signage to be six (6) inches max. Mrs. Cabrera-Hernandez responded yes, that is what the LDC allows. Mr. Chandler questioned what if the signage was a regular flat sign. Does the sign fit. within the requirement of area for regular flat signs. Mr. Lightfoot responded yes, you're allowed 20 percent of the facade or up to 200 sq feet in area. Motion: Mr. Chandler moved to approve the application with the following conditions: 1) The existing sign, size and letters must remain the same. 2) All signs must comply with DBA and the Land Development Code. 3) The removal of the existing advertising. 4) Aquarium-Mart is to be included in the awning. 5) The installation of the awning must be governed by the Florida Building Code. Staff Analysis: At the October 20, 2009 ERPB meeting, the Board moved to approve item number ERPB 09-073 with no conditions. The following colors that were approved at that meeting were: • Pittsburgh Paint #111-2 (Blonde Beauty) for Exterior Walls of the building Pittsburgh Paint #112-1 (Capri Cream) for the exterior doors Pittsburgh Paint #212-3 (Butterfly Bush) for the trim In an effort to have a uniform color between all of the buildings maintained by Larkin Hospital, the owners have elected to revise the color scheme. The applicant is proposing to change the accent color to Sherwin Williams #180 for the trim. Pursuant to Section 20-8.13(A)[20-7.24(A)] Architectural Standards-Colors, Land Development Code; Applicants may choose up to four colors for a single building (one (1) or two (2) body colors, one (1) or two (2) trim colors, and one (1) accent color, these may be the same or different). The Board has customarily used the above guidelines to respond to commercial painting in other zoning districts other than Specialty Retail, and may continue to do so.
