The South Miami Community Redevelopment Agency met in
regular session on Monday, October 13, 2003 beginning at 6:35
p.m., in the City Commission Chambers, 6130 Sunset Drive..

5. Presentations
a) Ding & Dent University
Mr. Jamie. ,Lopez, a resident.-of Miami Lakes, introduced Ravi
Ramjit, owner and president of European Auto, who is interested
in opening an occupational type of school in the auto
refurbishing industry in South Miami . The school will encompass
a wide scope of skills which will enable students to become
financially independent. Mr. Lopez spoke highly of Ravi.Ramjit,
stating that he has been a successful business owner in the
community for the past seventeen years, who has helped the
community by sponsoring various leagues, parades and other
activities, and most importantly, by employing people from the
community and encouraging them to strive for a better future.
Board Member Bethel referred to Ravi Ramjit as someone who
has always been there for the community.
Vice Chair. Russell asked Mr. Lopez what kind of
participation they were expecting from this Board, and he replied
that they are really seeking financial assistance.
Board Member Kelly then urged the Board to help with this
project which would be really beneficial for the community.
Board Member Wiscombe explained that even though the CRA
cannot pay for the social program itself, there are other ways in
which the CRA can help and that is in redoing the building, and
also by having an outreach person going to the community with
information about this program.
46 Board Member Birts- Cooper also agreed that the proposed
47 school will be of great benefit to the community.
48 b) Presentation of CRA

50 Ms. Davis stated that she realized that this Board, as well
51 as the community needed to see the accomplishments that the CRA

1 has achieved over the past few years. For this purpose, Ms.
2 Davis worked with Mr. McCants in order to conduct a presentation
3 showing the CRA's accomplishments, its ongoing projects, as well
4 as its future projects and goals, and here are just a few:
5
6 • The partnership with the Miami -Dade Community Action Agency,
7 which will be offering free computer classes at the
8 Multipurpose Center to residents in the area, as-well as to
9 the kids at the After - Schoolhouse.
10 • The partnership with OCED, as the County has agreed to
11 transfer the vacant lots they control to the South Miami CRA
12 for development.
13 • The recently completed state -of- the -art Multipurpose Center,
14 featuring fitness facilities, basketball courts, arts and
15 crafts room, an activity room, and a computer lab.
16 • Conducted a local job fair and established partnerships with
17 local businesses and job placement agencies in the area.
18 • Facilitated employment . for over twenty -seven local
19 residents.
20 • Implemented the dress - for - success to help residents entering
21 the job market.
22. • Organized and supervised the student -work initiative program
23 sponsored by the County which provides employment for the
24 youth.
25 • Organized.and supervised the back -to- school giveaway.
26 • Assisted in the implementation of the community policing
27 program located in the -South Miami Gardens public housing
28 complex.
29 • Restored the Marshall Williamson tennis court.
30 • Organized "We are building together" to identify homes in
31 the CRA area needing major rehabilitation.
32 • Funded three positions, to include a community police
33 officer, a code enforcement officer, and a social worker.
34 The social worker has been' eliminated from this year's
35 budget however.
36 • Demolished unsafe structures throughout the CRA area and
37 replaced them with twenty -seven affordable homes.
38 • The CRA also extended financial support to Habitat for
39 Humanity for the infrastructure and exterior changes for the
40 new homes being built on SW 6.6th Street and SW 60th Avenue.
41 • Successfully lobbyied with Greater Miami Neighborhood to
42 build seven more affordable single - family homes, the first
43 of them to be completed before the end of 2003.,
44 • Over eighteen grants have been awarded for renovation
45 projects to the CRA homeowners rehabilitation program.
46' • Mr. McCants mentioned the ongoing project on Church. Street
47 for sidewalks, landscaping and street light improvements.
48 • On future projects, Mr. Mccants mentioned the Credit Union
49 coming to the Madison Square business center to be
50 constructed at SW 64th Street and SW 59th Place. Other future

