Agreement with Wounded
Healers
The attached resolution approve an amendment to an agreement with Wounded Healers,
Inc. to accomplish a CRA'Quick Victory Project.
The CRA contributed $3,000 to this project for painting seven homes within the CRA area.
This initial project has been satisfactorily completed.
At the April 5 CRA meeting, the Board indicated that they would like to continue working
with Wounded Healers to accomplish more paint -up /fix -up projects.. The CRA has
generated $25,000 for review fees related to the proposed redevelopment project at 5e
Avenue and 71 Street. We recommend allocating $5,000 of that money at this time for
additional funding for the Wounded Healers /CRA Paint -up /Fix -up project.

RESOLUTION NO.
A RESOLUTION OF THE BOARD OFCOMMISSIONERS OF THE
SOUTH MIAMI COMMUNITY REDEVELOPMENT AGENCY
AUTHORIZING THE AMENDMENT OF AN AGREEMENT FOR QUICK
VICTORY SERVICES WITH ST. JOHN AME CHURCH, D.B.A.
WOULDED HEALERS, INC.
WHEREAS, The South Miami Community Redevelopment Agency Board entered a
contract for the paint -up /fix -up of seven (7) homes in the Community Redevelopment Agency
Area for the benefit of the public; and
WHEREAS, St. John AME Church, d /b /a Wounded Healers, Inc. has satisfactorily
completed work on those homes; and
WHEREAS, the CRA Board wishes to expand the project to provide paint- up/fix -up
services to seven additional homes.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
THE SOUTH MIAMI COMMUNITY REDEVELOPMENT AGENCY:
Section 1. That the contract between the South Miami Community Redevelopment
Agency and St. John AME Church, d /b /a Wounded Healers, Inc. for the provision of a paint -
up /fix -up services project in the Community Redevelopment Agency area be amended as
reflected in exhibit 1.
Section 2. Funds in the amount of $5,000 will be disbursed to Wounded Healers,
Inc., and will be paid from account # 1120 - 554 -4630, CRA Quick Victory Project Expenses.
Section 3. This Resolution shall be effective upon adoption.

I Paragraph 12 of the Agreement is replaced with the following:
The SMCRA desires to enter into this Agreement only if in so
doing, the SMCRA can place a limit on the SMCRA's liability
for any cause of action or claim arising from this Agreement, so
that the liability of the. SMCRA be limited to a maximum of
$5,000. Accordingly, and notwithstanding any other term or
condition of this Agreement, W.H. agrees that the SMCRA shall
not be liable to W.M. for damages in an amount in excess of
$5,000, for any action or claim arising out of this Agreement.
Nothing contained in this paragraph or elsewhere in the
Agreement is in any way intended to be a waiver of the limitation
placed upon the SMCRA's liability as set forth in Section 768.28,
Florida Statutes.
4. Paragraph 4 of the Agreement is deleted in its entirety.
5. All other provisions (paragraphs 2, 3, 6 -11, and 13 -15) of the Agreement shall remain
in full force and effect.

FIRST AMENDMENT TO THE AGREEMENT BETWEEN
THE SOUTH MIAMI COMMUNITY REDEVELOPMENT AGENCY
AND ST. JOHN AME CHURCH
WHEREAS, the South Miami Community Redevelopment Agency (SMCRA) and St. John
AME Church, d/bla Wounded Healers (W.H.) entered into an agreement (Agreement) dated
December 7, 1998; and
WHEREAS, pursuant to paragraph 14 of the Agreement, any amendment must be in writing,
and the parties desire to amend the Agreement to provide for additional residential homes to be
improved as part of the project.,
NOW, THEREFORE, the parties desire to amend the Agreement and agree as follow:
I . Paragraph l of the Agreement is replaced with the following;
W.H. will provide labor to accomplish a Quick Victory Paint-
Up/Fix-Up Project for the SMCRA. W.H: will paint the exterior
of seven (7) homes, in addition to the seven (7) originally part of
the project, within the boundary of the SMCRA. Labor will
include any minor repairs necessary and any preparatory steps
necessary to paint these homes, as determined by the SMCRA.
W.H. shall utilize all paint and enamel already donated by the
SMCRA.
2. Paragraph 5 of the Agreement is replaced with the following.
The SMCRA shall pay W.H. the amount of Five Thousand
($5,000) for the additional seven (7) homes, which are part of the
project, upon the execution of this First Amendment.
