with the following conditions:
That the palms planted along SW 62 Avenue be equal in height to the existing palms
at that location.
All decisions and recommendations of the Environmental Review&Preservation Board [ERPB]shall be posted on the
City Hall bulletin board immediately following the ERPB meeting. An applicant may obtain a building permit after
noon of the day after the ERPB meeting.at which the application was approved,if all other requirements for the permit
have been met. An appeal of an ERPB decision or recommendation may be filed at any time before a building permit
is issued by tiling same with the city clerk upon a form prescribed therefore. Appeals may be taken by the applicant.

2. LANDSCAPING [EB-97-001]
Applicant: George Milian (Property Manager)
Address: 6201 SW 70 Street
Note: The applicant is proposing to plant eight royal palms, 10 feet high, along the
perimeter of the property. The planting of the palms is required for compliance
with a tree removal permit.
Staff: Staff recommends approval of the application as submitted.
Mr. Stephen Raskin signed in as the representative. Staff explained that several trees had
been removed without a permit, due to problems involving paved surfaces on the
property.
Motion: Mr. Shaw moved approval of the application, as presented. Mr. Feliu seconded
the motion.
A discussion ensued regarding the differences between canopy trees and palms. Mr.
Cooke-Yarborough asked that, for the Board's future reference, staff ascertain the types
of trees removed in order to properly account for this difference. Staff responded that, as
trees are often already removed and cleared from a respective property, it is often difficult
to know the types of trees involved.
In response to Ms. Matiauda's inquiry regarding plans for future landscaping of the
property, Mr. Raskin replied that the landscaping of the property is currently incomplete.
Mr. Raskin explained that the current concern is to obtain compliance with the tree
removal permit
Discussion regarding future landscaping of the property continued. In regard to the
Board's comments involving the use of canopy trees and palms, Mr. Raskin noted that
the applicant will take into consideration the Board's suggestions on the use of tabebuia
pallida as a canopy tree. Mr. Shaw added, that in regard to today's application, the royal
palms proposed for the property would be sufficient.
(Mr. Diaz arrived at this time, 8:38 a.m.)
Mr. Diaz stated that he desired to speak in reference to the discussion on future
landscaping of the property. Mr. Diaz opined that today's proposal involving palm trees

would not enhance the property as currently existing with its a.c. unit, gas tank, alarm
boxes, etc. Mr. Diaz noted that he would be in favor of approval only if the applicant
submitted a comprehensive plan for future landscaping of the property. Mr. Raskin
emphasized that while plans are intended for future landscaping, today's application
represents his current concern to bring the property into compliance for removal of the
trees.
Mr. Cooke-Yarborough suggested that the proposed palms match existing palms
particularly in regard to height, in order to provide the appearance of a continuation of
planting along SW 62 Avenue.
Following extensive discussion of future. landscaping plans, Mr. Cooke-Yarborough
offered to amend the motion currently on the floor incorporating the Board's comments
voiced thus far. Mr. Shaw responded that he agreed to amend the motion to reflect only
the proposal involving the height of the royal palms. Mr. Shaw added that he was firmly
against incorporating into the motion the proposal regarding future landscaping of the
property.
Motion with amendment: Mr. Shaw moved approval of the application, based on the
condition that proposed palms match existing palms, particularly in regard to height, in
order to provide an appearance of a continuation in planting down and along SW 62
Avenue. Mr. Feliu seconded the motion.
Vote: Approved: 2 Opposed: 3

Motion failed, and Mr. Diaz offered to put forth another motion.
Second motion: Mr. Diaz moved approval of the application, with the conditions 1) that
the planted palms be consistent in height with regard to existing palms, particularly in
regard to those currently on SW 62 Avenue; and 2) that the applicant return within 30
days with plans for landscaping of the subject property. Ms. Matiauda seconded the
motion.