projects include, infrastructure improvements on Progress
Road and Commercial Lane; the South Miami Gardens project;
and, the rezoning of the commercial district.
Vice Chair Russell conveyed a sense of pride for all the
accomplishments achieved by the CRA.
There being no further discussion or comments, the CRA
presentation concluded.
6. CRA Executive Director's Report:
A. Fiscal Year 2003 -04 Budget - 10% Administrative Cap
B. Fiscal Year 2003 -04 Budget - 20% Administrative Cap
General Counsel Boutsis stated that the head of the TIFF
Committee, basically indicated to bring forward first the 10%
Administrative Cap, because of the steps involved in changing the
cap from 10% to 200, he advised that we first get approved the
10% Administrative Cap, as it is written in our Interlocal
Agreement, and later we can.change it to the 20% Administrative
Cap.
Ms. Davis stated that the budget had been adjusted to comply
with the Board's recommendations.
Commissioner Wiscombe asked how the CRA director's position
was funded in the past and Ms. Davis responded that it was funded
through Contractual Services in the CRA budget, and that it will
be done the same way again. Commissioner Wiscombe also referred
to the funding for street beautification, which seems low, and
referred to the Multipurpose Center that has not been landscaped
yet. Commissioner Wiscombe stated that $2,000 does not seem
adequate to properly take care of the many areas that need
landscaping, and urged the City Manager to look into the matter.
Commissioner Bethel stated that the "no tolerance" signs,
the same as the ones installed at the Grove, are very much
needed, and Ms Davis stated that she will make this request a
priority.

Ms. Davis stated that she would check with the Human
Resources Manager to verify whether there is an adequate number
of resumes on file, which were submitted at the beginning of the
year when a, search was conducted for the CRA director position.

1 The CRA Board agreed to be the review committee in selecting a
2 CRA director, and to have the 'City Manager, as Executive
3 Director, act as liaison.

5 Vice Chair Russell, with the consensus of the' Board,
6 approved the job description as presented, and urged Ms. Davis to
7 proceed with the search for a CRA director.
8
9 General Counsel Boutsis stated that she had directed Ms.
10 Payne to prepare for the next meeting, a written resolution
11 confirming the interim status of the City Manager as an Executive
12 Director, which may be renewed after a period of 120 days.

14 D. Zoning Modification
15
16 Mr.' Youkilis referred to two applications, previously
17 filed by former CRA Director, Subrata Basu, stating that the CRA
18 Board had directed him to proceed with the zoning. 'amendments in
19 two areas. The first, a text amendment to the Code, and the other
20 is, actual change of some zoning in the CRA area to reflect the
21 relationship to the Transit Oriented Development District (TODD).
22 Mr. Youkilis explained that one of the amendments would be to
23 change a Light Industry designation '(LI -4) to TODD MU -4. The
24 other change is an amendment to the text of the Land Development
25 Code (LDC) which takes.two of those TODD sub - districts (MU -4 and
26 Li -4) and changes the maximum height of two stories to four
27 stories. Those two districts MU -4 and LI -4 cover the industrial
28 Commerce Lane area. Mr. Youkilis explained that the next step
29 would be to take the proposed zoning amendments to the Planning
30 Board for either a formal hearing or a workshop.

32 The Board concurred in. directing Mr. Youkilis to take the
33 proposal to the Planning Board for public hearing.

35 E. Presentation by Professor Carlos Casuscelli, Pan -
36 American Federation of Architects Association
37
38 Professor Casuscelli, with a group of students from the
39 Pan - American Federation of Architects Association, presented to
40 the Board the different architectural plans they prepared,
41 providing a new vision for the CRA area, with different concepts
42 and ideas relating to the proposed zoning change.

