BACKGROUND AND ANALYSIS
The South Miami. Community Redevelopment Agency (SMCRA) purchased the property known
as the Mobley Property located -at 5825 Southwest 68g" Street, and submitted an ad valorem tax
exemption application to Miami- Dade County upon acquisition of the property. At the time, a
portion of the property was under rental agreement, which the SMCRA continue to honor in an
effort to secure additional revenues for the agency until the property's permanent use is
determined. As a result, the County denied the tax exemption application: citing the property is
being rented to a private party to collect revenues. The amount of total taxes due for calendar
year 2002 is $8,253.45. Revenues collected on the rental of the Mobley Property exceed the
amount of ad valorem taxes due each year.
Annual Revenues Collected (905.25X12)- $10,863

12 WHEREAS, the South Miami Community Redevelopment Agency (SMCRA) is the
13 rightful owner of the property known as the "Mobley Property" located at 5825 Southwest 68th

16 WHEREAS, said property is not eligible for ad valorem tax exemption status because the
17 SMCRA is collecting revenues for the private use of said property in the form of rental fees equal
18 to $905.25 per month, and

20 WHEREAS, the SMCRA is thereby required to pay the ad valorem taxes on said

23 WHEREAS, the total ad valorem taxes due for calendar year 2002 is $8,253.45.

29 Section 1, The Director is hereby authorized to disburse $8,253.45 from account
30 610 - 1110- 554- 99 -20, entitled "General Contingency" to the Miami -Dade Tax Collector for the

The attached resolution, serves to formally accept the deed for the recently purchased "Mobley"
Property and provides the authorization to apply for exemption from ad valorem property taxes
pursuant to Section 196.28 of Florida Statutes. This type of resolution and its associated actions
will be a standard part of the Agency's property acquisition process.

Thank you for your Letter of Interest dated May 29, 2003 for funding assistance from the South
Miami Community Redevelopment Agency (SMCRA) to expand your existing daycare facility.
The item was presented to the SMCRA Board for discussion at its June 9 meeting: The Board is
supportive of your efforts to,provide the expanded daycare service to the community and feels
that your effort serves a. great community need. The Board members, however, had a number of
questions and'needed further information before they can evaluate your request fully.
Clarifications to the following questions wili help the Board members give your request further
consideration.
■ What is the legal entity that will operate the daycare facility? Who are the Board of Directors
and the Officers of the organization?
Is it a non - profit or a for -profit organization? Is it tax - exempt?
What is the level of funding you are requesting from SMCRA?
■ Will the funding requested be used for construction of the facility? Are the plans for the
facility completed and ready for construction? If so, please submit a set of plans.
What is the.projected schedule for completion of the project?
■ What is the estimated cost of the project and how much funding has been committed so far
for the project?
