During the course of the public hearing, questions were -raised about density, parking requirements , open space, and height of the building. I would like to take this opportunity to answer these questions : 1. Parking: It is our experience in the management of over 3000 units of senior citizen housing that the zoned park- ing, requirements are excessive for this type of housing. Most of our parking areas are substantially underutilized even with the reduced number of spaces . The enclosed park- ing usage study clearly illustrates this point. Since parking demand is so limited, we prefer to provide addi- tional landscaped areas in order to reduce the visual im- pact of massive asphalt parking areas. In the event that additional parking is needed in the future, the landscaped areas can be converted to additional parking. 2. Adjacent Park and Open Space-: The purpose of placing a large park adjacent to the elderly project was to provide additional open space for the neighborhood and. to create .._ - - -- a -transitional buffer between the elderly -project and ad- jacent family housing both under way and proposed. The section immediately adjacent to the building will be dev- eloped with walkways , benches , and picnic areas which t Members South Miami Zoning Board April 19 , 1974 Page Two would be compatible with the senior citizen center. The present status of the park dedication is outlined in the attached letter to Mayor Jack Block dated March 4 , 1974 . 3. Density : Our approach to density has been based upon the number of people housed rather than the number of units . The elderly project will consist of 80 ef- ficiencies and 17 one-bedroom units . This is based upon two people per bedroom and one person per efficiency. Thus , the population of our proposed elderly project is ap- proximately half of what would be allowed under the pro- posed zoning, if the project were to be developed for family housing which would be the. use of the site if an elderly project were not constructed. 4 . Water and Sewer : There is an adequate water system through- out the NDP area. We have installed sanitary sewers in most of the area south of S .W. 64 S+-r_eet-,=-at a—cos-t--of--more- ----.-- - - ---- -than—$-3-0-0—,0-0-0-.---T hese sewers were designed to serve both existing housing and new housing developments , and will be more than adequate. In addition, we have invested more than $500 ,000 in street' improvements including storm drainage. 5. Building Height: It has been our experience that an eleva- tor building of six stories or more is preferred by the elderly over any other type.. Page Three this is the ability to make such a building more secure from. intruders by having a common lobby area which can be locked. 6. Housing Replacement: We have both a legal and moral ob- ligation to replace units eliminated from the neighbor- hood' s housing stock as a result of acquisition or code enforcement. In addition, the shortage of decent housing that low and moderate income families and -elderly people can afford is the most serious housing problem in the Lee Park neighborhood, . as it is throughout the County. The new single family homes near Hardee Drive, the Lee Park Coop, the proposed elderly project and other housing developments on the drawing boards are absolutely critical and essential to the fulfillment of our obligations to the residents of the area. The full range of activities that have been and will con- tinue to be undertaken in the Lee Park area will greatly improve the physical well-being of the neighborhood and should have little or no impact on the neighborhood' s population density. If there is any noticeable impact, the effective density will probably be reduced, because open space will be organized in a more usable manner. 7 . Tenant Selection: Although Little HUD cannot legally re- strict occupancy .of this project to South Miami residents , we will give top priority to South Miami residents dis- placed by governmental action. For the convenience of residents in the area, we plan to take applications for the housing at our South Miami project office, just as we did for the leased housing in the Lee Park Coop. In conclusion, I believe this project will be a positive addition to the South Miami community. It will provide needed housing for . 97 elderly families . It will also provide a senior center facil- ity which can be used by our tenants and other neighborhood resi- dents as well. The architect has designed a very handsome struc- ture. and has shown great concern in saving as many of the existing beautiful trees as possible . W . 62nd Avenue . Under the provisions of the proposed- zoning amend- ments , it would be necessary for us to significantly increase the size of the site to meet density and open space requirements . We would much prefer to do this , and provide 100 units of badly needed housing, rather than cut the size of the project in half . Consequently , it will be necessary for us to defer the dedication of the adjoining park site to the City of South Miami until we are able to deter- mine. the extent to which the elderly housing site must be increased in size to meet the provisions of the proposed amendment . During the course of the public hearing, questions were raised about density , parking requirements , open space, and height of the building. I would like to take this opportunity to answer these questions : 1. Parking: It is our experience in the management of over 3000 units of senior citizen housing that the zoned park- ing requirements are excessive for this type of housing. Most of our parking areas are substantially underutilized even with the reduced number of spaces . The enclosed park- ing usage study clearly illustrates this point. Since parking demand is so limited, we prefer to provide addi- tional landscaped areas in order to reduce the visual im pact of massive asphalt parking areas. . In the event that additional parking is needed in the future, the landscaped areas can be converted to additional parking. 2. Adjacent Park and Open Space : The purpose of placing a . large park adjacent to the elderly project was to pr-oxide--- - - __additi:onal--open-s-p-ace for th neighborhood eighborhood and to create a transitional buffer between the elderly project and ad- jacent family housing both under way and proposed. The section immediately adjacent to the building will be dev- eloped with walkways , benches , and picnic areas which Member_s_.S.outh-Miami Zoning-Board -�- - April 19 , 1974 Page Two would be compatible with the senior citizen center . The present status of the park dedication is outlined in the attached letter to Mayor Jack Block dated March 4, 1974 . 3. Density : Our approach to density has been based upon the number of people housed rather than the number of units . The elderly project will consist of 80 ef- ficiencies and 17 one-bedroom units . 