44 Following the presentation, Vice Chair Russell asked the
45 Board for their comments.

47 Commissioner Wiscombe thanked the group for the fine
48 presentation, noting that the idea of the covered atrium is one
49 of great importance since it provides protection against the
50 weather, and humorously adding, what a good place for holding
51 future Farmer's Market events. Commissioner Wiscombe also noted
52 that one of the other things he really liked in the presentation
53 is the shops facing US1, making it pedestrian - friendly and

1 increasing the traffic there, providing a connection between both
2 sides of US1.

4 Board Member Kelly stated that he was very pleased with
5 the presentation, particularly with respect to the walkway over
6 US1 which is greatly needed.

8 Board Member Bethel also commended the group on their
9 presentation.

11 Board Member Birts- Cooper was also pleased with the
12 presentation stating that the proposed project will bind with the
13 Multipurpose Center and will help enhance the area further.

15 Vice Chair Russell thanked the group on their presentation
16 with the display of outstanding conceptual ideas, particularly
17 for the openness to US1, with cafes and pedestrian walkways, and
18 the enhancement of green space.

20 Vice Chair Russell thanked Professor Casuscelli, together
21 with the group of 'students, for taking the time to provide the
22 Board with such a fine presentation.

24 7. CRA General Counsel's Report:

26 General Counsel Boutsis stated that she is still working
27 with the Little Haiti Federal Credit Union regarding their tax
28 exemption, and also the use'.of the Mobley property. General
29 Counsel Boutsis also noted that she is waiting on clarification
30 of their by -laws which provide for various exemptions such as
31 having to pay State and Federal taxes.

17 PUBLIC REMARKS
19 Mr. Worrell Troup, president of Princeton Daycare School,
20 stated that he was very pleased with all the good news and
21 information provided at this meeting, and commended Mr. McCants
22 for his leadership within the community, stating that he hopes to
23 see him working closely with the new CRA director, also hoping
24 that he would be-compensated for his talent and skills. Mr.
25 McCants has played an important role in the success of his
26 school, Mr. Troup added.

28 Ms. Lucile Rambo, a resident of South Miami, commended Mr.
29 McCants for his dedication in helping her through the long wait
30 to obtain a home, expressing her wishes to see him to work
31 closely with the future CRA director.

33 Reverend Graham, from the Higher Praise of Worship Church,
34 also stated that she was.very pleased with the progress report of
35 the CRA. Reverend Graham also spoke highly of Mr. McCants for
36 being so accessible whenever needed.

38 Reverend Thompsom, from the Church of the Living God, also
39 expressed satisfaction in seeing all the progress of South Miami,
40 and also took the time to speak highly of Mr. McCants, and his
41 dedication to the community and urged the Board to keep Mr.
42 McCants as an integral.part of the CRA program.

44 Ms. Theresa Sawyer, residing at 6401 SW 59th Court, referred
45 to her letter addressed to the Commission, and requested whether
46 they would have an answer at this time. Ms. Sawyer is basically
47 requesting to purchase the City's parcel adjacent to her
48 property. Ms. Davis explained that staff needs to look further
49 into the matter in order to provide an answer to Ms. Sawyer's
50 request. Vice Chair Russell assured.Ms. Sawyer that Ms. Davis
51 and Mr. McCants will try.to get an answer for her, and that they
52 will inform the Board accordingly.

BOARD COMMENTS
Board Member Bethel urged the Board to recognize people who
laid the ground for some positive things which are happening in
the community, such as, Tom Cunningham, Dr. Price, Spike Gibson
and John Horrowitz. Board Member Bethel 'then conveyed some
startling news to the Board, of which he was informed during a
recent meeting at Best Western Hotel. Bernie.Kosar, quarterback
of-the University of Miami, has bought ninety percent of the Best
Western Hotel in South Miami and is bringing in the Chef from Don
Shula as one of the partners. Moreover, they will be spending.
$325,000 in the renovation of the restaurant, and will also have
a Hurricane room.
Board Member Birts- Cooper also spoke with excitement about
the progress of the CRA program and urged the community to join
in the excitement.
Board Member Wiscombe thanked everyone for attending the
meeting tonight and for participating and sharing good ideas.
. . Board Member Kelly expressed concern with the- Multipurpose
Center not getting the attention it needs in terms of programs so
that the facility is utilized to the fullest. He urged everyone
to move forward, keeping in mind the goal of the City which is to
bring everybody together as one, and to make sure that no one is
left behind.
Vice Chair Russell reassured everyone that Mr. McCants, as
the community outreach person, is definitely part of the plan of
the CRA program, adding that Mr. McCants has been extremely
effective in his position.

