In an effort to facilitate these objectives, the Agency has entered into agreement to Greater Miami Neighborhoods to construct two affordable homes located at 5895 SW 67`" Street, South Miami, Florida and 6400 SW 57" Court, South Miami, Florida. In accordance with SMCRA and Housing and Urban Development guidelines, the Goodman and Brown Families have been selected to purchase the homes *for the previously approved purchase prices of $145,000 per home. Due to numerous delays in construction and general non - compliance, Greater Miami Neighborhoods has defaulted on the approved grant agreements. The two homes have now. remained . in an unfinished state since the initial issuance of building permits on March 10, 2005. During the June 11, 2007 Meeting, the Board recommended that to avoid any further construction delays, a Requestt. for Proposal . and Qualifications (RFP /Q) for construction services should be advertised to complete the two homes. As indicated in the attached RFP /Q, the Board seeks to complete construction of two homes for the purposes of creating additional affordable housing in the SMCRA area (See Exhibit A). The RFP /Q further states that upon completion of construction, the homes shall be sold to the two selected homebuyers following an updating of financial eligibility. The deadline for firms submitting proposals and qualifications shall be thirty days from the time of RFP /Q issuance. Approval of the at resolution shall authorize the SMCRA Director to advertise a Request for Proposal and Qualifications for construction services to complete the above referenced homes. The 6 SMCRA, and its partner, the City of South Miami, are focused on, redeveloping a designated 7 185 acre area of the City of South Miami (See Exhibit 1). The redevelopment area has 8 historically experienced a lack of investment over time and based on Chapter 163, Florida 9 Statues guidelines has been declared an area of necessity requiring redevelopment assistance. 10 11 In recent years, the South Miami Community Redevelopment Area has experienced a 12 significant amount of reinvestment and redevelopment. Completed redevelopment activities 13 include the adoption of a South Miami Community Redevelopment Plan which contains 14 specific redevelopment powers, the establishment of a Tax Increment Financing District, the 15 redevelopment of the former Bakery Center into the Shops at Sunset Place, Phase I 16 Construction of the $4 million state -of -the -art David D. Bethel Recreation Center, the 17 comprehensive streetscape enhancement of a major arterial in the heart of the SMCRA District, 18 construction of infill single family homes and the rehabilitation of the existing housing stock. 19 Several affordable homes have already been constructed by Habitat for Humanity and Greater 20 Miami Neighborhoods on land donated by the SMCRA. 21 22 The SMCRA is responsive to the needs of the community and serves to accomplish 23 redevelopment goals by implementing the programs set forth by the South.Miami Community 24 Redevelopment, Plan. The Redevelopment Plan identifies over 35 specific redevelopment 25 programs, which are funded by the SMCRA Tax Increment Financing (TIF). Redevelopment 26 incentive programs are identified for both the private and public sectors and for all land uses, 27 including commercial, residential, and public. To assist the SMCRA in fully implementing the 28 single - family infill- housing program, the SMCRA is issuing this Request for Proposal and 29 Qualifications' (RFP &Q) .to select a qualified single family home, -builder to complete 30 construction of two single - family homes located in the SMCRA District (See Exhibit 2). 31 32 Home construction on both sites was initially started by a previous developer however as a 33 result of a contractual default, construction was never completed. Based on a cursory 34 inspection of the unfinished construction sites, it has been determined that construction on the 35 two homes 'can be satisfactorily completed. Previously approved plans for. the two unfinished 36 homes have been attached as Exhibit 3. Updated building plans must be resubmitted by the 37 selected developer for approval by the South Miami Building Department. 38 39 40 Excellence, Integrity and Inclusion 3 1 2 3 PROJECT GOALS AND STRATEGIES 4 5 The goal of this redevelopment initiative is to create affordable single - family 6 owner - occupied homes on formerly vacant, blighted lots. The SMCRA Board 7 seeks to complete construction of two homes for the purposes of creating 8 additional affordable housing in the South Miami CRA area. The strategy to 9 complete construction involves partnering with a qualified affordable housing 10 infill developer. 11 ' 12 Two potential homebuyers have been previously selected to purchase the two 13 homes. Following construction of the two homes, it is understood that -the homes 14 will be sold to the selected homebuyers following an updating of financial 15 eligibility. The selected homebuyers shall have the right of first refusal to 16' ownership and occupancy. 17 18 The details of the Agency's partnership with the selected developer shall be 19 delineated in a contract approved by the SMCRA Board of Commissioners. These 20 contracts will be formulated immediately upon selection of the organization by the 21 Board. Responses by minorities and women are encouraged. The SMCRA does 22 not discriminate based upon race, sex, color, creed, national origin, disability, age, 23 sexual orientation or any other legally protected status. 24 25 22276 GENERAL INFORMATION Z8 . 29 1. Contract Awards - The SMCRA will award the contract to the most 30 responsive, qualified firm submitting the most cost effective price for the 31 service, and whose proposal is deemed to be in the best interest to the SMCRA. 32 33 2. Right to Reject Any and-All Proposals - The SMCRA ( SMCRA) reserves the 34 right to accept or reject any or all proposals, or any part of any proposal, and to 35 waive any informalities or irregularities in'the proposal or in the evaluation 36 process. SMCRA may elect to negotiate or not to negotiate with any 37 individual firm. SMCRA further reserves the right to terminate any contract 38 with the successful firm at any time, without cause, upon thirty days (30) 39- notice. 40 41 3. Adherence to Information in Proposal All statements contained in written price proposals are intended to be relied upon by SMCRA. All services must be issued as stated in the proposal submitted unless SMCRA authorizes changes for all firms. Any changes authorized by SMCRA will not alter any other items contained in this RFP. 5. Authority of Firms - An authorized representative of the company should sign the proposals. Proposals submitted without binding authority will not be given consideration. Price .proposals should not be contingent upon any subsequent inspection after the due date for proposals. 6. Required Forms - The Public Entity Crimes Affidavit, the Davis Bacon Wage Rates Determination, Small, Minority Women -owned business concern representation and debarment disclosure affidavit are. required to be completed, and accompany all proposals. 7. Cone of Silence- The "Cone of Silence" specifically prohibits communication regarding RFP's, (bids) or any solicitation with the SMCRA ( "SMCRA ") staff except by written means, with a copy filed with Stephen David, Acting Director. Certain exceptions are made such as oral communications during pre - proposal conferences. This takes effect upon advertisement for Request Request for Proposals and terminates when the Director makes. recommendation for award to the SMCRA board. In addition to any other penalties provided by law, violation of the Cone of Silence by any Firm(s) shall render any proposal disqualified. 8. Equal Opportunity - During the.performance of the awarded contract, the successful firm agrees as follows: A. Proposal Evaluation and Award - In addition to other factors, the proposals will' be evaluated on the basis of advantages and disadvantages to the SMCRA that might. result from the award of more than one contract. SMCRA reserves the right to make a contract award based solely upon the proposals, or to negotiate further with one or more vendors. The vendor selected for the award will be chosen on the basis of greatest benefit to the, SMCRA, and not necessarily on the basis of lowest pricing. SMCRA may meet with firms who submit proposals that have a reasonable chance of being selected for award to more clearly identify their capabilities to perform the work, and then be placed in rank order. SMCRA may award on the proposals received or negotiate with the firm or firms that it determines will provide the best value. Proposals will be evaluated based on the `Evaluation of Proposals' criteria that is established in this document. 10. Facsimile or E -mail copies will not be accepted - Please note that all original proposals will be retained by the SMCRA for two- (2) year(s) from the date of the award of the proposal for audit purposes. 11.
