REQUEST: At this time, the applicant is requesting changes to the previously approved exterior renovations to the subject property. The changes are noted on the attached narrative prepared by Naya architects. and numbered one thru five; dated August 25, 2011. STAFF ANALYSIS: The current property is zoned "H", Hospital, which permits hospital and hospital related uses. Pursuant to Section 20-3.3(D) of the Land Development Code a medical office use is permitted by right for properties zoned "H", Hospital. The attached Narrative from Naya architects for the ERPB Application lists the newly proposed changes and additions to be reviewed and approved. Consistent with the narrative is the attached rendering that includes each revision numbered one thru five. The revisions are marked in yellow for reference. Signage requires a separate submittal to the ERPB. 2. Relocation of the proposed Back Flow Preventers. 3. Revised canvas/light metal canopies at the front of the building. 4. New exterior light fixtures. 5. Proposed location for the Emergency Generator; Diesel Fuel Tank. The following is staff analysis of each revision request submitted by the applicant and the responses are also numbered one thru five for clarity. 1) This review is only for the location of a (future) new sign. This location reflects a detached sign on the green area visible from SW 70 Street. Hence, the definitions of a landscape sign shall mean a detached sign appropriately landscaped in a park-like manner and designed to be compatible with adjacent architecture. Pursuant to Section 20-4.5(E) All other zoning districts, of the Land Development Code, a landscape sign is allowed as follows: LANDSCAPE One low-profile landscape sign may be permitted per project when approved by the Environmental Review and Preservation Board, the landscape landscaped sign shall be detached, low profile sign which is either of a single- face or double-face design; the landscape sign shall not exceed four (4) feet in height from grade, nor twenty (20) square feet in area; and the landscape sign must be appropriately landscaped in a park-like manner, designed to be compatible with adjacent architecture of the surrounding premises. Direct illumination is permitted. Note: A separate ERPB application for signage will be submitted at a later date to include signage specifications consistent with the landscape regulations. 2) This relocation of the Back Flow Preventers is due to a request from the Fire Department; the Preventers must be at least forty-feet away from the building. Therefore, staff has no objections with the relocation. Please refer to the Site Plan, sheet Sp-1 for the new location covered from sight by a new proposed hedge. 3) This revision illustrates the new design and color of the.canvas/light metal canopies at the main entrance and the patient's entrance to the building. The previously approved burgundy color is no longer being considered; the color being proposed is green. The attached proposed canopy, (please refer to the 8.5x11 sheet 1 and 2) notes the style of the canopy and the proposed color (existing and proposed). 6129 SW 70 Street ERPB-11-038 -REVISIONS Page 3 of 3 Exterior Renovation 4) The intent of the new light fixtures is to upgrade. The applicant has noted they will eliminate the currently exposed conduit illustrated on the attached photo. The new light fixture shall provide better illumination on the site. 5) The proposed location for the emergency generator, diesel fuel tank is noted on the Site Plan, sheet Sp-1. This will be behind a wall 4'-6" high and therefore not visible, staff has no objections. All exterior revisions must comply with the ADA and the Florida Building Code (FBC) requirements. RECOMMENDATION: Staff recommends approval of the revisions 1-5 as presented, with the following conditions: 1)Applicant shall submit a separate application for landscape signage to the ERPB; 2) Renovations shall comply with the ADA and FBC requirements; and, 3)Any comments and suggestion from the Board. The following changes and additions are proposed. 1. Addition of a monument sign to identify the building. We understand this sign will require a separate permit. The reason to include this information in this package is to inform as to its proposed location and design. 2. Relocation of the proposed Back Flow Preventers. This relocation is due to a Fire Department request that they be at least 40 feet fron- the building. The Back Flow Preventers will be covered from sight by a new proposed hedge as described in the Landscape Plans. Proposed new location is shown in the enclosed Site Plan. 3. Revised canvas/light metal canopies at the front of the building. These canopies will provide protection for both the main entrance and the patient's°entrance. These canopies were approved in the previous submittal. We are proposing a design and color change as described in the enclosed package. 4. New exterior light fixtures to: A. The following changes and additions are proposed. 1. Addition of a monument sign to identify the building. We understand this sign will require a separate permit. The reason to include this information in this package is to inform as to its proposed location and design. 2. Relocation of the proposed Back Flow Preventers. This relocation is due to a Fire Department request that they be at least 40 feet from the building. The Back Flow Preventers will be covered from sight by a new proposed hedge as described in the Landscape Plans. Proposed new location is shown in the enclosed Site Plan. 3. Revised canvas/light metal canopies at the front of the building. These canopies will provide protection for both the main entrance and the patient's entrance. These canopies were approved in the previous submittal. We are proposing a design and color change as described in the enclosed package. 4. New exterior light fixtures to: A. Eliminate exposed conduit. B. Provide better illumination on the site. C. Better, more modern fixtures; see enclosed cut sheets in package. 5.