Sawyer at the October 13, 2003 CRA Meeting. I am forwarding this to ensure that each
member of . the Board receives one. I've also requested Mr. McCants to obtain the
background information that -you requested on this situation such as survey of the
vacant land, etc. .

Dear South Miami Board of Commissioners and SMCRA Board, ' MANAGER ,s .M
I am writing in reference to the vacant lot that is next to my house on 64 St. and 59 Court.
I was told that the city of So. Miami owns the lot now and wants to build a Habitat house
there. I' have issues with this decision which I intend to explain in this letter to you in
hopes that you will understand why I feel this way.
HISTORY
Let me start at the beginning. It was my father who cleared and cared for that property
for the past forty years. The lot looked like a jungle and it was due to his perseverance
and determination in clearing the lot, is how it got -to look the way it does today. The ex
.owner never came . around to do any maintenance at all on the property.
Over the years we've come to only use a portion of the lot to park my. car, hang a
clothesline, and my septic tank I believe runs along side the property. line.
PROGRESS.
In order to enlarge the streets and build sidewalks, the city took 10 -11 feet of my property
from the front of the house and 10 -11 feet from the side of the house that has created a
nightmare for us. We've had to deal with the noise of cars passing by and the noise of
people passing by. We've had our share of people sitting or walking on the retainer wall.
that was built to support the remaining yard that was hacked off. .
On the right hand side, we have almostno yard, maybe less than seven feel, and if, a
house is built on the left-hand side of us we will have little space on that side too.
Therewill not even be enough space to park. my car by my house for safety reasons or
simply for convenience. I thought this neighborhood was for single family homes not
townhouses!
The Neighborhood
Our neighborhood has not been the same since Habitat houses were built, and a Halfway
house opened up on my block. We've had to deal with people walking through our.
neighborhood all times at night, yelling and shouting at one another. It goes without,
saying about the drug selling problem we have in So. Miami.
I am afraid that a house built so close to mine will bring more problems.. I will have to
deal with the noise from kids playing doingother activities and not to mention those

children parties with the loud vulgar music. I am planning on retiring in the near future
and do not want to wake up everyday to neighbors with children.
SPACE
I love space. I love grass, greenery and quietness. It is what we've been accustomed to

built there, our precious space will be forever. When I look out my window all I
will see is a brick wall. No more oak trees or birds singing.'

20 -3.1 Zoning use districts and purposes.
(A) Zoning Districts Established. In order to implement the intent of this Code and the city's
adopted Comprehensive Plan, the City is hereby divided into eighteen (18) zoning use districts

