A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,
FLORIDA,APPROVING THE NAMING OF 64TH STREET
BETWEEN 67TH COURT AND 68TH COURT IN HONOR
OF R.PAUL YOUNG;PROVIDING FOR
IMPLEMENTATION,TRANSMITTAL,CORRECTIONS,
SEVERABILITY,AND AN EFFECTIVE DATE.
WHEREAS,R.Paul Young,a pillar of the South Miami community whose decades of
service uplifted countless lives,passed away on June 10,2025;and
WHEREAS,R.Paul Young served the City of South Miami (the “City”)as Vice Mayor
from 1994 to 1996 and as City Commissioner from 1 996 to 1998;and
WHEREAS,he championed youth and education through his service on the Marshall
Williamson Scholarship Committee,helping local students—especially those from disadvantaged
backgrounds—achieve their dreams through scholarship awards;and
WHEREAS,R.Paul Young brought a wealth of experience from his distinguished
professional career in the fields of education,government,healthcare,and labor,including over
25 years of experience as an adjunct professor at Miami Dade College and key leadership roles as
Grants Administrator for Miami-Dade County Public Schools,Regional Manager for the Florida
Department of Labor,and Executive Director of the Primary Health Care Consortium of Dade
County;and
WHEREAS,his commitment to public service also extended to his work with numerous
other institutions,including the James L.Knight Center,Coconut Grove Exhibition Center,City
of Riviera Beach,and the University of Miami;and
WHEREAS,R.Paul Young’s lifelong dedication to empowering others and strengthening
communities leaves a legacy that will never be forgotten;and
WHEREAS,Section 17-10.1 “Guidelines for Naming City Property and Roadways”of
the City Code of Ordinances (the “Code”)allows for the naming of a public street or piece of
public property following the passing of the person to be honored;and
WHEREAS,the City Commission desires to honor R.Paul Young’s memory and legacy
by naming 64th Street between 67th Court and 68th Court (the “Designated Street”)after R.Paul
Young;and
WHEREAS,the City Commission finds that this Resolution is in the best interest and
welfare of the City.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,AS FOLLOWS:

Section 1.Recitals.The above-stated recitals are true and correct and are incorporated
herein by this reference.
Section 2.Approving the Naming of the Designated Street in Honor of R.Paul
Young.The City Commission hereby approves the naming of the Designated Street in honor of
R.Paul Young.
Section 3 Implementation.The City Manager is hereby authorized to take any and
all action necessary to implement the purposes of this Resolution.The appropriate City
departments are hereby authorized to erect the necessary street signs,subject to any necessary
coordination with or approval from Miami-Dade County.
Section 4.Transmittal.This Resolution shall be transmitted to Miami-Dade County
for approval.
Section 5.Corrections.Conforming language or technical scrivener-type corrections
may be made by the City Attorney for any conforming amendments to be incorporated into the
final resolution for signature.
Section 6.Severability.If any section,clause,sentence,or phrase of this Resolution
is for any reason held invalid or unconstitutional by a court of competent jurisdiction,the holding
shall not affect the validity of the remaining portions of this Resolution.
Section 7.Effective Date.This Resolution shall become effective immediately upon
adoption.
