X-Zone APPLICANT'S REQUEST: The applicant is requesting approval for the Signage Master Plan for the above referenced location. STAFF ANALYSIS: On December 20, 2012, the Environmental Review & Preservation Board granted approval for ERPB-11-090, the signage master plan for this building with the condition that the amount of signage allowed be reduced from eight (8) to four (4) signs by removing the two (2) signs located on SW 70th Street and the two (2) rooftop signs. The applicant has elected to resubmit a revised signage master plan for the building, proposing a total of six (6) signs for the property. Please note that even though this application is for the review of the master signage plan which details sign location, dimension and style, each of the individual tenant signs will have to come before the Environmental Review & Preservation Board for review as a separate application. Secondary Tenant Building Signage The applicant is proposing four (4) wall sign locations on the front (east) of the building. Considered to be flat signs, Section 20-4.3(1)(5), All Other Zoning Districts, of the Land Development Code, provides the following regulations for flat signs: FLAT signs with a total aggregate sign area, not to exceed twenty (20) percent of the area of any building face; for the purposes of sign regulation, there shall be considered to be only four (4) facades to any building; no single sign shall exceed two hundred (200) square feet in area. Direct illumination is permitted. Located along the lower portion of the east and north facade of the building, the applicant is MWL Z:\ERPB\ERPB Agendas\2012 ERPB AGENDAS\FEBRUARY 21,2012\ERPB-1 2-01 1.doc 7000 SW 62 Avenue ERPB-12-011 Page 2 of 3 Master Signage Plan Installation proposing signage that will be utilized by tenants in the building. The applicant is proposing to install four (4) signs that will consist of non-illuminated %" plate aluminum letters that will be mounted to the building. Please note that the signage that reads "One 7000 Place" on the east side of the building is not a part of this review. That sign was reviewed as part of ERPB-11-089, which was the review of building signage for the building. The proposed design will consist of one line of black colored letters that will measure out to be two (2) feet high by 20'-0" long and will have a sign area of approximately forty (40) square feet. Primary Tenant Building Signage The applicant is also proposing two (2) wall sign locations on the upper portion of the north and south facades of the building. As per the plans provided, these signs will be utilized by the primary tenant of the building. Considered to be flat signs, Section 20-43(1)(5), All Other Zoning Districts, of the Land Development Code, provides the following regulations for flat signs: FLAT signs with a total aggregate sign area, not to exceed twenty (20) percent of the area of any building face; for the purposes of sign regulation, there shall be considered to be only four(4) facades to any building; no single sign shall exceed two hundred (200) square feet in area. Direct illumination is permitted. Located along the upper portion of the north and south side of the building, the applicant is proposing to install two (2) illuminated signs that will consist of blue colored letters that will be centered between two (2) company logos. The signs will then be mounted to the existing fascia via a raceway. The proposed signs will measure out to be 3'-0" high by thirty (30) feet long and will have a sign area of approximately ninety (90) square feet. When comparing the proposed Master Plan with the Master Plan that was approved on December 20, 2011, the only difference is the reduction of square footage that is seen in the Master Tenant Signage. The proposed Primary Tenant signage is identical to what was already approved. Essentially, the applicant is asking for reconsideration on the removal of the Primary Tenant Signage from their previous approval. The designs that are proposed at this all time comply with the dimensional requirements listed above for flat signs. However, based on the regulations listed for Flat Signs, only four (4) flat signs are allowed per building. Because the applicant is proposing a total of six (6) signs, staff cannot recommend approval for the installation of these signs. RECOMMENDATION: Denial for the Secondary Tenant Building Signage: Even though both the Primary and Secondary Tenant Building Signage that are proposed at this time comply with the dimensional requirements for Flat Signs; pursuant to Section 20- 4.3(1)(5) of the Land Development Code only one flat sign is allowed per facade. Based on these regulations, only four flat signs are allowed per building. Because the applicant is proposing a total six (6) signs, staff cannot recommend approval for the installation of these signs. However, pursuant to the regulations listed in 20-4.3(L) of the Land Development Code for additional signage, other types of signs, not expressly permitted by regulations stated in Section 