In 1981 there was a variance approved to allow a drycleaning plant on a non arterial which lapsed. The original process of this application started in September ' 8a at which time there was never a word to the applicant that there may be changes in the Comprehensive Plan. Based on. that and the 1981 Vested Rights Ordanance which the applicant relied on there was no reason not to apply for the variances (setbacks and parking) which the Planning Board subsequently approved. Not until it reached the Commission was there ever any question by anyone. The property in question is 80 feet from South Dixie Highway and not near any residential.
