APPLICANT'S REQUEST:
The applicant is requesting approval for the installation of building signage for the above
referenced location.
STAFF ANALYSIS:
The applicant is proposing to install five (5) signs that will be located at various building
locations. For ease of review, the report will follow the sign order that is shown on the
attached Building Plan View.

Entrance Sign
The applicant is proposing to install a wall sign on the front of the building. Considered
to be a flat sign, Section 20-4.3(1)(5), All Other Zoning Districts, of the Land
Development Code, provides the following regulations for flat signs:
FLAT signs with a total aggregate sign area, not to exceed twenty
(20) percent of the area of any building face; for the purposes of
sign regulation, there shall be considered to be only four (4)
facades to any building, no single sign shall exceed two hundred
(200) square feet in area. Direct illumination is permitted.

Building Signage Installation
Located above the front entrance on the east side of the building, the proposed non-
illuminated flat sign will consist of one line of text that will read "One 7000 Place" in
black colored letters. The proposed sign will be flush mounted to the existing concrete
fascia via studs and will measure out to be eighteen (18) inches high by 15'-6" long.
With a sign area of approximately 23.25 square feet, the proposed sign complies with
the regulations listed in Section 20-4.3(1)(5) in the Land Development Code for Flat
Signs.
Parking Directional Sign
In an effort to direct traffic to the buildings attached parking garage, the applicant is
proposing to install two (2) parking directional signs on the east and north side of the
building. Considered to be a flat sign, Section 20-4.3(1)(5), All Other Zoning Districts, of
the Land Development Code, provides the following regulations for flat signs:
FLAT signs with a total aggregate sign area, not to exceed twenty (20)
percent of the area of any building face; for the purposes of sign
regulation, there shall be considered to be only four (4) facades to any
building, no single sign shall exceed two hundred (200) square feet in
area. Direct illumination is permitted.
It is important to note that both of the proposed parking directional signs will extend out
from the wall a total distance of twenty-eight (28) inches. Pursuant to Section 20-4.3(B)
of the Land Development, Code, a projecting sign shall mean any sign affixed to a
building or wall in such a manner that its leading edge extends more than nine inches
beyond the surface of such building or wall. Considered to be projecting signs, Section
20-4.3(1)(5), All Other Zoning Districts, of the Land Development Code, provides the
following regulations for projecting signs:
One (1) PROJECTING SIGN is permitted as a replacement for any
permitted FLAT SIGN; signage area must be same as FLAT SIGN, when
approved by the Environmental Review and Preservation Board.
Located on the north corner of the east side of the building and west corner of the north
side of the building, the proposed non-illuminated projecting signs will be circular in
design and will read "P +—" in black colored letters that are mounted onto a white
background. The proposed signs will have a height of twenty-four (24) inches, a width of
twenty-four (24) inches and will be mounted to the existing concrete fascia. It is
important to note that based on the renderings provided, it may be perceived that the
directional signs are going to project out over the sidewalk. Pursuant to Section 20-
4.3(F)(7) of the Land Development Code, AWNING SIGNS, HANGING SIGNS,
MARQUEE and PROJECTING signs are permitted to project over the public right-of-
way, eighteen (18) inches from any curb line and provide a minimum unobstructed,
clear space of seven and one-half (7.5) feet between grade and the bottom of the sign;
and signs must be firmly secured or fastened. Also, the proposed signs will be double-
sided. Pursuant to 20-4.3(F)(8) of the Land Development Code, HANGING, MARQUEE