City of South Miami Community Redevelopment Agency Activity
Summary
I. South Miami Gardens Resident Involvement Activities
Background
The City of South Miami has consistently directed actions to fully involve its residents in
the ongoing Community Redevelopment Agency (CRA) planning activities. In addition
to conventional methods of fostering citizen involvement, The City of South Miami made
special efforts to involve residents of South Miami Gardens (SMG) in CRA activities.
These past and ongoing efforts to specifically involve SMG residents in the multifamily
redevelopment plan are viewed by the City of South Miami as necessary and appropriate.
Current Efforts
The City of South Miami used the following efforts to involve SMG residents in its
recently approved multifamily redevelopment plan:
• Coordinated resident activities with the SMG site manager Sandra Frazier
• Extended open invitation to SMG residents to various community /public meetings
held to discuss CRA planning efforts
• Held meetings with SMG resident council president and vice president in Summer
of 2001 for a briefing on CRA proposed meetings and planning activities
• Invited SMG residents to special meeting in an effort to assure their attendance
during the August 2001 community workshop designated to develop basis for the
multifamily plan
• Invited SMG residents to August 2001 community workshop
• Requested' meeting of SMG residents in'January 2002 to schedule group meetings
explaining newly adopted multifamily redevelopment plan
• Held two group meetings of SMG residents in.February 2002
• Provided special copies of multifamily redevelopment plan to SMG residents for
their review
• Issued survey forms (after explaining multifamily redevelopment plan) to SMG
residents in February and March 2002
• Met with SMG families in the Police Workstation to explain multifamily plan
• Visited SMG families (that did not attend group meetings),on an individual basis
in their homes to explain multifamily redevelopment plan and its possible impact
on SMG residents
• Advised SMG residents to call City of South Miami community involvement
specialist James McCants at any time with further questions about the multifamily
redevelopment plan
• Residents who were issued but have not completed surveys were visited up to five
times,over;a two week period at varying hours of the day to collect the completed
surveys

Summary
II. South Miami Gardens Resident Survev Results
Introduction
Residents of South Miami Gardens (SMG) were surveyed to determine their level of
support or opposition to the City of South Miami Multifamily Redevelopment Plan. This
plan includes the proposed demolition and redevelopment of the existing SMG facilities.
Demolition of the SMG development would require the relocation of SMG residents and
would provide for the opportunity for these residents to move back to one of the newly
developed sites in the redevelopment area or within the City of South Miami.
The survey was conducted between February and March 2002. SMG residents who
attended one of the two group meetings were provided a detailed explanation of the
multifamily redevelopment plan by Richard E. Miller, consultant to the City of South
Miami and given an opportunity to ask questions about the plan. Residents of SMG who
did not attend one of these meetings either visited the Police Workstation in SMG or
were visited in their homes. During'the home visits each resident was provided a.copy of
the redevelopment plan, a full explanation of the multifamily redevelopment plan and
how this plan would require their relocation, relocation options that would most likely be
available to them, and an explanation that demolition of the existing facilities was
included in the plan. SMG residents' questions were allowed an d answered before they
were asked to complete the survey.
Preliminary Survey Results
SMG residents listened attentively to the explanations of the adopted Community
Redevelopment Agency's multifamily redevelopment plan and its implications to SMG
families. Since these explanations included a full discussion of how the proposed
redevelopment's relocation implications would be addressed by the appropriate agencies,
most of the residents felt comfortable supporting the plan. Residents were asked to
personally fill out and sign the survey.
As of March 18, 2002 the SMG development had 43 of its 58 units occupied by residents.
Two of the 58 units are out of management for use by the Teen Pregnancy Prevention
Center and the Police Workstation. Of the 43 occupied units, (100 %) of the households
were issued surveys. There were 41 or (95 %) heads of households that completed the
survey. There were 5% or two households that did not return the survey. Of the 41 heads
of households completing the survey, 32 or (78 1/o) support the multifamily redevelopment
plan (including the relocation implications).. Six households or (15 %) responded that
maybe they support the plan. The remaining three households or (7 %) did not support
the redevelopment plan.
Attempts are continuing in the effort to get survey results from the two remaining
families.
City of South Miami Community Redevelopment Agency Activity
Summary
Summary
As a result of the aforementioned efforts and activities, a large majority of SMG
households supports the multifamily redevelopment plan even though the plan requires
the relocation of SMG residents.
III. City of South Miami Conversations With Miami -Dade County
Since the establishment of the City of South Miami Community, Redevelopment Agency,
meetings were held as necessary with various County entities to open and maintain lines
of communications. As tentative redevelopment activities evolved that had a county
interest, the county was informed by the City of South Miami of these potential
developments. During the evolution of the multifamily redevelopment plan, these
conversations increased. In the early portion of 2001, the multifamily redevelopment
plan began to crystallize and it became evident that SMG would play a key role in this
plan.
The City of South Miami officials met with county officials, including Miami -Dade
Housing Agency (MDHA) officials, in April and May, of 2001. Additionally, City of
South Miami representatives and CRA consultants met with MDHA representatives
several times during the summer and fall of 2001. It is anticipated that in the future,
regular meetings will be held between the appropriate county and city and CRA
representatives regarding the multifamily rental housing plan and its interface with the
SMG development and its residents.

