RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF SOUTH MIAMI,FLORIDA,APPROVING AND
AUTHORIZING THE PURCHASE OF (40)SMITH &WESSON M&P 15T
SBR556 RIFLES AND RELATED ACCESSORIES FROM PROFORCE
LAW ENFORCEMENT IN THE TOTAL AMOUNT OF $73,589.76,
INCLUDING A TRADE-IN CREDIT OF $11,929 FROM EXISTING
EQUIPMENT AND INVENTORY;DECLARING THE EXISTING
TRADE-IN EQUIPMENT AS SURPLUS PROPERTY;PROVIDING FOR
IMPLEMENTATION,CORRECTIONS,AND AN EFFECTIVE DATE.
WHEREAS,the City of South Miami (the "City")Police Department (the "Department")
requires the purchase of new patrol rifles and related accessories to enhance operational readiness
and officer safety (the “Equipment”);and
WHEREAS,the Department obtained three (3)quotes for the Equipment and identified
Proforce Law Enforcement (“Vendor”)as the lowest quote for the purchase of the Equipment:

•(40)Soft Rifle Cases
WHEREAS,Article III,Section 5 of the City Charter,and the City’s Purchasing Policy
and Ordinance provide that all purchases in excess of the amounts set forth therein shall be
approved by the City Commission after competitive conditions have been maintained;and
WHEREAS,subsection (F)of the City’s Purchasing Policy further provides that the City
Manager has the authority to waive or deviate from the Purchasing Policy when it is determined
to be in the best interest,or to obtain goods and/or services which cannot be acquired through the
normal purchasing process due to insufficient time,the nature of the goods or services,or other
factors;and
WHEREAS,due to the nature of the Equipment and the importance of obtaining updated
and state-of-the art equipment for the Department,the City Manager has determined that obtaining
three quotes for the Equipment is sufficient and waives formal competitive bids,in connection
with the purchase of the Equipment from the Vendor and finds that such is in the best interest of
the City;and

WHEREAS,the Vendor has provided the City with a quote,attached hereto as
Exhibit “A”(the “Quote”),for the purchase of the Equipment in an amount not to exceed
$73,589.76;and
WHEREAS,the Department has conducted an inventory review and has identified
existing firearms available for trade-in (the “Existing Equipment”),as listed in the attached Exhibit
"B",providing a credit of $1 1,929 towards the total purchase price;and
WHEREAS,the City Commission finds that the Existing Equipment described in Exhibit
“B”attached hereto,is obsolete and no longer economical or efficient to keep,and,in light of the
purchase authorized in this Resolution,therefore declares it surplus personal property pursuant to
Section 2-4.7 of the City’s Code of Ordinances (the “Code”)to be sold or otherwise disposed of
by the City Manager as provided in Section 2-4.7 of the Code;and
WHEREAS,the total cost for the purchase of the Equipment is $73,589.76 after the trade-
in credit of $1 1,929 is applied for the Existing Equipment;and
WHEREAS,the cost of purchasing the Equipment shall be charged to the Federal
Forfeiture Account (No.615-1910-52 1 -3450 -Contractual Services),which has a current balance
of $388,180,and/or or such other funding source as determined by the City Manager to be in the
best interests of the City;and
WHEREAS,the City Commission desires to approve the purchase of the Equipment from
the Vendor in an amount not to exceed $73,589.76 and finds that the purchase is in the best interest
and welfare of the City and its Police Department.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MIAMI,FLORIDA,AS FOLLOWS:
Section 1,Recitals.The above-stated recitals are true and correct and are
incorporated herein by this reference.
Section 2.Approval of Purchase.The City Commission hereby approves the
purchase of the Equipment for a total amount of $73,589.76,which includes a trade-in credit of
$11,929 from the Existing Equipment,as detailed in Exhibit "B".The cost of the purchase shall
be charged to the Federal Forfeiture Account (No.615-1910-521-3450 -Contractual Services),
which has a current balance of $388,1 80,and/or or such other binding source as determined by the
City Manager to be in the best interests of the City.
.Section 3,Declaration of Surplus Property;Existing Equipment.Based on the
City Commission’s findings that the Existing Equipment is obsolete and no longer economical or
efficient to keep,and,in light of the purchase authorized in this Resolution,the City Commission
declares the Existing Equipment surplus personal property to be sold or otherwise disposed of by
the City Manager as provided in Section 2-4.7 of the Code.