20-4.3(1), may be approved by the Environmental Review and MWL Z:\ERPB\ERPB Agendas\2012 ERPB AGENDAS\FEBRUARY 21,2012\ERPB-1 2-01 1.doc 7000 SW 62 Avenue ERPB-12-011 Page 3of3 Master Signage Plan Installation Preservation Board (ERPB) when the following conditions are met: 1. That the proposed sign is not prohibited by Section 20-4.3(E); 2. That the proposed sign conforms to the South Florida Building Code and other code regulations, as applicable; 3. That the proposed additional sign on the building does not occupy more than 30% of the facade on which it is proposed to be installed or more than 20% of any window area; and 4. Detached signs may be permitted on any commercial property with the approval of the Environmental Review and Preservation Board, including detached signs that exceed the permitted location and height standards set forth in Section 20-4.3(1). If the ERPB chooses to approve the revised signage master plan, the following staff conditions should be applied: 1. The individual tenant signs will have to come before the Environmental Review & Preservation Board for review as a separate application; 2. Any additional signage will require a separate application for review by the ERPB; and 3. Any comments and/or suggestions from the Board. In addition, the attached Tenant Signage Criteria Package must be revised so that it reflects which choice was made for this signage. Mr. Brimo introduced the presentation for the City of South Miami bus bench design. Mr. Kulick presented the item to the Board. Ms. McCain asked was there a vendor prior to this vendor. Mr. Kulick stated that the vendor for this proposal is the incumbent vendor. Ms. McCain then asked about the new metal bus benches in downtown South Miami if these bus benches will entail advertising. Mr. Kulick then stated that there are presently eighty (80) bus benches in the City of South Miami and forty-seven (47) of those bus benches currently have advertising and there are no set changes to that. Ms. McCain stated that hopefully there will be no advertising on the bus benches that are downtown South Miami. Mr. Kulick restated that there will be no additional advertising on bus benches that do not currently have advertising. Ms. Schwartz stated that she remembered reading in the packet that there will advertising in commercial areas and downtown South Miami is the designated commercial area. Ms. McCain stated that she has a problem with advertising in the downtown area and residential areas. Mr. Kulick stated that today's purview is the design of the bus benches, which will go before the City Commission Board on January 3, 2012 for the first hearing and the second hearing will be on January 17, 2012. Mr. Brimo stated that this item will go before the City Commission Board on January 3, 2012 for the first hearing and the second hearing will be on January 17, 2012 to be approved because it is a franchise agreement. Mr. Welsh suggested that the design layout have two sleeves cast into the concrete to save the City of South Miami headaches down the line should there be an accident at any of the bus bench locations at which point the sleeves can be removed and filled with sand while restorative work is done. Mr. Montana stated that the design is very good and that he feels that advertising on the downtown bus benches would not be very good. Ms. McCain then stated that she approves the design but does not feel that advertising should be displayed on the aluminum benches downtown. The applicant stated that they want to avoid tenants requesting different size, colors, style and fonts for their signs. Ms. Cabrera stated that the staff has said there is no master signage for this building and that this is the request under review for today. She then stated that when a tenant comes to install signage the owner will have the format as to the size, style, colors, fonts and etc. that will be permitted based on what is approved today. The applicant stated that they are only requesting the rooftop signage as being illuminated; they wanted to be able to provide any future tenants the format as to the size, style, colors fonts and locations that will be permitted under the master signage that has been approved. Mr. Montana asked about the retail businesses that are currently in this building. The applicant responded that the retail businesses on the ground floor are two hair salons, a restaurant, a spa and physical therapy center. The Board held a discussion on this proposal. Ms. McCain asked staff for the recommendation regarding the allowance for signage from eight signs to four. Ms. Cabrera responded that the ERPB has full authority regarding the allowance of signage per the LDC. Ms. Cabrera then substantiated this by sharing the history of signage that was previously approved by the ERPB in accordance with the LDC. Motion: Ms. McCain motioned to amend the proposed signage from eight signs to four signs removing 2 signs on 70th street and the two rooftop signs. Ms. Schwartz seconded this motion. Ms. McCain stated that there needs