and PROJECTING signs are permitted to be double-sided and erected perpendicular to
the address street front of the establishment advertised.
Even though the sign proposed for the east side of the building complies with the
dimensional requirements of the regulations for flat signs, as per the Code, only one (1)
flat sign is allowed per facade. However, because this building only has one entrance
into the parking garage which is located at the rear of the building, it is the
recommendation of staff that this sign be allowed. Without this sign, it may be difficult
for patrons of the building to easily locate the parking garage entrance. Therefore, with
a sign area of approximately four (4) square feet, the proposed projecting signs comply
with the regulations listed in Section 20-4.3(1)(5) in the Land Development Code for both
Flat Signs and Projecting Signs.
Rear Parking Directional Sign
The applicant is proposing to install a wall sign on the breezeway that connects the
building to its parking garage. Considered to be a flat sign, Section 20-4.3(l)(5), All
Other Zoning Districts, of the Land Development Code, provides the following
regulations for flat signs:
FLAT signs with a total aggregate sign area, not to exceed twenty
(20) percent of the area of any building face; for the purposes of
sign regulation, there shall be considered to be only four (4)
facades to any building, no single sign shall exceed two hundred
(200) square feet in area. Direct illumination is permitted.
Located on the north side of the breezeway, the proposed non-illuminated flat sign will
consist of one line of text that will read "PARKING >" in black colored letters. The
proposed sign will be flush mounted to the existing concrete fascia via studs, will
measure out to be twenty-four (24) inches high by 15'-7" long and have a sign area of
approximately 31.17 square feet. With a maximum allowable building face area of 20%
(22.08 SF) the square footage of the proposed sign exceeds the maximum allowed for
flat signs. Because of this, it is the recommendation of staff that this sign be reduced so
that it is in compliance with the regulations listed in Section 20-4.3(1)(5) in the Land
Development Code for Flat Signs.
Rear Entrance Sign
The applicant is proposing to install a wall sign on the rear of the building. Considered to
be a flat sign, Section 20-4.3(1)(5), All Other Zoning Districts, of the Land Development
Code, provides the following regulations for flat signs:
FLAT signs with a total. aggregate sign area, not to exceed twenty
(20) percent of the area of any building face; for the purposes of
sign regulation, there shall be considered to be only four (4)
facades to any building; no single sign shall exceed two hundred
(200) square feet in area. Direct illumination is permitted.

Located above the rear entrance on the west side of the building, the proposed non-
illuminated flat sign will consist of one line of text that will read "One 7000 Place" in
black colored letters. The proposed sign will be flush mounted to the existing concrete
fascia via studs and will measure out to be ten (10) inches high by eight (8) feet long.
With a sign area of approximately 6.67 square feet, the proposed sign complies with the
regulations listed in Section 20-4.3(1)(5) in the Land Development Code for Flat Signs.
RECOMMENDATION: Approval with the following conditions:
1. The Rear Parking Directional Sign must be reduced so that it complies with
Section 20-4.3(1)(5) in the Land Development Code for Flat Signs;
2. Any additional signage will require a separate application for review by the
ERPB; and ,
3. Any comments and/or suggestions from the Board.

ALL APPLICANTS ARE ASKED TO REVIEW AND COMPLY WITH THE FOLLOWING
INSTRUCTIONS, SUBMISSION REQUIREMENTS, AND GUIDELINES
■ Construction of new residences and buildings, and constructionAmprovements to or on commercial
properties, within the municipal boundaries of the City of South Miami, visible from any public or private
street, must be approved by the City's Environmental Review and Preservation Board (ERPB). Particular
types of work subject to review may include, but not be limited to, painting, remodeling, landscaping and
signage.
■ 'Applications for construction of new residences and buildings shall be scheduled for both a preliminary and
a final ERPB review and approval. All other applications*shall be scheduled for final ERPB review and
approval. Applications submitted for final ERPB review shall include all plans and documents required for
permits.
■ In order to allow the entire plans processing to proceed as quickly as possible, a completed building permit
application may be submitted to the Building Department, in conjunction with a completed application for
ERPB filed with the Planning & Zoning Department. All applications are reviewed for accuracy,
completeness and compliance with the City of South Miami's Land Development Code. If a problem is
found with an ERPB application, P&Z staff will attempt to notify the applicant as soon as possible.
Ultimately, however, it is the responsibility of the applicant to track his or her own application. Issues that
are not resolved before the Wednesday prior to the meeting, except in the case of holidays or other
circumstances, will result in the exclusion of that application from the upcoming agenda.
• It is recommended that applicant(s) or their representatives be present to attend the ERPB meeting.
Chances of obtaining approval are greater if someone is present at the meeting-to assist the Board with the
project and is authorized to make corrections or modifications to the plans. The City recommends that
architects and engineers present their projects in person before the ERPB.
NOTE: ERPB APPROVAL IS NOT AUTHORIZATION TO BEGIN WORK ON A PROJECT
• A building permit must be obtained after receiving approval from ERPB, which involves reviews by building,
structural, plumbing, electrical, mechanical,'and code enforcement personnel. Changes to the application,
if any, may require additional review and re-approval by ERPB.
• Final approval by the ERPB shall lapse after six (6) months if no permit is applied for, [Section 20-5.11 (L)].
Materials not needed for the issuance of the building permit (photographs, models, etc.) may be returned to
the applicant upon request, disposed of by staff, or retained as part of the public record. Plans submitted
without completed permit applications will be disposed of sixty (60) days after being reviewed by the ERPB.

