APPLICANT'S REQUEST:
On October 28, 2011, the applicant's representative, Janet Medina, Inc., filed a Historic
Preservation Board (HPB) Application with the Planning and Zoning Department at the
City of South Miami. The applicant is requesting a Certificate of Appropriateness COA,
for the installation of one sign on a designated historic site located at 7220 Red Road,
The Crossroads Building. Although incorrectly noted on Section 3 of the COA as
several proposed signs; this application is for the installation of only one wall sign.
STAFF ANALYSIS:
The Crossroads Building is a landmark in the. City of South Miami. Designed by M.
Tony Sherman and Associates in 1955 and designated historic in December 9, 2007
the two-story building is located in the southwest corner of SW 72 Street (Sunset Drive)
and SW 57 Avenue (Red Road). Located on the first floor, the current merchant
Re/max Advance Realty faces SW 57 Avenue, located within the Specialty Retail
Hometown District Overlay (SR: HD-OV) Zoning District. The attached plans illustrate
the applicant's intent for the proposed signage.
The applicant is proposing to install a total of one sign. Pursuant to Section 20-
4.3(H)(5), Permitted Sign Schedule, Land Development Code, All signs that will be
permanently erected, constructed, posted, painted, altered or relocated on a
designated historic structure or a "contributive" building, such as the subject property,
"The Crossroads Building," must be reviewed by the Historic Preservation Board prior
to issuance of a building permit for such sign.age. Further, consistent with the zoning
district, each sign is then classified pursuant to the Land Development Code by sign
type and based on the proposed location of each sign on the building.
A non-illuminated flat sign, will be placed on the east wall, facing Red Road; which is
the longest of the two building facades. The sign will contain the name of the business
(Re/max Advance Realty) and the company's logo of a balloon on the left hand side of
the sign. Refer to the attached color photograph that illustrates a close up view of the
existing sign on the awning and the newly proposed sign on the wall as if the work was
complete. As noted, the proposed wall sign area at 55 inch in width by 15 inch in height
is a total of approximately 5.725 sq. ft., which does not exceed the maximum permitted

square footage of a flat sign, which is 20% of the existing building fagade or a
maximum of 200 sq. ft. per sign. The brushed aluminum sign depth of each letter is '/"
thick and will be adhered to the existing exterior marble with Liquid Nails that is used
for marble applications.
It is important to note that an inconsistency in the overall size of the proposed sign has
been provided. Attached proposed measurement of the sign reads "covers an 54 in. x
22 in." Basically, the 22 inches in height is larger than the 15 inch that was previously
calculated, and totals 8.40 sq.ft., which would also not exceed the maximum permitted
square footage of a flat sign or a maximum of 200 sq. ft. per sign and therefore
complies with the Land Development Code.
Pursuant to Section 20-4.3(1)(5) All Other Zoning Districts, of the Land Development
Code, the following are the regulations for flat signs:
FLAT SIGNS with a total aggregate sign area, not to exceed
twenty (20) percent of the area of any building face; for the
purposes of sign regulation, there shall be considered to be
only four (4) facades to any building, no single sign shall
exceed two hundred (200) square feet in area. Direct
illumination is permitted.
BACKGROUND:
Prior merchants at this location in The Crossroads Building, such as the Executive
National Bank back in 1996, have had a sign located at the awning and another sign
on the marble wall on the east facade of the building. Refer to the Environmental
Review and Preservation Board's approval, ERPB number 96-095, on November 19,
1996, for additional information. Hence, reviewed and approved by the Environmental
Review and Preservation Board since the building had not been designated historic
yet.
It is staffs observation that this is the same location, at the same marble wall that is
being requested at this time for the installation of the Re/max Advanced Realty sign.
The newly proposed consists of the same sign concept.
Also, on October 27, 2008, the Historic Preservation Board reviewed and motioned to
approve the wall sign as presented, by a vote of 6 ayes, and 2 nays (Mr. Kurtzman and
Mr. Shelley). However, it appears that signage on the marble was never installed.
In summary, the attached color photograph illustrates the existing conditions with the
existing awning sign and the newly proposed sign that will be installed on the marble
finished wall. To have signage located on the awning is typical of all merchants within
the building. Therefore, at this time it is the applicant's intent for this sign to remain;
hence, the sign located on the awning is.not a part of this proposal.

It is the policy of the Planning and Zoning Department that the amount of allowable
signage shall be kept to a minimum on historically designated buildings and notes that
the proposed includes one wall sign. Also, noted by staff is that a wall sign was
previously approved by the Historic Preservation Board in 2008 and that the
Environmental Review and Preservation Board has set a precedent dating back to
1996. Therefore, it is staff's recommendation of the proposed flat sign on the marble
wall is suitable for the subject historic the Crossroads Building since it is pedestrian
friendly and current with the sign design regulations for flat signs in the Code.
Staff recommends approval of the proposed flat sign.

Explanations of categories for Section 2
Maintenance or Repair: The act or process of applying measures to sustain the existing form integrity and
material of a building or structure and the existing form or vegetative cover of a site. It may include initial
stabilization work, where necessary, as well as ongoing maintenance and repair. (Samples of material may be
requested).
Restoration: The process. of accurately recovering the form and details of a property and its setting as it
appeared at a particular period of time by means of the removal of later work or by the replacement of missing earlier
work. All applications for restoration shall include elevations, site and landscape plans (if necessary), and any other
supplementary information that will support the proposed project.
Rehabilitation: The process of returning a property to a state of utility through repair or alteration which makes
possible an efficient contemporary use while preserving those portions or features of the property which are
significant to its historical, architectural, and cultural values. All applications for rehabilitation shall include:
elevations, site and landscape plans (if necessary), and any other supplementary information that will support the
proposed project.
Demolition: The process of destroying or tearing down a building or structure or a part thereof, or the process of
removing or destroying an archaeological site or a part thereof. The applicant(s) shall include a report explaining why
the proposed action should occur. If the action is to occur for reasons of financial hardship, all pertinent financial data
should be included pertaining to the cost of preservation, demolition and new construction. Any other material
