W .0.. p .O-. p .a 6 N N a'6 co W O O 4 O O 0 0 0 0 0 0 V V W -n a 1 I smclm 2001 "Making our Neighborhood a Great Place to Liw, Work and Play" SOUTH MIAMI COMMUNITY REDEVELOPMENT AREA ACCOMPLISHMENTS Church Street Project The Church Street Improvement Project was conceived`by the community during the project charrette series conducted in an effort to develop ,a Master Plan designed to guide future redevelopment efforts affecting'the redevelopment area. Church Street, otherwise, known as the "main street" of the community redevelopment area, was named so due to the visible number of churches lining up, and down the road. The street is in dire need of landscaping enhancements and infrastructure improvements. A. grant for $100,000 was secured from the Office of Community and Economic Development. We recently executed the professional services agreement with the design firm of Williams, Stoner and Hatfield. The project design phase should, be completed by the end of the. year. Traffic Calming Project (S.W. 641h Street) The Traffic Calming Project will be implemented along S.W. 64`h Street, and will extend a total of 1,300 lineal feet. The scope of the project includes installation of new median landscaping, new concrete curbs and sidewalks, and the construction of two watermain extensions along S.W. 591h Place. Rock Power Corporation was competitively selected as the general contractor for the project. The SMCRA has contributed a total of $20,000 towards this important project. South Miami Gardens Last year, the SMCRA held a charette to invite community stakeholders, including residents of South Miami Gardens (SMG), to discuss, potential sites- for construction or renovation of multifamily dwellings. These same stakeholders identified SMG as a prime site for redevelopment, and they encouraged the SMCRA to proceed with the redevelopment process. The SMCRA' held a preliminary meeting with MDHA officials, hired a multifamily housing consultant, and surveyed residents of SMG. A survey was developed to determine whether the project would be approved or rejected by the 43 existing households. Results of this survey show that 32 of the households surveyed (or 74.4 %) fully approve the redevelopment efforts, including the relocation implications that may arise. A total of 6 households (14 %) responded that maybe they would support the plan, while only 3 (7 %) opposed the redevelopment. Two of the 43 households (4.6 %) did not complete the survey as required. Based on the survey results, the SMCRA Board formally passed a Resolution supporting the redevelopment efforts, and petitioning the county to initiate the redevelopment process for South Miami Gardens. The process is currently in the, preliminary stages. SMCRA and City officials have met with representatives from the MDHA to discuss and coordinate future actions. Habitat for Humanity After completing a total of twenty- seven new homes in the community redevelopment area, Habitat for Humanity has entered into an agreement with the SMCRA to build five new homes in the property formerly known as the Marshall Williamson property, located between 601" Avenue and 61S` Court, along.SW 66`' Street. Following recommendations from the community at large, Habitat for Humanity has created a new style unique to the five new homes that is more in keeping with the character of South Miami, particularly the redevelopment area. The,new plans include additional landscaping, decorative door and window treatments, wooden fences, and reflective roofs. To ensure these .recommendations are implemented as intended, the SMCRA desires to enter into an agreement with Habitat for Humanity of Greater Miami and provide up to $20,000 in financial assistance' towards each home constructed, for a maximum amount of $100,000. The project was recommended for funding by the CRA Advisory Board at its July 8, 2002 meeting. Greater Miami Neighborhoods Furthering its goals to eliminate blight and promote redevelopment, the SMCRA has partnered with Greater Miami Neighborhoods for the redevelopment of several vacant properties within the community redevelopment area. According to. the existing agreement between GMN and the SMCRA, an additional seven new single family homes will be offered to needy families. Improved floor plans with models featuring four bedrooms and two bathrooms complement the appeal of the homes, while keeping their prices affordable. Already, two vacant lots were approved in, July for redevelopment. The new homes should be `completed within eighteen months. Rehabilitation Projects Single - Family and Multi- Family Rehabilitation Programs Contributing the, SMCRA's success are the various rehabilitation programs ultimately designed to increase the uality of the existing housing stock in the redevelopment area. The programs, which include the Single Family Rehabilitation Program and the Multi - family Rehabilitation Program prioritizes projects which address health, safety, and welfare issues. To date, these programs have awarded an excess of $44,000 to successful applicants. Approved project activities ranged from replacing driveways to kitchen repairs. The program has provided the necessary funding assistance to property owners in the CRA to improve their investment and contributing to continuing evolution of our neighborhoods into viable communities. Commercial Rehabilitation Program The Commercial Rehabilitation Grant program was created by the SMCRA Board to provide direct financial assistance to applicants seeking to significantly, rehabilitate their business within the SMCRA district. The Program provides funding assistance in the form of forgivable grants for a maximum of $ 25,000 to business entities located within the CRA area. Grant recipients are required to provide matching funds equal to the amount of the grant award. During the past years, two Commercial Rehabilitation grants were awarded to local businesses for a ` total of $35,000. These funds were utilized'. to improve the condition of the properties where the businesses are located. Major Accomplishments • Partnered with the City of South Miami to complete a $4 million state of the art multipurpose center featuring multiple fitness facilities, swimming pool, indoor basketball courts, art & crafts center, computer lab, computer skills training facility, business incubator and heath clinic • Completed a Master Plan to transform Church Street from a deteriorated commuter road into a dynamic, pedestrian friendly and aesthetically pleasing neighborhood main street • Contracted the services of Williams, Hatfield, and Stoner to complete the design of the Church Street Improvement project • Funded a landscaping Program in the Redevelopment Area Program to improve the landscaping architecture of twenty seven homes constructed by Habitat for Humanity • Completed the Multifamily, Housing Master Plan for the entire community redevelopment area • Completed the Redevelopment Area -wide Infrastructure Master Plan • Contracted the services of public housing expert, Richard Miller to continue the process to redevelop the County's public housing complex, South Miami Gardens • Conducted a local job fair and established partnerships with local businesses and job placement agencies to refer unemployed residents • Facilitated the employment of 27 local residents, 9 of which are working on local projects and 18 are employed throughout' the county • Implemented the "Dress for Success" clothing drive in an effort to collect business attire for residents entering the job market • Organized and supervised the Students Work Initiative (WIN) Program sponsored by the County, which provides holiday and summer employment to area youths • Organized the Back to School Giveaway program which provides school supplies to children of the redevelopment area • Continued the successful operation of a Police Workstation in the South Miami Gardens Public Housing Complex • Approved 15 applications for the Single - Family Rehabilitation program • Provided rehabilitation grants to 3 local businesses • Transferred vacant derelict lots to housing developers to construct affordable homes `in the redevelopment area • Restored the Marshall Williamson Tennis Courts • Funded three positions to include the police officer, code enforcement officer, and social worker for the redevelopment area • Successfully lobbied the county to demolish the unsafe; derelicts structures located at .6350 SW 60`x' Avenue • Participated in the Black Democratic Caucus, "People to People Bus Tour" Partnered with the CAA to provide skills training and job placement to the residents of the CRA from the CRA -owned Mobley Property i ..