Program - Mr. & Mrs. Rambo
A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE
CITY OF SOUTH MIAMI, FLORIDA, APPROVING A HOMEOWNER
ASSISTANCE PROGRAM GRANT OF UP TO $5,000.00 TO MR. & MRS. RAMBO
TOWARDS THE PURCHASE OF THEIR NEW HOME LOCATED AT 5918 SW 66TH
STREET; AUTHORIZING THE EXECUTIVE DIRECTOR TO DISBURSE SAID
FUNDS FROM ACCOUNT NUMBER 610 - 1110 - 553- 34 -50, ENTITLED
RESIDENTIAL REINVESTMENT; AND PROVIDING AN EFFECTIVE DATE.
BACKGROUND & ANALYSIS
The Homeowners Assistance Program is designed to provide financial assistance to people
striving to make their dream of home ownership a reality. This program offers more that just
financial resources, it provides homebuyer counseling, technical assistance, and a coalition of
lending institutions dedicated to serving home buyers. The program prioritizes applications,
which address health, safety and welfare issues or would assist applicants who can least afford to
carry out -rehabilitation activities.
Mr. & Mrs. Rambo applied for the Homeowner Assistant Program Grant pursuant to the
Guidelines of the Program. To insure the Terms of the Program a recorded mortgage, promissory
note and related loan documents will be included in connection with this transaction. Applicants
Mr. & Mrs. Rambo are requesting $5000 towards the down payment or closing cost there home
located at 5918 SW 66 Street.

WHEREAS, the South Miami Community Redevelopment Agency (SMCRA) is
committed to transforming derelict residential lots and unsafe structures in the
Redevelopment Area into vibrant new homes; and
WHEREAS, CRA Resolution 25 -00 -40 created the Homeowner Assistance
Program; and
WHEREAS, Mr. & Mrs. Rambo qualified for the Homeowner Assistance
Program under the Urban Infill Category; and
WHEREAS, the Chair and SMCRA Board desire to provide families. with
financial resources in order to assist them to become homeowners and stakeholders in the
community.
NOW THEREFORE BE IT RESOLVED BY THE SOUTH MIAMI
COMMUNITY REDEVELOPMENT AGENCY:
Section 1. That the Executive Director is authorized to disburse up to $5,000
to Mr. & Mrs. Rambo pursuant to the guidelines of the Homeowner Assistance Program.
Section 2. That the resolution shall take effect immediately upon approval.

23 WHEREAS, the Mayor and City Commission of the City of South Miami
24 pursuant to Ordinance No. 12 -97 -1633, created on April 15, 1997, the SMCRA,
25 consistent with Chapter 163, Part I1I, Florida Statutes, and the rules and regulations .of
26 Miami -Dade County; and,

28 WHEREAS, the SMCRA adopted a community redevelopment plan, dated March
29 1.0, 1998, to serve as a guide in implementing redevelopment in the City's community
30 redevelopment area; and,

32 WHEREAS, the Board, pursuant to Ordinance No. 98 -70 and Ordinance No. 98-
33 80, enacted by the Board on May 19, 1998, approved and adopted the City of South
34 Miami Community Redevelopment Plan, and approved the creation of a community
35 redevelopment agency trust fund;

37 WHEREAS, the City entered into an interlocal cooperation agreement( "Interlocal
38 Agreement") with Miami -Dade County and SMCRA dated June 1, 2000, to specify and
39 coordinate the administrative and financial aspects . of the community redevelopment
40 agency; and,

