SUPERVISION RECEIVED & EXERCISED Works under the general supervision of the Executive Director /City Manager. Exercises supervision to outside professional consultants and two support staff members. DUTIES AND RESPONSIBILITIES 1. Advises the CRA Board, Mayor & City Commission, CRA Advisory Board, Executive Director /City Manager and the public on the CRA Plan, Interlocal Agreement and redevelopment projects, programs and activities. 2. Administers, develops, plans and implements redevelopment projects, programs and activities. 3. Works with the County and State to fulfill all local and state . requirements for community redevelopment agencies. 4. Represents the City and Agency in county-wide economic development initiatives, including the Beacon Council. .5. Encourages public - private partnerships with the development and lending communities to provide maximum leveraging of private investment in the Redevelopment Area. 6. Fosters partnerships with, and between, a diverse range of citizens' groups and governmental agencies to develop a common vision for redevelopment 7. Serves as the designated staff person to the CRA Board and CRA Advisory Board. 8. Drafts the annual budget of approximately $1 million. 9. Coordinates and directs professional consultants. 10. Reviews and processes all Agency invoices. 11. Provides direct supervision of two staff persons. 12. Prepares funding requests and .grant applications, including CDBG, HOME, SHIP, State and Federal Appropriations, and private foundations. 13. Administers, develops, plans and implements the activities of the South Miami Community Redevelopment Agency Foundation, a private not -for -profit support corporation [501(c)3] of the Agency. 14. Performs other tasks as required. Change South Miami Community Redevelopment Agency wishes to submit an application 'to initiate a Map Change within the area designated as TODD. The following describes the requested change: Change the Zoning classification of certain areas from LI4 to MU -4. There are two blocks that are impacted by this request. The blocks are bounded as follows: First Block: North: SW 68`h Street Second Block Nort h: SW 691h Street East: SW 58'h Place East: SW 581h Place South SW 691h Street South SW 70`' Street West SW 591h Place West SW 59`' Place Justification: The blocks noted above have split zoning. Part of the block is zoned MU -4 and part zoned LI -4. In analyzing the possible development pattern in the area, it is deemed appropriate to have the same and consistent zoning for the whole block allowing the blocks to be developed as a unified development with compatible uses. The attached map indicates those areas, which would be impacted by proposed amendment. The SMCRA Board discussed this at their meeting of June 30, 2003 and.authorized the Director to initiate the Map Change. Please feel free to call this office, if any further information is needed. Simultaneous with transmitting the SMCRA budget in compliance with the Interlocal Agreement, the SMCRA has adopted an alternative budget revising the budget, to reflect an administrative cap of 20 %; which budget will take effect only if the County approves the proposed first amendment to the Interlocal Agreement amending section IIB of the agreement, to allow for 'a 20% administrative cap.