Section 4.Implementation.The City Manager is hereby authorized to take all
necessary actions to implement this Resolution,including execution of purchase orders,trade-in
agreements,and all related documents,subject to approval by the City Attorney.
Section 4,Corrections.Conforming language or technical corrections may be
made by the City Attorney as necessary for the final resolution.
Section 5.Effective Date.This Resolution shall become effective immediately
upon adoption.

The total expenditure is $73,589.76, which includes a trade-in credit of
$11,929 from the department's existing inventory. The net amount will be
charged to the Federal Forfeiture account No. 615-1910-521-3450
(Contractual Services), which currently has a balance of $388,180.
Background:The South Miami Police Department seeks to enhance its operational
capabilities by upgrading its patrol semi-automatic rifles and associated
equipment. This purchase will also replace the current inventory of rifles,
some of which are over 15 years old and/or auto (3 round burst) National
Firearms Act (NFA) regulated firearms. The selected items are as follows:
1.Smith & Wesson M&P 15T SBR556 Rifles (SKU# 13623):
This short-barreled rifle (SBR), chambered in .223, features an 11.5-inch
steel barrel with an Armornite® finish and a 1:7-inch twist rate. The compact
design, with a total length of 31.5 inches, is ideal for tactical operations
requiring maneuverability. Enhanced components include a B5 Systems
SOPMOD stock, B5 Systems P-Grip 23 pistol grip, a 10.5-inch free-float M-
LOK® handguard, and ambidextrous controls, such as the Radian Raptor-
LT™ charging handle and safety selector. The rifle also comes equipped with

folding sights from Williams Gun Sight Company and two Magpul® QD sling
attachments.
Justification for Law Enforcement Use:
The M&P 15T SBR556's compact size and reliability make it particularly
suited for urban policing scenarios. Its shorter barrel allows officers to
navigate confined spaces, such as hallways and vehicles, more effectively.
For instance, during active shooter situations within buildings, the rifle's
maneuverability enables rapid response and precise target engagement,
thereby enhancing officer and public safety.
2.GemTech Abyss .556 Direct Thread Suppressors:
Designed for .223 rifles, the Abyss suppressor reduces muzzle flash and
sound signature, which is crucial during tactical operations to maintain
officer night vision and reduce hearing damage.
3.Streamlight Protac Rail Mount HL-X Long Gun Lights:
This weapon-mounted light delivers 1,000 lumens of bright light, ensuring
clear visibility in low-light conditions. Its durable construction and multiple
mounting options make it adaptable to various tactical scenarios.
4.Aimpoint Red Dot Sights:
Known for durability and rapid target acquisition, Aimpoint red dot sights
provide a clear aiming point, enhancing shooting accuracy in high-stress
situations.
5.Magpul MS1 QDM Slings (Black):
The MS1 QDM sling offers quick adjustment capabilities and durable
construction, providing officers with versatile weapon-carrying options
during dynamic operations.
6.Magpul PMAG 30 Round AR/M4 Gen M3 Magazines (Black):
These 30-round magazines are renowned for their reliability and durability,
ensuring consistent ammunition feeding under various environmental
conditions.3

7.Soft Rifle Cases:
Soft rifle cases are essential for the safe transport and storage of firearms,
protecting the equipment from damage and facilitating discreet carrying.
Funding:The total cost of $73,589.76 will be allocated from the Federal Forfeiture
account No. 615-1910-521-3450 (Contractual Services), which has a current
balance of $388,180. This expenditure includes a trade-in credit of $11,929
from the department's existing firearm inventory, as detailed in the
attached Exhibit "A". Formal solicitation process was waved for this
purchase due to public safety needs and the complexity of incorporating
our trade in, but three (3) bids (Exhibit B) were solicited.

Good afternoon! I'm Captain John Barzola of the South Miami Police Department. We are
currently in the market for new rifles and accessories for the Department as listed below with a
trade in. You have been identified as an authorized law enforcement dealer by Smith and
Wesson. The City has waved the Invitation to Bid process for Law Enforcement initiatives but
we are seeking competitive pricing and quotes from various vendors. Please submit quotes
back to me within 10 days of receiving this email. My agency also wishes to complete this
transaction with a trade-in of current firearms within our inventory, the inventory list is attached.