to be a reduction in the number of signs to be approved. Motion Mr. Welsh suggested the possibility of three signs on the ground level of the building and one non-illuminated rooftop sign three foot high and thirty foot long to attract tenants to absorb the taxes in the City of South Miami. This motion was seconded by Mr. Corlett. Mr. Montana stated that he agreed with Mr. Welsh's suggestion being that it is good for commercial business. Ms. McCain stated that she previously had a motion on the floor prior to Mr. Welsh making a motion. She then restated the motion that she made previously. The Chairman opened the Public Hearing. Ms. McCain stated that two weeks ago there was a decision by the Chairman to change the order of the agenda and other applicants that had requests that were not a hot topic had to endure a lengthy meeting, Robert's rules states that any change of the agenda has to be approved by the majority of the Board and not solely by the Chairman. She made the request if anyone wants to move a hot button issue on the agenda, a.majority vote must be taken. VIII. INTENT The purpose of these criteria is to establish standards for the configuration, fabrication, and installation of tenant signs at 7000 SW 62 Ave. Compliance with these and city code regulations insures the tenant of a sign which meets industry standards of materials, and fabrication. Also, enabling the building to maintain a standard appearance. SUBMISSION REQUIREMENTS This criteria should be given to your sign contractor to serve as a guide in preparing design and cost estimates for you. After your approval, your sign contractor must submit three(3) copies of your drawings to the offices of Healthcare Realty Services, Inc.(Landlord). These drawings must show: 1). The Sign on the elevation with an indication of sign size. 2).Full specifications of all materials and colors in the sign; 3). A section drawing should fully describe the methods of assembly, installation and electrical components used. These drawings should be sent to the offices of Healthcare Realty Services, Inc. One 7000 SW 62 Ave.Suite PH-N, South Miami, Florida 33143, attention Wayne Stringer; or e-mailed to wstringer @healthcarerealty.com. RESPONSIBILITIES, LEMTATIONS, LIABILITIES All tenants must have a sign that conforms with this sign criteria. No sign may be erected on the buildings or property without first securing written approval by Healthcare Realty Services, Inc. All permits as required by local building or sign codes, shall be obtained by the tenant or the sign contractor and a signed finaled copy of the permit provided to Healthcare Realty Services, Inc. All agreed costs for permitting, fabrication and installation of signs shall be borne by the tenant. Sign message shall consist of tenant name only. Descriptions of services, symbols, product names, or merchandise trade names are prohibited. Landlord reserves the right to prohibit logos in conjunction with tenant signs. The tenant and his sign contractor will be held liable for all costs required to remove or correct signs or installations which do not conform to this criteria. No signs allowed on glass areas. Particular types of work subject to review may include, but not be limited to, painting, remodeling, landscaping and signage. ■ Applications for construction of new residences and buildings shall be scheduled for both a preliminary and a final ERPB review and approval. All other applications shall be scheduled for final ERPB review and approval. Applications submitted for final ERPB review shall include all plans and documents required for permits. ■ In order to allow the entire plans processing to proceed as quickly as possible, a completed building permit application may be submitted to the Building Department, in conjunction with a completed application for ERPB filed with the Planning & Zoning Department. All applications are reviewed for accuracy, completeness and compliance with.the City of South Miami's Land Development Code. If a problem is found with an ERPB application, P&Z staff will attempt to notify the applicant as soon as possible. Ultimately, however, it is the responsibility of the applicant to track his or her own application. Issues that are not resolved before the Wednesday prior to the meeting, except in the case of holidays or other circumstances, will result in the exclusion of that application from the upcoming agenda. ■ It is recommended that applicant(s) or their representatives be present to attend the ERPB meeting. Chances of obtaining approval are greater if someone is present at the meeting to assist the Board with the project and is authorized to make corrections or modifications to the plans. The City recommends that architects and engineers present their projects in person before the ERPB. NOTE: ERPB APPROVAL IS NOT AUTHORIZATION TO BEGIN WORK ON A PROJECT A building permit must be obtained after receiving approval from ERPB, which involves reviews by building, structural, plumbing, electrical, mechanical,.and code enforcement personnel.