Entrance Sign
The applicant is proposing to install a wall sign on the front of the building. Considered
to be a flat sign, Section 20-4.3(1)(5), All Other Zoning Districts, of the Land
Development Code, provides the following regulations for flat signs:
FLAT signs with a total aggregate sign area, not to exceed twenty
(20) percent of the area of any building face; for the purposes of
sign regulation, there shall be considered to be only four (4)
facades to any building; no single sign shall exceed two hundred
(200) square feet in area. Direct illumination is permitted.

Building Signage Installation
Located above the front entrance on the east side of the building, the proposed non-
illuminated flat sign will consist of one line of text that will read "One 7000 Place" in
black colored letters. The proposed sign will be flush mounted to the existing concrete
fascia via studs and will measure out to be eighteen (18) inches high by 15'-6" long.
With a sign area of approximately 23.25 square feet, the proposed sign complies with
the regulations listed in Section 20-4.3(1)(5) in the Land Development Code for Flat
Signs.
Parking Directional Sign
In an effort to direct traffic to the buildings attached parking garage, the applicant is
proposing to install two (2) parking directional signs on the east and north side of the
building. Considered to be a flat sign, Section 20-4.3(1)(5), All Other Zoning Districts, of
the Land Development Code, provides the following regulations for flat signs:
FLAT signs with a total aggregate sign area, not to exceed twenty (20)
percent of the area of any building face; for the purposes of sign
regulation, there shall be considered to be only four (4) facades to any
building; no single sign shall exceed two hundred (200) square feet in
area. Direct illumination is permitted.
It is important to note that both of the proposed parking directional signs will extend out
from the wall a total distance of twenty-eight (28) inches. Pursuant to Section 20-4.3(B)
of the Land Development Code, a projecting sign shall mean any sign affixed to a
building or wall in such a manner that its leading edge extends more than nine inches
beyond the surface of such building or wall. Considered to be projecting signs, Section
20-4.3(1)(5), All Other Zoning Districts, of the Land Development Code, provides the
following regulations for projecting signs:
One (1) PROJECTING SIGN is permitted as a replacement for any
permitted FLAT SIGN; signage area must be same as FLAT SIGN, when
approved by the Environmental Review and Preservation Board.
Located on the north-east corner of the east side of the building and north-west corner
of the north side of the building, the proposed non-illuminated projecting signs will be
circular in design and will read "P E—" in black colored letters that are mounted -onto a
white background. The proposed signs will have a height of twenty-four (24) inches, a
width of twenty-four (24) inches and will be mounted to the existing concrete fascia via
sleeve anchors. It is important to note that based on the renderings provided, it. may be
perceived that the directional signs are going to project out over the sidewalk. Pursuant
to Section 20-4.3(F)(7) of the -Land Development Code, AWNING SIGNS, HANGING
SIGNS, MARQUEE and PROJECTING signs are permitted to project over the public
right-of-way, eighteen (18) inches from any curb line and provide a minimum
unobstructed, clear space of seven and one-half (7.5) feet between grade and the
bottom of the sign; and signs must be firmly secured or fastened. Also, the proposed
signs will be doubte4ded. .Pursuant to 20-4.3(F)(8) of the Land Development Code,

