STAFF ANALYSIS: The current property is zoned "H", Hospital, which permits hospital and hospital related uses. Pursuant to Section 20-3.3(D) of the Land Development Code a medical office use is permitted by right for properties zoned "H", Hospital. The attached introduction letter prepared by Naya architects, notes that a replacement of existing doctors offices with new doctors offices with supporting MRI, CT & Gamma Knife equipment for the new Cancer Center is being proposed in the existing Annex Building located at the above referenced location. Also, stated is that the existing two- story building will be renovated and upgraded. The exterior facades of the building, refer to sheet A-12 Exterior Elevations, will be enhanced with new windows, doors, and new paint bands to match the existing paint color scheme. It is important to note that the newly proposed exterior renovations will not require any expansion in building square footage and therefore no additional parking spaces are required. 6129 SW 70 Street ERPB-11-038 Page 2 of 3 Exterior Renovation Pursuant to Section 20-3.6(Q)(2), Screening and Soundproofing of Exterior Heating, Ventilating, Air Conditioning Equipment, and Other Mechanical Equipment, of the Land Development Code, requires proper screening by the use of landscaping or such other screening device as shall be approved by the Environmental Review and Preservation Board as follows: Air-cooled condensing (excluding window and wall units), and/or compressor equipment, water cooling towers, liquid propane gas tanks, irrigation pumps, pool equipment, and other similar mechanical or service equipment or apparatus installed or replaced on the ground or on a building (other than on its root) shall be screened from view, at ground level outside the subject property, by the use of landscaping or such other screening device as shall be approved by the environmental review & preservation board. The requirement of approval by the environmental review and preservation board shall not apply to replacement equipment if existing screening is in place and found sufficient by the Planning Director. The applicant is proposing to install a chiller for the MRI, the Electrical switches and an Emergency Generator. This new equipment will be located on the east side of the property replacing the three metal sheds that are currently in the area. On the south area of the building a new Electrical Transformer by FPL and Backflow Preventers for domestic and fire water are being proposed. All of which is being screened from view by newly proposed native hedges. Furthermore, the current exterior renovations must comply with the ADA and the Florida Building Code (FBC) requirements. Site Plan Review Committee: Not applicable, not a new construction project. The proposed site for this new Cancer Center is the existing Annex Building at 6129 SW 70 Street. The existing building is a two story CBS structure approximately 10,250 Sq. Ft. The program will include state of the arts equipment on the ground floor including MRI, Pet CT and a Gamma Knife. The second floor will include Examination Rooms and Offices. The current zoning for the property is Hospital Use and the City of South Miami Planning and Zoning Department has reviewed the use and has issued a letter accepting the proposed use. This renovation will not require the addition of parking spaces or disturbance of the existing parking.in any way. Calculations show that the current parking available is adequate for Larkin Community Hospital. This project does not involve the addition of usable area. The gross area of this building will remain the same. The Fagade of the building will not be significantly changed. The changes involve the addition of an entrance canopy to better protect the public. This canopy is a light metal and canvas structure that matches the style and color of an existing one that will remain. The windows and exterior glass are being replaced with impact resistant units to match the style and color of the existing fenestrations. A new"Energy Center" is being proposed to include a chiller for the MRI, the Electrical Switches and an Emergency Generator. This new Energy Center Area will replace the existing metal buildings (3) and careful consideration has been given to protect the existing trees and landscape. On the South area of the building a new Electrical Transformer by FPL along with Backflow Preventers for Domestic & Fire Water are being added. These units will be shielded fi•om view by new native hedges that have been carefully specified and designed by our landscape Architect. Careful consideration has been given to protecting all equipment from the public view. The building will be repainted to match the current color of the building, as shown in the enclosed package. SUMMARY This structure will be upgraded to be a State of the arts facility without an impact of the surrounding environment.