WHEREAS, the SMCRA now. desires to approve an amendment to the Interlocal
Agreement in order to increase the administrative cap from .l0 to 20 percent; and,
WHEREAS, the SMCRA provided a copy of SMCRA resolution 10 -03 -122 to the
County tax increment finance committee ( "TIF ") which requested several modifications
to the style of the resolution and First Amendment to the Interlocal Agreement, which
modifications are incorporated into this amended resolution and First Amendment to the
Interlocal Agreement, which is attached as exhibit "A."
WHEREAS, the proposed First Amendment to the Interlocal Agreement has
received the preliminary approval of the TIF committee.
NOW THEREFORE BE IT RESOLVED BY THE COMMUNITY
REDEVELOPMENT AGENCY OF THE CITY OF SOUTH MIAMI, FLORIDA THAT:
Section 1. SMCRA resolution 1.0 -03 -122, is amended to reflect the language
changes requested by the County TIF committee. Further, the amendment to the
Interlocal Agreement attached, as Exhibit "A changing the SMCRA's
administrative expense limit is approved and adopted.
Section 2. This amended resolution shall be immediately transmitted to the City
of South Miami commission for approval; and then to the Board for consideration
and final approval as required by the June 1, 2000 Interlocal Agreement.
Section 3. This amended resolution amends resolution 141 -99- 10765, approved
by the City Commission and by the Board on June 1, 2000, only to the extent that
it increases the administrative cap available to the SMCRA from 10 to 20 percent.
Section 4. This amended resolution shall take effect immediately upon
adoption.

FIRST AMENDMENT TO
INTERLOCAL COOPERATION AGREEMENT
. This amendment made and entered into this day of ,
2003 by and among Miami -Dade County ( "County "), the City of South Miami
( "City ") and the South Miami Community Redevelopment Agency ('SMCRA").
WITNESSETH:
WHEREAS, the City. Commission, pursuant to Ordinance No. 12 -97 -1633
enacted on April 15, 1997, accepted a delegation of powers from the Miami -Dade
County Board of Commissioners ( "Board "), found a need for and created the
SMCRA, consistent with Chapter 163, Part III, Florida Statutes, and the rules and
regulations of the County, declared members of the City Commission to be the
members of the Agency, granted the Agency the power to exercise all powers
permitted by Chapter 163; Florida- Statutes; which were delegated by the Board to
the Agency, and directed the initiation, preparation and adoption of a community
redevelopment plan by the Agency;
WHEREAS, the SMCRA adopted a community redevelopment plan, dated.
March 10, 1998, to serve as a guide in implementing redevelopment in the City's
community redevelopment area; and,.
WHEREAS, the Board, pursuant to Ordinance No. 98 -70 and Ordinance
No. 98 -80, enacted by the Board on May 19, 1998, approved and adopted the
South Miami Community Redevelopment Plan, and approved the creation of a
community redevelopment trust fund;
WHEREAS, the City entered into an interlocal cooperation agreement
( "Interlocal Agreement") with the County and the SMCRA dated June 1, 2000,

Interlocal Agreement in order to increase the administrative cap from 10 to 20
percent; and,
WHEREAS, the proposed amendments and modifications have received
the preliminary approval of the County's tax increment finance committee.

NOW, THEREFORE, THE CITY, COUNTY, AND SMCRA agree as
follows:
I. The recitations set forth above are true and correct and adopted as
part of this amendment.
II. The Interlocal Agreement is amended in the following respect:
Subsection II. B. is amended to read as follows:
"B. No more than ten per vent (105%) twenty percent
20% of the funds contemplated to be expended under
the Plan shall be used for total administrative expenses
allowable under Section 163.387(6)(a), Florida
Statutes (1993) (including indirect and overhead
expenses which may not exceed six percent (6 %) of
such funds contemplated to be send under the Plan)."
III. In all other respects, the Interlocal Agreement remains unchanged or
amended and is ratified and confirmed.