HANGING, MARQUEE and PROJECTING signs are permitted to be double-sided and
erected perpend-icular to the address street front of the establishment advertised.
Even though the sign proposed for the east side of the building complies with the
dimensional requirements of the regulations for flat signs, as per the Code, only one (1)
flat sign is allowed pe.r facade. However, because this building only has one entrance
into the parking garage which is located at the rear of the building, it is the
recommendation of staff that this sign be allowed. Without this sign, it may be difficult
for patrons of the building to easily locate the parking garage entrance. Therefore, with
a sign area of approximately four (4) square feet, the .proposed projecting signs comply
with the regulations listed in Section 20-4.3(1)(5) in the Land Development Code for both
Flat Signs and Projecting Signs.
Rear Parking Directional Sign
The applicant is proposing to install a wall sign on the breezeway that connects the
building to its parking garage. Considered to be a flat sign, Section 20-4.3(1)(5), All
Other Zoning Districts, of the Land Development Code, provides the following
regulations for flat signs:
FLAT signs with a total aggregate sign area, not to exceed twenty
(20) percent of the area of any building face; for the purposes of
sign regulation, there shall be considered to be only four (4)
facades to any building; no single sign shall exceed two hundred .
(200) square feet in area. Direct illumination is permitted.
Located on the north side of the breezeway, the proposed non-illuminated flat sign will
consist of one line of text that will read "PARKING --*n in black colored letters. The
proposed sign will be flush mounted to the existing concrete fascia via studs, will
measure out to be twenty-four (24) inches high by 15-7" long and have a sign area of
approximately 31.17 square feet. With a maximum allowable building face area of 20%
(22.08 SF) the square footage of the proposed sign exceeds the maximum allowed for
flat signs. Because of this, it is the recommendation of staff that this sign be reduced so
that it is in compliance with the regulations listed in Section 20-4.3(1)(5) in the Land
Development Code for Flat Signs.
Rear Entrance Sign
The applicant is proposing to install a wall sign on the rear of the building. Considered to
be a flat sign, Section 20-4.3(1)(5), All Other Zoning Districts, of the Land Development
Code., provides the following regulations for flat signs:
FLAT signs with a total aggregate sign area, not to exceed twenty
(20) percent of the area of any building face; for the purposes of
sign regulation, there shall .be considered to be only four (4)
facades to any building, no single sign shall exceed two -hundred
(200) square feet in area. Direct illumination is permitted.

With a sign area of approximately 6.67 square feet, the proposed sign complies with the
regulations listed in Section 20-4.3(1)(5) in the Land Development Code for Flat Signs.
RECOMMENDATION: Approval with the following conditions:
1. The Rear Parking Directional Sign must be reduced so that it complies with
Section 20-4.3(1)(5) in the Land Development Code for Flat Signs;
2. Any additional signage will require a separate application for review by the
ERPB;
3. Letter of approval from the owner; and
4. Any comments and/or suggestions from the Board.

ALL APPLICANTS ARE ASKED TO REVIEW AND COMPLY WITH THE FOLLOWING
INSTRUCTIONS, SUBMISSION REQUIREMENTS, AND GUIDELINES
• Construction of new residences and buildings, and construction/improvements to or on commercial
properties, within the municipal boundaries of the City of South Miami, visible from any public or private
street, must be approved by the City's Environmental Review and Preservation Board (ERPB). Particular
types of work subject to review may include, but not be limited to, painting, remodeling, landscaping and
signage.
• 'Applications for construction of new residences and buildings shall be scheduled for both a preliminary and
a final ERPB review and approval. All other applications-'shall be scheduled for final ERPB review and
approval. Applications submitted for final ERPB review shall include all plans and documents required for
permits.
• In order to allow the entire plans processing to proceed as quickly as possible, a completed building permit
application may be submitted to the Building Department, in conjunction with a completed application for
ERPB filed with the Planning & Zoning Department. All applications are reviewed for accuracy,
completeness and compliance with the City of South Miami's Land Development Code. If a problem is
found with an ERPB application, P&Z staff will attempt to notify the applicant as soon as possible.
Ultimately, however, it is the responsibility of the applicant to track his or her own application. Issues that
are not resolved before the Wednesday prior to the meeting, except in the case of holidays or other
circumstances, will result in the exclusion of that application from the upcoming agenda.
• It is recommended that applicant(s) or their representatives be present to attend the ERPB meeting.
Chances of obtaining approval are greater if someone is present at the rn`eeting-to assist the Board with the
project and is authorized to make corrections or modifications to the plans. The City recommends that
architects and engineers present their projects in person before the ERPB.
NOTE: ERPB APPROVAL IS NOT AUTHORIZATION TO BEGIN WORK ON A PROJECT
• A building permit must be obtained after receiving approval from ERPB, which involves reviews by building,
structural, plumbing, electrical, mechanical,"and code enforcement personnel. Changes to the application,
if any, may require additional review and re-approval by ERPB.
• Final approval by the ERPB shall lapse after six (6) months if no permit is applied for, (Section 20-5.11 (L)].
Materials not needed for the issuance of the building permit (photographs, models, etc.) may be returned to
the applicant upon request, disposed of by staff, or retained as part of the public record. Plans submitted
without completed permit applications will be disposed of sixty (60) days after being reviewed by the ERPB.
