She indicated that she wound not have the letters on the awning. The Board explained they are dealing with the appearance of the total building, even though"there are other stores painted ocher different colors, and the other stores say they do not want an awning. Staff recommended that the owner and applicant get together and propose standarization of the entire building. The Applicant submitted a letter from the owner of the building,. John Ludwig, which stated: j "Indeed I have seen your plans for an awning as presented, and this is authorization for you to proceed. !The purpose of this letter is also to inform the City of South Miami that I agree with what :you're doing and of course expect you to meet all the City requirements as well."' Mr. Saez suggested putting a drop at the end of the overhang- as opposed to, an awning underneath. The building next door is a three story building, and her building is a one story with different architectural features. The Board suggested all the stores have an awning, but the Applicant stated the other stores don't want one. They also indicated they didn't agree with her design because it is wrong. MOTION: Susan Wilson moved denial. Diego Saez seconded the motion. Discussion: The recommendation of the staff should� be followed by the applicant if she wishes to proceed with this project, that is, items 1 through 4 on the staff report, and in the future, if any tenant wishes to remodel any part of the total building, the entire building has to be proposed as a renovation. Address: Bakery Centre Represented by: Tom Graboski i Cindy Repperdall.representing Tom Graboski. The request is for a revision of the existing signage from Tiger Tiger Teahouse through Flagler Federal Savings. Flagler Federal has requested to move their sign down :directly above their door for better visibility. However, Minutes of the ERPB - 4 - April 7, 1987 this .location would be glass which would necessitate a metal sign band located directly .above the mullion for the internal illuminated letters. Other tenants have internally illuminated white metal letters with white plastic faces., Flagler Federal wanted more con- trast than white letters on pink so the representative presented an amendment to state for these store locations only that the sign band be permitted and no signage above on the originally designated area for consistency. Discussion followed on the channel letters, size of letters and sign band, placing the sign inside the store front, wrap around of the corner', and supply photographs. MOTION: Jan Hochstim moves to approve the concept with the provision that the band continues the entire length of the building with the con- sideration of even wrapping around the west end. Lil White seconded the motion. Vote: Favor: 5 Oppose: 0 f.. EB-87-039. Preliminary approval of free-standing illuminated sign. Applicant: Exxon Co. , USA . Address: 6180 S. W. 72 Street Represented by: Chris Mann The Chairman read a note dated 3-27-87: "To Whom it May Concern: The attached sign prints are being submitted for formal rejection. The secretary will file for variance once 're- jection is incurred." The Applicant explained that in 1985 Exxon approached the Planning Board and the City Commission to have this sign. A detached sign is not allowed in this zoning. The Applicant had to get a formal rejection by the Planning Board to come before the ERPB. The note was a little misleading. This sign is basically the same size the ERPB gave a favorable recommendation on before, even though the variance petition failed. The 30' setback was discussed and the location of sign in conjunction with the control box. Applicant was only requesting approval of the design. MOTION: Jan Hochstim moved that the Board approve the aesthetics of the sign based on the presenta- tion with the exception that this sign would be reduced to a 5' overall height and comply with visability triangle requirements of the Code. W. 62 Avenue Represented by: Bill Enright Doris Rosebraugh excused herself from the Board in order to make the presentation for the Applicant. Bill Enright addressed the Board first and stated that some of the initial trees in the linear park have not survived and will be replaced and also lenhance the park. The discussion covered the types of trees which were originally to be put in the park (80% natives) and the difficulty in finding large mahoganys and inkwoods. Many of the trees have suffered shock and many will have to be replaced. Additional oaks; gumbo limbos and others will be brought in as well, and Ms. Rosebraugh requested discretionary privilege of moving trees around for better coverage. and bringing in exotics because of the inability of the right size of natives. The Applicant was requested to indicate'on the drawing definite placement of the parking lot trees and was given discretion to use the remaining unallocated trees in the linear park. W. 80 Street Represented by: Thomas Murtaugh It was established that this work was completed without a permit.. The applicant claimed ignorance. The Board reviewed plans and photographs: and discussed various objections to the construction including a gable roof on top of a hip and leaving the eave, no alignment of the corner, and the appearance of one house set on top of another. Suggestions were mad& to add a cricket or eliminate the hip and make a gable which would be the proper way. As it is, the second floor would rot quickly with the water coming against the wall. Minutes of the ERPB - 6 - April ], 1987 Mr. Kirk, the Chief Building Inspector, stated that there is a stop work order on this construction and that the foundation must be checked. He indicated in response to the Chairman's question that . the energy calculation is R-30 now from ceiling to attic. Members of the Board requested building elevations for the entire house to see exactly what is proposed and questioned the two kitchens. The Applicant responded that he is not making changes to �the first floor. There was further discussion on the windows and the utility room. MOTION: Jan Hochstim moved denial of the application based on several factors: .. (1) "incompatibility of the addition with the present existing residence in terms of form and materials; (2) the insufficient drawings to indicate the con- nection between the existent and the new; 0) insufficient information for the Building Department to render their opinion as to the feasibility of construction as to the structure. W. 62nd Avenue Represented by: Roberto Smith Staff advised the Board members that the City Manager concurred that this was a minor change. The Board reviewed plans and photographs. The application is to put a roof terrace on top of an, existing roof on the north side of the East Tower Building of South'Miami Hospital. They are raising a wall to parapet height and putting, a railing. Access will be gained by taking out windows and putting doors. The Board advised that the railing needed to be continued or go higher with one pipe instead of two pipes which would be less expensive also. The Applicant preferred the one pipe. Drainage from the roof was discussed and provision for possible overflow. A suggestion of re- movable tiles over '.the promenade deck was made. Another suggestion was Dow Chemical's Irma upside down roof-which is removable in case of a leak whereas the roof as presented does not have a removable aspect. MOTION: Jan Hochstim moved approval of the proposal as a preliminary rather than a final with sugges- tions that the railing be carried across the Minutes of the ERPB - 7 - April 7, 19$7 entire parapet area of the deck, that the drain- age overflow scuppers be redesigned -to accommo- date possible water 'on the deck, and to redesign the walking surface on the deck in keeping with good practice of the roofing systems. Wieder The Chairman stated that he had observed this remodeling being done, but it never went for a permit or before the Board. Staff indicated that they had a permit for interior remodeling but had done some exterior remodeling as well. Mr. Balkovek clarified the penalties of work without a permit. If it exceeds $1,000, there are quadruple fees and if done by. a contractor, there is a $500 fee. If it is under $1,000, there is a quadruple fee which could be only $80. Minutes of the ERPB - 8 - April. 7, .1987 The Chairman stated, and the Board concurred., that this item should not be on the agenda without drawings for the storefront remodeling and the sign and without paint samples. Also, Thomas Bock has been.hired as a plans examiner for approximately 20 hours a week in getting caught up and doing the necessary detailed reviews of drawings. Hopefully,.Danilo Lopez will be on call full time in the next few weeks instead of approximately 30 hours a week. The Chairman asked for clarification of the responsibilities of the plans examiner, and Staff responded he will be examining for compliance with all building codes. One of the planning staff will be reviewing for compliance with zoning codes. The Chairman felt it was much wiser to split this responsibility. This should help with some of the problems of the past. Draft administrative procedures are in the process of preparation. 5.
