I am writing in reference to the vacant lot that is next to my.house on 64 St. and 59 Court.
I was told that the city of So. Miami owns the lot now and wants to build a Habitat house
there. I have issues with this decision which I intend to explain in this Ietter to you in
hopes that you will understand why I feel this way.._
HISTORY
Let me start at the beginning. It was my father who cleared and cared for that property
for the past forty years. The lot looked like a jungle and it was due to his perseverance
and determination in clearing the lot, is how it -got to look the way it does today. The ex-
owner never came around to downy maintenance at all on the property.
Over the years we've come to only use a portion of the lot to park my car, hang a
clothesline, and my septic tank I believe runs along side the property line.
PROGRESS
In order to enlarge the streets and build sidewalks, the city took 10 -11 feet of my property
from the front of the house and 10 -11 feet from the side of the house that has created a
nightmare for us. We've had to deal with the noise of cars passing by and the noise of
people passing by. We've had our, share of people sitting or walking on the retainer wall
that was built to support the remaining yard that was hacked off.
On the right hand side, we have almost no yard, maybe less than seven feet; and if a
house is built on the left hand side of us we will have little space on that side too.
Therewill not even be enough space to park my car by my house for safety reasons or
simply for convenience. I thought this neighborhood was for single family homes not
townhouses!
The Neighborhood
Our neighborhood has not been the same since Habitat houses were built, and a Halfway
house opened up on my block. We've had to deal with people walking through our
neighborhood all times at night, yelling and shouting at one another. It goes without
saying about the drug selling problem we have in So. Miami.
I am afraid that a house built so close to mine will bring more problems. I will.have to
deal with the noise from kids playing doing other activities and not to mention those

children parties :with.the loud vulgar music. I am planning on retiring in the near future
and do not want to wake up everyday to neighbors with children.
SPACE
I love space. I love grass, greenery. and quietness. It is what we've been accustomed to
for over forty years., Looking out my window seeing trees is what I love. If a house is
built there, our precious space will be gone forever. When I look out my window all I
will see is a brick wall. No more oak trees or birds singing.:
SUMMARY
I hope you can now understand my concern about this house being built by me. I. have
nothing against Habitat houses and I feel it is great when a family in need can finally
have a home of their own..
Being a residence of South Miami for over forty years, I hope you will give me the
opportunity to purchase the property which I and my family have taken care of and
cherished for so many years.

(A) Zoning Districts Established In order to implement the intent of this Code and the city's

covenant of your choosing pertaining to the re -sale of the property.
I encourage the Board to adopt the recommendation of the CRA Advisory Board and
allow Ms. Sawyer to purchase the property at the assessed value accordingly.

James Bowman Scholarship
2004 -2005
An annual scholarship of $2,000 has been established in honor of Mr. James T., Bowman, Sr,, a
lifetime resident and a leader in the City of South Miami. Mr. Bowman, born in Tallahassee,
Florida, moved to South Miami at the age of three. Mr. Bowman was committed to his country
and to his South Miami community. He served in the United States Army during World War II.
He was a pillar in the community. Mr. Bowman served untiringly on numerous boards and held
active memberships in various, organizations including the Community Action Agency and the
South.Miami Alliance for Youth. He served on the City Commission from 1978 through 1986.
He dedicated his life to creating opportunities for black youths and businesses in the
redevelopment area of the City of South Miami. He continually encouraged others to strive to
the top and will always be remembered for being proud of the accomplishment of the others in
the community.
The South Miami Community Redevelopment Agency ( SMCRA) Board has authorized an
annual scholarship of $2,000. This scholarship will be given once a year to a person or persons
who has /have the potential to and has /have exhibited a desire to improve oneself /themselves
through education. The scholarship monies, when awarded, shall only be used for tuition and
related books /supplies for vocational and or higher education. To be eligible, the applicant must
have a high school diploma or a'GED equivalent and must reside within the SMCRA district.
The primary criterion for selection'is a clear demonstration by the applicant to strive to become
better., The SMCRA Board with advice and recommendation from the SMCRA' Advisory Board
will select the scholarship recipient(s).
The deadline for receiving the application is Friday, June 18, 2004, and the ` scholarship
recipient(s) will then be selected and the names will be announced at a subsequent SMCRA
Board meeting.
In order to be considered for the scholarship, please submit a fully completed application to Mr.
James McCants, Community Outreach Coordinator, by 5:00 P.M. on Friday, June 18, 2004.
Incomplete applications will be automatically eliminated from consideration. A complete
application must have the following:
1) Properly completed application form.
2) Proof of SMCRA area Residency.
3) A letter of acceptance from an accredited educational institution or trade school.
4) A letter of recommendation on official letterhead from an employer, faculty member or
school counselor.
5) Official copy of the High School.or GDR transcript.