2/ This is based upon two people per bedroom and one person per efficiency. Thus , the population of our proposed elderly project is ap- proximately half of what would be allowed under the pro- posed zoning, if the . project were to be developed for family housing which would be the use of the site if an elderly project were not constructed. 4 . Water and Sewer : There is an adequate water system through- out the NDP area. We have installed sanitary sewers in ,- -most of_of the are-a_s-oath-o-f-S .W-64-Street, at a cost of more --�-_ _ -than $300 ,000 . These sewers were designed to serve both existing housing and new housing developments , and will be more than adequate. In addition, we have invested more than $500 ,000 in street improvements including storm drainage. 5. Building Height: It has been our experience that an eleva- tor building of six stories or more is preferred by the elderly over any other type. One of the main reasons for Members South Miami Zoning Board April 19 , 1974 Page Three this is the ability to make such a building more secure from intruders by having a common lobby area which can be locked. 6 . Housing Replacement: We have both a legal and moral ob- ligation to replace units eliminated from the neighbor- hood' s housing stock as a result of acquisition or code enforcement. In addition, the shortage of decent housing that low and moderate income families and .elderly people can afford is the most serious housing problem in the Lee Park neighborhood, as it is throughout the County. The new single family homes near Hardee Drive, the Lee Park Coop, the proposed elderly project and other housing developments on the drawing boards are absolutely critical. and essential to the fulfillment of our obligations to the, residents of the area. The full range of activities that have been and will con- tinue to be undertaken in the Lee Park area will greatly improve the physical well-being of the neighborhood and should have little or no impact on the neighborhood ' s population density. . If there is any noticeable impact, the effective density will probably be reduced, because open space will be organized in a more usable manner. 7. Tenant Selection: Although Little HUD cannot legally re- strict occupancy of this project to South Miami residents , we will give top priority to South Miami residents dis- placed by governmental action. For the convenience of residents in the area, we plan to take applications for the housing at our South Miami project office, just as we did for the leased housing in the Lee Park Coop. In conclusion, I believe this project will be a positive addition to the South Miami community. It will provide needed housing for 97 elderly families . It will also provide a senior center facil- ity which can be used by our tenants and other neighborhood resi- dents as well. The architect has designed a very handsome-str-u-c-- - - - - _ture_ and._h-as__s-hown-great-concern in saving as many of the existing - beautiful trees as possible. Vann Rhodes and Mr. A. L. Jones addressed the Board and answered numerous questions regarding additional parking, if necessary, landscaping, ground coverage, policing of parking facilities and preference of tenants from the City of South Miami. Mr. Pierce stated for the record that five members of the Planning Board had accompanied Mr. Vann Rhodes, Mr. Jones and Mr. Johnson, all of HUD, on a field trip to six complexes for housing the elderly where they inspected and reviewed the parking facilities,. the overall layouts, a sampling of the units and talked with residents asking their feelings as to whether they felt the parking facilities were adequate and if they had any problems with the elevators or other maintenance problems. No complaints were expressed and the parking was deemed adequate. Mrs. Masters raised the question as to how the parking facilities would be policed to keep visitors to the park and the neighboring townhouses from occupying the parking spaces of the complex. Mr. Rhodes stated that the parking would be strictly supervised and all necessary precautions would be taken. Mr. Rhodes stated that additional parking would be available if proven to be necessary. The question was raised as to what preference for tenancy would be given to present residents of the City of South Miami. Mr. Jones stated that the residents of the City of South Miami would be given first preference . Chairman Pierce asked if there was anyone present who wished to speak in favor of the applicant. Ms . Joy Nichols addressed the Board and asked Mr. Jones to explain what the word "preference" actually meant. Mr . Jones stated that there had been instances where former residents of City had been relocated out of the City and those persons who had and desired to return to the City would be given first preference and that those persons who had not been relocated and were present-l-y—r-e-sdent-s—o-f -- - —_--the-C-ity-,-w-ho-me-t-t-h-e qualifications would be given first preference . b Mr. Sidney Peters spoke in favor of the request and stated that very few of the residents of the building would own cars . Mr. Lee Perry of 6221 S . W. 62nd Terrace spoke in favor of the applicant. Mrs. Masters asked Mr. Russe what had been done with regard to the request made by Mr. Fleischer at the meeting of March 26, 1974 to placing "no parking°sign-s-at-62nd Avenue-an-d-7-8th—Street. Mr. Russe said that this was a matter for the Police Department and that he had informed that department .of the request . Mrs . Masters asked Mr. Russe why the. swale between the sidewalk and the street in front of the 5901 Building on 59th Avenue had not been paved. Mr. Russe said that he would look into it. Jones addressed the Board and answered numerous questions regarding additional parking, if necessary, landscaping, ,ground coverage, policing of parking facilities and preference of tenants, from the City of South Miami. . Mr. Pierce stated for the record that five members -of the Planning Board had accompanied Mr. Vann Rhodes, Mr. Jones and Mr. Johnson, all of HUD, on A field trip to six complexes for - -- -- - - hous-ing-the elderly where they inspected and reviewed the parking facilities, the overall layouts, a sampling of the units and talked with residents asking their feelings as to whether they felt the parking facilities were adequate and if they had any problems with the elevators or other maintenance problems. No complaints were expressed and the parking was adequate. The problem is how to request a variance when the zoning in progress law is 'in effect. The simplest method would be to request as follows : A variance to permit constructing of a six-story apartment building with a density of 39 units per .. acre and with 38 parking spaces, 146 required. Both the Planning Board and the . HUD personnel have had some questions on this approach. Therefore, it is recommended that the request be based on the most stringent of both the present and proposed code.
